Central Government Aids Boost Economy in Tibet (05/26/01)
The great efforts made by the Central Government of China to help Tibet develop its economy over the past decades have produced encouraging results.
In 1985, the first 43 assistance projects began and in 1996, another 62 started. These projects, all badly needed in the region, are focused on the development of the regional agriculture, animal husbandry, forestry, energy resources, transportation, postal service and telecommunications.
Great benefits have been brought to the people in Tibet. Their living standards improved remarkably. Urban residents can enjoy TV programs through various channels. Farmers and herdsmen in remote areas have access to electricity. Schools are equipped with modern facilities and children study in bright classrooms.
Last year, the region scored a gross domestic product of US$1.066 billion. The total grain output was about 850,000 tons, 5 times more than that of 4 decades ago. The output of meat has risen to 127,000 tons annually, about 8 times that of 1951.The registered a foreign trade volume was US$110 million. Over 90,000 overseas travelers visited the region, bringing about a revenue of US$31.32 million.

China's vice minister of agriculture Fan Xiaojian said that the central government is to invest 300 million yuan in Tibet's agriculture during the 10th Five-Year Plan (2001-2005), doubling the input during the Ninth Five-Year Plan (1996-2000).
During the Ninth Five-Year Plan, Tibet ushered in its best period in agriculture development with an agriculture investment of 190 million yuan, water conservancy projects input at 3.1 billion yuan, aiding fund of 1.22 billion yuan and agriculture development fund at 263 million yuan which were invested by the Central Government ministries and the various provinces and municipalities across China.
In 2000, Tibet's agriculture production volume hit 5.15 billion yuan, accounting for half of the region's gross domestic product (GDP) for that year.

The real role of the Dalai Lama and the real history of revolution in Tibet are very different from what many people have been told. And the real solution for the people of Tibet can only be a struggle against those who restored capitalism in China and against the imperialist powers, who are now rushing to exploit the labor and resources of the region. People, especially in the belly of the beast, have a responsibility not to be fooled or playedand to investigate the Emperor's clothes. Part 1 of this series discusses how old Tibetan society was an extremely oppressive place: the vast majority of people were enslaved, brutalized and exploited by a tiny ruling class of aristocrats and top lamas (Buddhist priests). Part 2 and 3 of this series describe how Maoists organized the oppressed class of Tibet to liberate themselvesseizing the land from old exploiters, abolishing centuries-old feudal privileges and superstitions, and developing collective new forms of ownership and power. In Part 4 of this series we show that the reactionary coup in China brought ANTI-Maoists to power in 1976. This restoration of capitalism reversed Mao's policies in every area: As a result, rich and poor have re-emerged in Tibet's countryside, "Han chauvinist" policies threaten the culture and rights of minority peoples like the Tibetans, and the state's military power is directed against the people themselves.

1. Tibet was invaded by Chinese forces in 1949. Since that time, over 1.2 million Tibetans have died as a direct result of the occupation, over 6,000 monasteries have been destroyed, and thousands of Tibetans have been imprisoned and tortured for their political or religious beliefs. 2. Forceful annexations are a violation of international law. Article 2, section 4 of the United Nations Charter expressly prohibits annexation by force. Under the Charter, member states are to respect peoples' right to self-determination; Tibetans have a right to this as set forth in Article 1, section 2 of the Charter. 3. Tibet is an independent country now occupied by the People's Republic of China, and struggles to regain its independent status. While the Chinese government claims that Tibet has always been part of China, historical evidence supports otherwise. Tibetans have a distinct culture, religion, and political system. As an independent state, Tibet had a sovereign government, currency, postal system, language, laws, and customs. (Note: Also see the report for Hong Kong and the report for Macau The security apparatus is made up of the Ministries of State Security and Public Security, the People's Armed Police, the People's Liberation Army, and the state judicial, procuratorial, and penal systems. Security policy and personnel were responsible for numerous human rights abuses. In 2000 officials stated that there were approximately 1,300 individuals in prisons serving sentences under the Law Against Counterrevolutionary Activity, a crime that no longer exists; many of these persons were imprisoned for the non-violent expression of their political views. According to Amnesty International (AI) 211 persons remain in prison for their activities during the June 1989 Tiananmen Square demonstrations. Since December 1998, at least 30 leaders of the China Democracy Party (CDP) have been given long prison sentences on subversion charges. The authorities released a few political prisoners before their terms were over, notably Zhang Jie, Han Lifa, Guo Haifeng, Cao Maobing, and Ma Zhe. Others, such as CDP activist Zhou Yongjun, who was released in March, were released after completing their sentences. At year's end several thousand political prisonersincluding Bishop An Shuxin, Cai Guihua, Han Chunsheng, Li Bifeng, Liu Jingsheng, Qin Yongmin, Shen Liangqing, Zha Jianguo, Wang Youcai, Xu Guoxing, Fang Jue, Xu Wenli, Zhang Lin, Zhang Shanguang, Zhao Changqing, Abbot Chadrel Rinpoche, Jigme Sangpo, and Ngawang Sangdrol (see Tibet addendum)remained imprisoned or under other forms of detention for the peaceful expression of their political, social, or religious views. Some of those who completed their sentences and were released from prison were kept under surveillance and prevented from taking employment or otherwise resuming normal lives. Authorities also harassed and monitored the activities of dissident's relatives.
