Information about Possible Changes in Texas Teacher Certification Requirements
Compiled by the Alliance of and for Visually Impaired Texans (AVIT)
Background
In 1995, the Texas Legislature transferred from the Texas Education Agency (TEA) to the newly created State Board of Educator Certification (SBEC) all responsibilities related to establishing the requirements for teacher certification of Texas public school teachers. SBEC is currently reevaluating and changing the requirements for a number of Texas teaching certifications.
Teacher Certifications for Teachers in Regular Education
At this point, SBEC has approved three levels of teacher certification for regular educators:
  • Early childhood to grade 4 which includes foundation subjects and enrichment areas such as art, PE, and music, Grade 5-8 which includes the foundation areas only, and Grade 8-12 certification. (A parallel bilingual certificate structure has also been proposed.)

The Weatherford College e Teachers program is designed to assist individuals who hold at least a bachelor’s degree and other specific criteria to obtain Texas Teacher Certification. The WC Teacher Certification Program is considered an "alternative" route because it accomplishes certification outside the traditional university program. This program has been approved by the State Board for Educator Certification (SBEC) as one of the first teacher preparation programs offered through the Texas community college system. Certified teachers wishing to add new specialization areas should contact the e Teachers office for details.

The State Board for Educator Certification (SBEC) ensures the highest level of educator preparation and practice to achieve student excellence. All current policies and procedures will be examined and, if necessary, revised to support the mission of the SBEC The state of Texas requires that each professional level employee (teacher, counselor, administrator) serving in a Texas public school must hold a valid Texas teacher Certificate or be working on Texas Certification. Teachers Already Certified in Texas All teachers who currently hold a Texas Certificate must give a copy of their certificate to the Department of Human Resources. The certificate must be valid for employment in Texas public schools.       The Education Department at Southwestern recognizes that education is the vehicle upon which the world's future rides and that the preparation of culturally responsive teachers for tomorrow's classrooms is vitally important. We believe that a strong foundation in the liberal arts is critical to the preparation of excellent teachers. Course work in Southwestern's General Education Program, and in the content fields for secondary certification, is provided outside the Education Department. Courses within the Education Department are designed to provide a philosophical and theoretical basis for teaching. In addition, courses are provided which develop a knowledge of teaching methodology which is based on current research. These courses emphasize developmental characteristics of the learner, learning theories, diverse learners and assessment. Analytic, creative, and evaluative thinking skills are taught and modeled in courses in order to produce lifelong learners who are skilled in the problem solving so necessary in the world of today and tomorrow. Strong, early field experiences and a closely supervised student teaching placement are integral components of the program. After graduation, during the first critical year of teaching, the Education Department provides assistance through the S.O.S. (Semester of Support) program.

    Program Description By studying literature, rhetoric, and composition, English majors acquire experience in assimilating large amounts of material representative of many cultures and periods. They learn critical approaches to texts that enable them to interpret and compare interpretations, to read closely, critically, and with empathy, to conduct research, to weigh evidence, and to write with insight and expertise. These skills are widely applicable. They enable English majors to seek out and create careers in education, business, research and development, government, media, foundations, and publishing. By majoring in English, students are simultaneously involved with two activities that are essentially and uniquely human: language and art. They make contact with the literary classics of America, England, and the world. They learn what men and women have thought about themselves and their worlds over the course of history, and they experience what others have experienced in their own words. They learn to understand the power of language and to use it well. Admission to Department of English Degree Programs There are no special requirements that prospective majors in the Department of English must fulfill beyond the minimum 2.0 GPA and the completion of (a) 30 hours in residence and 30 hours of the core curriculum or (b) 12 hours in residence and 40 hours of the core curriculum.

    The master's degree in Learning Resources (School Library) is a 36 hour program designed to provide students with a background and advanced study in learning resources, including literature and media, and public school library administration. Coursework in this master's degree will not completely fulfill the requirements for Texas teacher certification. If you are not a certified teacher, you should instead pursue the Graduate Post-degree Teacher Certification program or pursue this master's degree concurrently with the graduate post-degree Teacher Certification program.     By Chris Patterson Improving Texas public schools depends on qualified teachers. That's why the threat of a teacher shortage prompted the Texas Legislature to create the State Board for Educator Certification in 1995. But SBEC has done little to fix the problem. In fact, SBEC has increased the likelihood that children sit in classrooms without an academically qualified teacher. Since its inception, SBEC has methodically dismantled the academic requirements for prospective teachers. Today, you could be certified to teach algebra even if you failed or never took algebra in college. According to education research, there are two factors that contribute to being a good teacher. The first is a broad body of academic expertise in the field being taught. The second is an expansive vocabulary. SBEC only requires that prospective teachers pass the academic equivalent of the TAAS for the grade they hope to teach. This means a seventh-grader could meet the SBEC academic requirements for teaching the sixth grade. Parents should be frightened. These requirements don't mesh with what we know about good instruction. SBEC is divorcing academic knowledge from teacher certification even further. Two years ago, SBEC drafted a proposal to let teachers teach subjects and grades outside their certification for three years.
