School Trustees to Hear Report from Superintendent
April 20 on Negative Impact of Proposed Senate Bill 4

Superintendent of Schools Dr. Doug Otto, as head of Plano ISD’s Legislative Committee, will present to School Trustees at their 5:00 p.m., April 20, worksession concerns regarding the impact on Plano ISD of proposed Senate Bill 4, an education bill under consideration in the Texas Senate.
“Senate Bill 4, in its current form, limits tax revenue for 1999-2000 at the 1998-99 per student expenditure,” noted Dr. Otto. “New revenue would be generated only by the growth in number of students for the year, which equates to approximately $7 million for Plano ISD. No adjustment would be made for the opening of our three new schools, inflation (including utility rate increases), staff due to enrollment growth or salary adjustments, increases which are currently budgeted at more than $12 million for Plano ISD next year.”
The bill raises the equalized wealth level to $290,000 per WADA (weighted average daily attendance) from the current $280,000 per WADA for the first year of the biennium. “This is a tax relief issue only and would result in a reduction of an estimated $10 million to PISD taxpayers, but would provide no additional revenues for educational uses,” Dr. Otto said.

Residents of the district, 18 years of age or older, who have resided in Texas for at least 12 months and in the district for at least six months and are registered voters, may serve on the Board. In 1959, when the Missouri City and Sugar Land school districts consolidated to form Fort Bend ISD, the Board of Trustees was set up with seven positions – three from the former Missouri City district, three from the former Sugar Land district, and one at-large position. Does this mean that Board members represent only their community, and not the district at-large? No. Each Board member serves every resident of Fort Bend ISD, no matter where they reside, and all Fort Bend ISD residents vote for all positions on the Board. How long are Board of Trustees terms? CURRENT SITUATION SISD's Communications Department manages district media relations, including press releases; internal and external district newsletters; the district's standing advisory groups; and graphic design services for all district departments and schools. The department's staff includes a director, a writer, a graphic design artist, and a secretary. The Community Education Department coordinates parental and volunteer involvement in the district; oversees the district's Even Start program, which provides adult educational services for indigent parents; manages Even Start and other state and federal grant funds, including family preservation and adult literacy grants; coordinates the VISTA volunteer program; and provides community education and training. This office has 36 full-time administrators, case workers, volunteers, and paraprofessionals, and 39 full- and part-time teachers. The Office of Special Events and Partnerships plans special events; coordinates the district's Partners in Education program, which solicits business involvement; and markets district facilities and events. This office plans concerts, festivals, and sporting events held at the district's Student Activity Center and seeks opportunities for district involvement in community events such as a recent National Basketball Association exhibition game. This office also helps to attract events to the newly constructed Aquatics Center. In addition, Special Events and Partnerships sells advertising for the district's school bus advertising program.

That is something they say they will miss. Mr. Ramey died Sunday after suffering a heart attack at the family restaurant he opened about 25 years ago. He was 58. "He was always willing to give, but you never really knew it," said Carolyn Sims, president of the Northeast Tarrant County Arts Council. "He was always a behind-the-scenes person." Southlake City Councilman Gary Fickes said he remembers his friend for his cheese enchiladas as well as his charitable work. Mr. Ramey was known to contribute to youth leagues, PTAs, PTOs, various schools and any charitable organization that asked, Fickes said. He could also throw a mean fajita party, he said. "A bigger story for Don was that there were so many times when people would work for him and need help," Fickes said. "He would buy diapers for their family or other things.

Haar, EPI President Hardly a week goes by without another article encouraging parental involvement in education accompanied by a poll showing the benefits of having parents active in their child's education. Busy parents have long been engaged in volunteer work within classrooms, extra-curricular activities, on school playgrounds, and at home. Today, however, parents who are contributing more time and money feel like they are resources to be tapped rather than major stakeholders in the system. Parents are turning to traditional parent-teacher groups for help. The question is: What kind of help can they expect? The century old National Congress of Parents and Teachers (PTA), has been a long-time proponent of parental involvement. The PTA has local affiliates in slightly over one-fifth of the K-12 schools in the United States. In Florida, about 26 percent of the schools have PTAs. However, all is not well with the PTA. At the PTA's national convention in Kansas City, Missouri, last June, most states reported no membership increases, while many states reported membership losses. Some states, like Indiana, have seen significant dropout rates. In 1994, the Indiana PTA lost 3,384 members and at least 9,000 members quit in 1996. In my opinion, there are several reasons for this decline.

  • Texas public schools educate over 90% of all Texas children. All our resources and energy should be devoted to making each and every public school the best that it can be. Texas taxpayers cannot afford to experiment with private school vouchers. There is not enough money to fund public schools, much less to fund private schools, too. People who really care about Texas children and their academic achievement are working to solve problems – not advocating the abandonment of the public schools through vouchers. Caring people who are part of the solution are volunteering with PTA’s, serving on elected school boards, teaching, serving as tutors and mentors, donating money to neighborhood schools, assisting with Adopt-a-School programs, helping schools through interfaith efforts, and lobbying for funding for programs to help all students to succeed. Most parents want their children to attend their neighborhood public school, and polls show almost all Texas parents are happy with their child’s public school. Many public school transfer options are available for the limited situations in which parents want their child to transfer to another public school.
