Departments > News In an about-face, Houston will start buying new books and computers for its ailing school libraries 1971. 1979. 1982. The numbers tell much of the story. For years Houston neglected its school libraries, and now the average age of its collections is embarrassing at best. But this is one story of library neglect that may have a happy ending. Because Houston, TX, unlike many other large urban districts, has acknowledged the problem and pledged to do something about it. Hundemer, for his part, thinks his case was helped by a series of studies that showed the appalling age of library collections. He also focused on the backward state of technology in district libraries, many of which have Internet connections but few computers.

Features > Many states are taking steps to remedy the rising shortage of school librarians Kathy Ruhmann lives in a part of southern Illinois where you can't find another certified library media specialist even if you hunt for one. Despite a state mandate, Ruhmann is the only certified school librarian in her district of Sparta, a rural town with five schools and about 1,800 students. She's convinced that an aide will replace her once she retires from the Sparta Lincoln Middle School. After all, that's what happened to two of her colleagues almost a decade ago. Now two aides without teaching degrees staff the town's primary and high schools. Ruhmann, who's been a school librarian for 16 years, received her library certification from Southern Illinois University, but the program's no longer being offered. The only on-campus option is to drive 70 miles to Washington University in St. Louis or four hours to the University of Illinois at Urbana-Champaign. I. Evidence That Quality School Library Media Programs
Positively Affect Student Achievement The evidence that quality school library media programs positively affect student achievement has not just emerged in the past few years. In fact, we have research reports spanning more than five decades indicating the power of library media in student learning. The problem has been that school librarians, like most professionals, write for each other and are published in the journals that describe their own field. They similarly present to each other at conferences attended almost exclusively by participants drawn from their own ranks. The result of looking inward instead of sharing research results where they will be seen by the board members and administrators who could operationalize their findings has been to cover the light of library contribution. As LaVerne Ireland points out, The problem is not lack of proof of the need for inclusion of professional school library services in any effort to provide adequate education, but a pervasive lack of awareness of this proof. Neither teachers nor administrators nor board members read such research.

In 1970, the Superintendent asked the Federal Programs Coordinator to assist the fledgling program with studio teachers, some supplies, and funding and assistance with equipment needs. NSF Funds Two New Centers for Learning and Teaching, Creating Partnerships in Four States
Two new Centers for Learning and Teaching will start up this month in Maryland and Texas, supported by awards of $9 million to $10 million each by the National Science Foundation (NSF). The centers, representing one of NSF's priority efforts in education, create innovative partnerships between universities, school districts and other educational partners to address critical issues in mathematics, science and technology education in K-12 classrooms and in universities. In Maryland, the Mid-Atlantic Center for Mathematics Teaching and Learning will focus on finding solutions to ease the shortage of mathematics education faculty and K-12 teachers. The center will work through innovative graduate programs as well as pre- service and in-service mathematics education for K-12 teachers. It will use distance learning opportunities to allow for availability of courses to students and teachers in all partner organizations.

Regional Education Service Centers were established through the state legislature, first in 1965, when the 59th Legislature authorized regional media centers. Education Service Centers were reauthorized in 1967 expanding their purpose to include the provision of educational services to school districts and the coordination of educational planning in the region. In 1969, their role was again broadened to include participation in a statewide system of computer services, including technical assistance. The state legislature divided the state into 20 geographical regions. Even then, Region One area schools were leading the way: the schools in this South Texas area had already pooled their resources together to form co-ops for media services , professional development, and curriculum development. In fact, this South Texas association lobbied the legislature to approve a measure that would create Education Service Centers. For this reason, the South Texas region was given the distinction as Region One Education Service Center. Encompassing over 9,600 square miles in South Texas including Cameron, Hidalgo, Willacy, Starr, Webb, Jim Hogg, and Zapata counties, Region One provides services to thirty-nine school districts.
