Government in Tibet to Tackle Key Problems for Locals
The government of the Tibet Autonomous Region plans to invest 2.4 billion yuan (about 290 million US dollars) in 12 substantial social well-being projects this year.

The government of the Tibet Autonomous Region plans to invest 2.4 billion yuan (about 290 million US dollars) in 12 substantial social well-being projects this year.
They touch upon a number of aspects of the daily lives of Tibetan farmers and herdsmen, such as building roads, providing electric power to outlying areas, and opening schools, according to sources with the Northwest Information News.
Among other projects are the institution of hospitals, short-term popular science courses, and improvement of radio and television access in rural and outlying secluded areas.
To this end, the autonomous regional financial departments are expected to arrange 300 million yuan to back up five pilot enterprises to conduct agricultural industrialization trials.
As more than 80 percent of local Tibetans live in rural areas, the regional government is trying everything possible to ease the burden of local farmers and herdsmen and increase their income.

Tibet Receives Message of Congratulation from Central Government
China's central authorities sent Thursday a message of congratulation to the local authorities of Tibet Autonomous Region, marking the 50th anniversary of the peaceful liberation of Tibet.
The message was read at a grand ceremony held in Lhasa, capital city of the autonomous region.
The message was jointly signed by the Central Committee of the Communist Party of China (CPC), the Standing Committee of the National People's Congress ( NPC ), the National Committee of the Chinese People's Political Consultative Conference (CPPCC), and the Central Military Commission (CMC). The message first extends warm congratulations and cordial greetings to local workers, farmers, herdsmen, intellectuals and officials of all ethnic groups and patriotic personages from all walks of life in Tibet as well as officers and soldiers of the Chinese People's Liberation Army (PLA) and the Chinese People's Armed Police Force (PAPF), the public security officers in Tibet, and all comrades who have participated in, cared for and assisted Tibet's development. "Tibet is an inalienable part of our great motherland," says the message, "closely united with all other ethnic groups in the country, our ethnic Tibetan compatriots, who are industrious, talented and courageous, have made indelible contributions to the historical process of creating the unified multi-ethnic state of ours."

Tibetan exiles speak of continuing misery
China's official media has used the 50th anniversary of the take-over of Tibet to trumpet the "great social progress" made in the region and denounce the activities of exiled Tibetan spiritual leader, the Dalai Lama. Under the headline "Agreement Brings Tibetans Prosperity," the China Daily newspaper said the signing of the agreement which formalised Chinese rule 50 years ago had resulted in the "peaceful liberation" of Tibet.
I can say with confidence that Tibet, and particularly the capital, Lhasa, is under some sort of undeclared martial law.

Tibet's government-in-exile said on Tuesday that the Dalai Lama's exclusion from the "Millennium World Peace Summit" at the United Nations risked undermining the meeting of world religious and spiritual leaders. Tashi Wangdi, religion and culture minister for the Central Tibetan Administration, said the summit's organizers should not have bowed to pressure from China on the Nobel peace laureate. "It is wrong not to invite his Holiness to such a major religion conference which is particularly concerned with world peace, especially so when his Holiness is recognized as one of the most important advocates of world peace and inter-religion understanding," Wangdi said. The summit, organized by a coalition of non-government religious groups with assistance from the United Nations, opened in the General Assembly hall on Monday. The aim of the meeting, which ends on Thursday, is to bring spiritual and religious leaders into the framework of the United Nations in a bid to help resolve conflicts and preserve peace. But the Dalai Lama, the exiled spiritual leader of Tibetan Buddhists and winder of the 1989 Nobel Peace Prize, was absent from the gathering of more than 15 major faith traditions.

