SCHOOL LIBRARIES . The development of school libraries in Texas was slow and sporadic. Since few library records were kept by county and urban school districts in previous centuries, data were not gathered on the earliest attempts to establish school libraries. However, fragmentary records can be gleaned from the early publications of various libraries and associations. Before 1854 schools across the state undoubtedly had small collections of books. One of the earliest accounts of a school library shows that a New Braunfels school started a library in 1854. Another early library was established in 1881 at St. Edward's Academy in Austin. Although the state Constitution of 1845 qv provided for the establishment of free schools, it was years before the state had a well-organized, satisfactory public school system. Beginning about 1884, school districts started to build permanent facilities and to plan for future growth, and school libraries became more numerous. Ball High School in Galveston established a library in 1884. The same year a school library was started in Omen. In 1885 the Weatherford High School library had its beginning. A Tyler school, encouraged by Anna J. H. Pennybacker, qv began to build a book collection in 1887. Alvin High School started a library in 1890. Other school libraries established in the nineteenth century included Paris (1893), Houston (1894), Waxahachie (1897), and Dallas (1898).

TSLAC to Study Student Achievement in School Libraries
EGS Research and Consulting mailed a survey to a random, stratified sample of school library media specialists in September 2000. Data gathered from the survey will be correlated with TAAS scores at each of the schools surveyed. Community factors that could influence the results, such as socio-economic status and library expenditures on materials, will be controlled through a series of statistical analyses. Previous studies, particularly those conducted by the Library Research Service for Alaska, Pennsylvania, and Colorado, have demonstrated that a positive relationship exists between staffing levels and activities performed in school library media centers and student test scores. Preliminary results of the Texas study are expected to be available in February 2001, with a final report due by April 2001. The Texas State Library and Archives Commission, in consultation with the State Board of Education, shall adopt standards for school library services. A school district shall consider the standards in developing, implementing, or expanding library services.

Since its founding in 1900, Baylor College of Medicine has grown into a medical institution that is internationally respected for excellence in education, research and patient care. In 1903, the medical school began an affiliation with Baylor University that lasted until 1969, when Baylor College of Medicine became an independent institution. Originally located in Dallas, the College moved to Houston in 1943 to become the educational cornerstone of the new Texas Medical Center. Baylor attracts students from around the world, and since 1969 the College has received state funding under a legislative partnership, which provides physician training for Texas residents. Currently, 667 medical students are enrolled at Baylor, along with 421 graduate students, 267 postdoctoral fellows, 123 allied health students, 991 resident physicians pursuing specialty training. Baylor participates in the operation of the Michael E. DeBakey High School for Health Professions in Houston, the South Texas High School for Health Professions and the Science Academy of South Texas in Mercedes, the Teacher Academy of South Texas in Edinburg, the John B. Alexander High School Magnet for Health and Science in Laredo, and the Foy H. Moody High School Science and Health Center in Corpus Christi. Objectives
The Certificate of Advanced Study is a program designed to meet the individual needs of experienced information professionals who already hold a Master's degree in Library and Information Studies or cognate fields. These individuals wish to update and augment their education, significantly expand their skills, and develop proficiency in different fields to prepare for specialized positions and activities. Examples of these are administration of information organizations and services, technology management, preservation administration, work with special client groups, information marketing, information consulting, subject specialization for reference and collection management, design of digital information services, and supervision of media programs in schools. The School awards a Certificate of Advanced Study for a minimum of 30 semester hours. A student may take courses from various department and schools of the University as part of the CAS program. Ordinarily, at least half (15) of the required 30 semester hours will be in Library and Information Studies. A student may include no more than nine (9) semester hours of upper-division undergraduate courses. The student's program must include an Individual Studies course (LIS 381) or the Professional Experience and Project, which usually involves a paper or project designed to integrate the total CAS experience. Supervised fieldwork taken as a topic under LIS 388P may be included in the program.

The Center on Lawyers, Civil Justice, and the Media Hosts Major Conference
National Legal Scholars to Debate the Impact of Legal Services on the Economy AUSTIN, Texas — The University of Texas School of Law's new Center on Lawyers, Civil Justice, and the Media will host its first major conference, "What We Know and Don't Know About Lawyers, Civil Justice, and the Impact of Legal Services on the American Economy and Polity" on Feb. 1-2 in the Law School's Eidman Courtroom. The Texas Law Review is a co-presenter of the conference. More than 20 scholars from leading law schools and research institutes will speak at the conference on timely, important and controversial issues relating to the legal profession or the civil justice system. For example, two of the nation's top legal scholars on securities markets - John C. Coffee Jr. of Columbia University School of Law and Stephen Choi of the University of California at Berkeley School of Law - will discuss the impact of securities laws and litigation on the integrity of financial markets. With Enron's bankruptcy and allegations that Arthur Andersen destroyed important documents filling the news, the conference will provide an important opportunity to learn about legal arrangements that protect investors.
