Districts turn to parents to play bigger roles
By TERRY KLIEWER
In this era of swelling enrollments, tight budgets and politicized family values, Americans are being told the key to success in public education can be summed up in one word: parents. Everyone from President Clinton down is urging parents to take a more active role in their children's schooling. The old days when parents met teachers once a year at open house, went to the Halloween carnival and chipped in at candy sale time now seem quaint. Under the new regimen, parents are handing out textbooks, replacing playgrounds, tutoring slow students in reading and helping fast ones pick a college. They help to run student detention programs. They "room-sit" for teachers called away to other things. They meet and greet school visitors. While big school districts may have special staffs to garner commercial and corporate support, smaller districts often turn to parents and volunteers to help identify and go after business and civic donors. Volunteerism in all its forms private-sector support, plus parents' and others' donations of time and effort can add up to substantial sums for cash-strapped school districts.

Position Sought: Houston Independent School District Board Position 9 for 2001-2005
1. Do you intend to run as a Green Party candidate? No, this is a non-partisan election. 2. Do you beleive the Green Party can make a useful contribution to American political life? How? Certainly, I believe the Green Party can make a useful contribution. In too many instances, the Democrats and Republicans have merged their ideas. It is my belief that the best way for the Green Party to make an impact is for it to elect many candidates in non-partisan races. There is a stigma to "third parties." If thousands of office holders in non-partisan offices do quality work and then announce that they are Greens, it would have a substantial positive impact. For visibility, I do think Greens need to run candidates for President and Vice-President. Because of election laws in certain states like Texas, it's necessary to run candidates such as my friends Ben Levy and Charlie Mauch statewide. Nevertheless, it is in local elections, like the one in which I will be running, is where the legitimacy of the quality of the candidates of the party as positive agents of change can be established.

Stealing from the PTO
Theft by volunteers is more common than you think. But you can prevent it.
By Michelle Bates Deakin Last year, the Hampstead Elementary School PTA in Maryland had two goals: to replace the school’s aging playground equipment and to install a state-of-the-art wireless computer lab. Toward those ends, children tromped through the rural town hawking candles and drumming up participants for run-a-thons, all contributing to a $60,000 take to fund the climbers, swings, and keyboards. Little did the children or their parents know, however, that as fast as the money was coming in, it was going out. In July, just as the PTA’s treasurer was finishing his two-year term, he was arrested for stealing more than $62,000 from the organization. The staggering loss has put the school’s long-awaited projects at risk. The situation at Hampstead is an example of one of the biggest but least-discussed threats to parent groups: embezzlement. That anger is fueling local prosecutor Melissa Hockensmith, who’s handling the case, in which John N. Biggs faces 39 charges of theft. “The kids earned this money, and there’s a good lesson we can show them,” says Hockensmith. “You can’t take someone’s hard-earned money and just get away with it.”

Posting on THECB website The Texas Higher Education Coordinating Board (THECB) invites Community-Based Organizations (CBOs) to participate in the implementation of the Statewide Higher Education Awareness and Motivational Campaign resulting from Senate Bill 573 (passed in the 77 th legislative session of 2001, and codified in the Texas Education Code, at § 61.951.) The new law requires that THECB administer a statewide campaign to assure that parents and students understand the importance of higher education and how to prepare for it academically and financially. The campaign is also one of the major strategies of THECB’s higher education strategic plan, called Closing the Gaps by 2015 The goal of the campaign is to bring into higher education by 2015 an additional 300,000 people prepared to succeed who are not expected, based on current enrollment trends, to enroll in a Texas college or university. CBOs that serve families, i.e., parents and/or children or youth, are invited to be voluntary partners in the campaign. These CBOs will serve as a local “point-of-sale” or distribution network for the information we need to get to families. Many of our target parents do not trust traditional message-bearers and don’t attend meetings at the public school, thus we must work with grassroots groups that parents do trust and listen to. CBOs provide that link to families that we would not otherwise have.

    September 15, 2002
    To the Citizens of Frisco:
September 14th, 2002 marked a milestone for our city. Our future-minded voters took the first step in the next phase of our community's growth with the passage of the bond package. The members of the Citizens Bond Committee and the For Frisco Bonds '02 Committee wish to thank our citizens for their trust and support. We all firmly believe in the value and need for each and every one of these projects for the growth of Frisco.
As the chairman of both committees, I would like to personally thank the members of these two groups from the bottom of my heart. It has been an honor and privilege to work with such a gifted group of people. These citizens, representing the wide and diverse spectrum that is Frisco, brought their many and varied talents to this projects. Their unwavering focus on the future of Frisco helped bring about a bond package of which we can all be proud. I would also like to thank our great city staff and City Council for their support and knowledge. No question posed was too large or too small when we sought information that we needed to complete our tasks.
Since the beginning of this endeavor in February 2002, so many people have worked toward preparing, presenting, and ensuring passage of this program. There are far too many dedicated people to mention here, but please join us in recognizing those below that went above and beyond all expectations in their support and commitment to our city. These citizens gave of their time, services, and skills in an unselfish manner that reflects what makes Frisco great.

The greatest challenge I have faced has been carrying out the responsibilities of this office while holding a full-time job in an elementary school. I have spent most of my days meeting the requirements of my job and long nights and sometimes many days away from my job meeting my responsibilities as President of the VA PTA. This was made somewhat easier for me as I had a Superintendent who believed in providing professional leave time in order that I might travel across the state as President of the VA PTA while also serving as an ambassador for public schools. And yet it has all been worthwhile for during these past two years, I feel we have made a difference for children. - You may ask how have we made a difference?

PECOS, August 20, 1997 - The Board of Directors of Reeves County
Hospital District voted overwhelmingly to stay on the course they have
worked to lay out over the past several years.
The board voted to accept as presented the 1998 Operating and Capital
Budget as well as to remain with the current effective tax rate. This
tax rate (approximately .354 per $100 of property valuation), the Board anticipated, should result in lower overall taxes this year even though 1997 saw an increase in property value for the county. The consensus to stay the course drew inspiration from the new financial report which shows a considerable drop in total expenses for the hospital. One member of the board felt that the fortified financial statement reflected a growing confidence in the hospital on the part of the community.
