Outside Links: US Airforce Website on Discrimination and Sexual Harassment Policies CHARLAYNE HUNTER-GAULT: There are about 67,000 women among the 1/2 million soldiers in the United States Army, but up to now, the army has been largely freely of highly publicized sexual misconduct cases that have dogged other services. That ended with the army’s disclosure yesterday that more than a dozen female trainees at a base in Maryland had been subject to sexual harassment and even rape and sodomy. At least five soldiers, including one captain, have been charged, and three face military trials. The menall marriedwere responsible for the women’s training at the Aberdeen base. Investigations continue. Our army CIDthe investigative arm of the armyis continuing to interview and pursuing other leads and some pre-decisionalwe call them Article 32 investigations are underway and will result in further decisions on whether more charges are to be filed.

Le guide pratique de vos affaires... LE TOGO L'économie en bref: Le secteur rural contribue pour 38 % au PIB et fait vivre environ 80 % de la population. Il bénéficie de conditions agro-écologiques assez diversifiées, permettant une diversité de cultures tant vivrières que de rente. Il est fortement orienté vers la production vivrière d'origine végétale (64 % du PIB sectoriel). L'élevage vient en seconde position (15 %), suivi des cultures de rente (10 % du PIB sectoriel). Les principales cultures d'exportation (coton, café et cacao) procurent à l'Etat près de 27 % des recettes d'exportation. Le Togo assure globalement sa sécurité alimentaire, à l'exception du riz et du blé qu'il est obligé d'importer. Les principales cultures vivrières sont le manioc, l'igname, le maïs, les légumineuses, le riz, le mil et le sorgho ainsi que le palmier à huile. Le cheptel comprend environ 260 000 bovins, 2,4 millions de petits ruminants (ovins et caprins), 248 000 porcins, 5,2 millions de volailles. La production actuelle de viande ne couvre que 60 % des besoins nationaux. L'activité de pêche (maritime et continentale) est assez limitée. La pêche maritime est avant tout artisanale, les pêches industrielles restant très embryonnaires (environ 200 t./an) et tournées vers l'exportation d'espèces nobles. La production nationale oscille autour de 15 000 t par an pour une consommation estimée à 37 000 tonnes.

Mineral products are a major source of foreign exchange. In 1991 the national budget included $284 million in revenues and $407 million in expenditures. Phosphate is the major mineral resource and by far the country's leading export item. The deposits at Hahoetoé and Kpogamé, directly northeast of Lomé, are mined by the government's Togolese Office of Phosphates. Togo is one of the world's largest phosphate producers. Marble is quarried by Sotoma (Société Togolaise de Marbres et de Matériaux), a mixed-economy company with shares held by the Togolese government and an Italian firm. Togo's considerable limestone reserves, also mined near Lomé, are utilized primarily for cement production. To encourage private investment, the Investment Code of 1965 guaranteed foreign investors the right of freely transferring abroad all investment capital and income. The code also provided for tax benefits for priority enterprises. The trend in the 1970s of direct state involvement in the economy changed in the early 1980s to a pattern of offering incentives for foreign investment and privatization of state enterprises. Indirect taxes, almost entirely on imports and exports, account for most of the government's ordinary budget revenues. Direct taxes consist of an income tax, a progressive tax on all profits, taxes on wages paid by employers, a tax on rental values and land, and head taxes.