Dharamshala's poignantly utilitarian exile recreation of Lhasa's Tsuglhakhang, the central temple for Tibetans in exile. Mercury News Staff Writer AT A REMOTE spot in the Indian Himalayas where terraced fields of wheat hug hillsides, wild monkeys roam streets and wicked hailstorms sever power and phone lines, five self-described computer ``geeks'' and Webmasters have helped bring modern technology to an ancient culture struggling to survive. Donating their time and money, these high-tech experts most from the Bay Area traveled 40 hours and carried 165 pounds of steel cable and hardware in backpacks to help install a computer network for the Dalai Lama's government in exile. Because of their efforts, the Dalai Lama and his cultural and governmental officials, who fled Tibet after China's invasion, now have an intranet e-mail system to communicate faster and more efficiently throughout their adopted home base of Dharamsala, India. More important, when an English-Tibetan Website and Web connection eventually are established in Dharamsala, Tibetan monks and nuns can tell the world not only about the rich history of Tibetan Buddhist culture, but also the persecution suffered at the hands of the Chinese.

Tibet Consistent with Central Government on the Dalai Lama Issue
Xu Mingyang, vice-chairman of the Tibet autonomous regional people's government, said Wednesday that the stance of the regional government on the issue of the Dalai Lama has always been consistent with that of the central government.
At a meeting with Erwin Marschwski, a German parliament member from the Union Party, Xu said the Dalai Lama's activity of splitting the motherland has never ceased.
The Dalai Lama advocates Tibet's independence at one time and offers for negotiations on the other considering changes in the international situation, Xu said, adding, however, the Dalai Lama's final purpose is to split the motherland. He said the central government's position on the issue of the Dalai Lama is clear-cut, that is, the door for dialogues is always open, but the precondition is that the Dalai Lama must abandon his stand for "Tibet independence," stop his separatist activities, and openly recognize Tibet as an inalienable part of China. Marschwski and his party are on a five-day visit to Tibet.

Central Government Presents Gift Tripod to Tibet
The Chinese central government presented a National Unity Tripod as a gift to the Tibet Autonomous Region here Wednesday on the occasion of the 50th anniversary of the peaceful liberation of the region.
Vice President Hu Jintao , currently heading a central government delegation for the celebrating activities marking the anniversary, unveiled the tripod, which bears an inscription of its name by President Jiang Zemin , at the presentation ceremony.
Deputy head of the delegation Wang Zhongyu , state councilor and secretary-general of the State Council, said at the ceremony that the tripod is of high historical significance in that it fully demonstrates the great importance attached by the central government to Tibet and its people. Over the past 50 years, Wang said, under the direct care of the Chinese leadership by three generations with Mao Zedong, Deng Xiaoping and Jiang Zemin at the core respectively, people of different ethnic groups in Tibet have realized a rapid economic and social development through unity and hard work and have considerably lifted their standard of living.

In the fall of 1949, Communist China invaded and occupied the nation of Tibet. After nearly a decade of passive resistance and attempts to reason with the Chinese invaders, the people of Tibet rebelled against the foreign Communist Chinese rule on March 10, 1959. Unfortunately, the peaceful people of Tibet had no real chance against the Communist Chinese People's Liberation Army (PLA), who crushed the Tibetan people as easily as it devestated the proponents of democracy at Tiananmen Square in 1989. The Dalai Lama, much of the government of Tibet, and over 100,000 Tibetans fled into exile. Since then, over one million Tibetans have been murdered by the Communist invaders. The Communist Chinese Government continues its systematic policy of genocide in Tibet. During 1996, Communist China continued to commit widespread human rights abuses in Tibet including instances of death in detention, torture, imprisonment and arbitrary arrest, detention without public trial, long detention of Tibetan nationalists for peacefully expressing their political and religious views, and intensified controls on religion, public speech, and printing. Tibet, a soverign nation with a recorded history dating back to 127 B.C, is now a country in exile. Like the Baltic states under the iron rule of the Soviet Union, it appears that there is little chance of freedom in Tibet. But as the Baltic states are now enjoying the dawn of a new era of liberty, hopefully one day soon the people of Tibet will also have their freedom restored.
