Web Posted: July 23, 1999 epublican presidential candidate George W. Bush called yesterday for a working partnership between government and religious groups to combat social ills. Praising churches and other faith-based groups as part of the "armies of compassion," Bush described his proposal as "the next bold step in welfare reform." Bush also promised to established an "Office of Faith-Based Action." Media reports described the agency as a "clearinghouse for information on effective religious organizations and assisting them in their dealings with the federal government." The office would also aid religious groups in seeking public monies; Bush noted that under his plan, "We will allow private and religious groups to compete to provide services in every federal, state and local social program." MONKEY-SEE, MONKEY-DO The governor's remarks were part of his visit to a celebration hosted by Front Porch Alliance, a project initiated by Indianapolis Mayor Stephen Goldsmith which involves municipal government, neighborhood groups and local churches. They also mimic a proposal made in May by Vice President Al Gore who called for a "New Partnership" between church and state, and promised that if sent to the White House, "the voices of faith-based organizations will be integral to the policies set forth in my administration." Unlike Bush, Gore was short on specifics for his "partnership." Reacting to today's announcement, an official with the Gore campaign gushed, "We're glad to see George Bush following Al Gore's lead to work with faith-based organizations."

    Texas squad makes most of small student body

    With only 50 students, Heritage Christian of Cleveland, Texas, is among the smallest schools playing in the Holiday Prep Classic. Nine of those students play varsity basketball, and one is among the top 15 players in the country. But the Eagles might be too good for their own good. Due to a dispute with the Texas Association of Private and Parochial Schools, the team plays an independent schedule, and willing opponents are hard to find. That forces Heritage to rely heavily on tournament play. "This is our first year taking on this many tournaments," coach Jerome Tang said. "Right now we're kind of learning as we go." Tang received a gift this year when talented 6-foot-5-inch guard VaKeaton Wafer joined the team. "He just showed up," Tang said of the senior who played at several schools before landing at Heritage. "Some schools had mentioned that we'd be a good place for him. I talked to his dad, he just called me up and said he was interested." Wafer, who has signed with Florida State, has great potential but remains raw.

    The Bridge City Independent School District was established in 1941 when Prairie View and Winfree school districts consolidated.     By GARY BASS Schools in five East Texas counties could be closed until officials are able to collect debris from the space shuttle Columbia, a group of state lawmakers said Sunday. "We're probably looking at 100 different school campuses," said state Rep. Jim McReynolds, D-Lufkin. "They'll have to be checked for debris before the kids will be allowed back in school." McReynolds, state Sen. Todd Staples, R-Palestine, and state Rep. Tommy Merritt, R-Longview, held a brief press conference at the command center that had been set up in the Pitser Garrison Civic Center in Lufkin. Staples said local officials will be looking at each district, and coordinating their efforts with county sheriffs departments. He Gov. Rick Perry's office has informed him that school districts will not penalized by the Texas Education Agency for any days missed because of the current crisis. McReynolds said the closings could also include private and parochial schools, community colleges and universities, as well.

    In the period March-June 1981, 219 cases of measles were reported by the El Paso (Texas) City-County Health Department. All patients had a temperature of at least 101 F (38.3 C), a rash of at least 3 days' duration, and at least 1 of the following: cough, coryza, conjunctivitis, or Koplik's spots. Twelve cases were confirmed by a 4-fold rise in complement fixation (11) or hemagglutination inhibition (1) antibody titers between acute- and convalescent-phase serum specimens. Rash onset occurred between April 11 and May 8 in 154 (70.3%) of the cases. Patients ranged in age from 3 months to 36 years. The largest number of cases, 81 (37.0%), occurred among 15-19 year olds followed by 67 among 0-4 year olds (Table 1). Of these 67 pre-school patients, only 9 (13.4%) attended day-care centers. Of the 219 patients, 94 (42.9%) had histories of adequate measles vaccination*; 85 (38.8%) had no history of prior vaccination; and 37 (16.7%) had histories of inadequate vaccination. The vaccination status was unknown for 3 patients. Five of the 9 El Paso County public school districts were involved in the outbreak. The highest attack rate, 2.3 cases/1,000 enrollees, occurred in the Ysleta Independent School District, where 63 of the 100 cases reported occurred in a single high school (Figure 2). On April 28, 776 (34.3%) of the 2,265 students at that high school were identified as being susceptible, and a special clinic was conducted at the school on the morning of April 29. Only 6 cases were reported after the clinic date, and no cases were reported 14 days or more (1 incubation period) after the measles vaccination clinic.
