I. PURPOSE This section outlines policy and procedures regarding use of University-owned tractors and other related farm equipment. II. POLICY A. RESPONSIBILITY 1. The Vice ChancellorAdministration has overall administrative responsibility for implementation of policies relating to use and maintenance of University-owned tractors and other farm equipment and the operation of the Farm Service Equipment shop. 2. The Agricultural Services Office administers the Farm Service Equipment unit and is responsible for purchase and maintenance of all farm equipment, management of the farm equipment repair shop services, and maintenance of farm equipment records. 3. Department heads are responsible for: a. Authorizing and controlling official use of University-owned farm equipment by persons under their jurisdiction. b. Providing or making available appropriate training for all employees under their jurisdiction who operate equipment. c. Complying with Section 380-20, Employee Driving Records. 4. The person who is operating farm equipment is responsible for its use in accordance with University policy and State and local laws. 5. Liability and physical damage insurance is provided by the University self-insurance programs. (See Section 370-25 for liability insurance and Section 370-30 for physical damage insurance.) In exceptional cases where damage is due to the operator's misuse or carelessness, the department may require the operator to reimburse the University. B. GENERAL REQUIREMENTS 1. University farm equipment may be used for official University business by employees and students. 2. Persons who have not received proper training or who do not possess the appropriate license or certificate as required by law may not operate farm equipment. 3. Farm equipment may not be left in unattended areas for extended periods of time. 4. Farm equipment that has been checked out may not be loaned to another person or department without the authorization of Farm Service Equipment. C. USE OF FARM EQUIPMENT FOR RECREATIONAL PROGRAMS 1. University farm equipment may be used off campus for programs or purposes sponsored by University departments or organizations for student, employee, or community participants ONLY with the prior approval of the appropriate dean or vice chancellor. 2. The use of University farm equipment for on-campus activities related to any recreational events open to the entire campus community does not require such prior approval. Examples of such appropriate activities include the transportation of equipment for special events and the movement of equipment for Picnic Day programs. D. RENTAL AND LEASING OF EQUIPMENT 1. The farm equipment fleet includes the types of equipment listed below: Agricultural implements Construction equipment Earthmoving equipment and tracklayers Forklifts Harvest and hay equipment Loaders Mobile two-way radios Spraying equipment Trailers Utility equipment Wheel tractors, 16 to 180 hp 2. Equipment is checked out from the central Farm Service Equipment pool on a daily basis. 3. Subject to availability, a department may be granted long-term assignment of farm equipment in such exceptional cases as the following: a. The department is located in an area remote from the Farm Service Equipment yard. b. The equipment is needed on an ongoing basis. c. Work assignments of departmental personnel require extensive use of the equipment. d. Assignment on a long-term basis is more economical than short-term assignment. 4. Long-term assignment does not modify either the scope of appropriate farm equipment use or the responsibility of appropriate officials to authorize and control the equipment use. a. Departments with farm equipment on long-term assignment must maintain records sufficient to document equipment operators, types of use, and hours of operation in order to demonstrate compliance with policies and procedures and to allow evaluation of proper use and continued need for assignment. b. Departments leasing equipment shall make it available upon request by the Farm Service Equipment unit for routine service and maintenance. c. To assure maximum farm equipment utilization, equipment on long-term assignment may be recalled or rotated if utilization estimates are not being met and other departmental equipment needs can be met by shared use of the equipment. E. RATES 1. Farm Service Equipment is a self-supporting activity through recharge of costs to users. Recharge rates are established at the level necessary to recover all costs of operations, including provision for replacement of farm equipment. 2. Departments requiring use of farm equipment that must be modified to meet unique departmental needs must pay for all costs of such modifications and for the cost of restoring the equipment to original configurations. No equipment may be modified without advance authorization of the Agricultural Services Manager. F. SERVICE AND REPAIRS 1. All services and repairs shall be performed by employees of Farm Service Equipment. 2. Fuel and oil for rental equipment may be obtained at the Farm Service Equipment yard or from the field service truck operated by Farm Service Equipment. Fuel and service may not be obtained from Fleet Services except in special cases and upon mutual agreement between Farm Service Equipment and the Fleet Services Manager. 3. Emergency mechanical repairs under $100 may be authorized by the equipment operator if such repairs are necessary to complete a job when the Farm Service Equipment shop is not open or if the emergency occurs when equipment is located outside the local area. 4. The Agricultural Services Manager or Farm Service Equipment Shop Foreman must authorize any repairs in excess of $100. If such repairs are necessary to complete a job, call the Farm Service Equipment Office for instructions on how to proceed. 5. Requests for service and maintenance on equipment that is departmentally owned may be made to the Service Manager. Departmentally owned equipment requiring service should be brought to the Farm Service Equipment yard during normal business hours (7:00 a.m. to 4:00 p.m., Monday through Friday). All services performed are billed at the approved recharge rate. G. OWNERSHIP AND IDENTIFICATION 1. General purpose farm equipment is to be purchased and controlled by the Farm Service Equipment unit. Specialized farm equipment may be purchased and controlled by a single department if such equipment is not available from the Farm Service Equipment pool with the prior written approval of the Agricultural Services Manager. 2. All University equipment is to be identified by a Farm Service Equipment number. No other decals, stickers, or signs, except those required by law, may be placed on any University farm equipment without written approval of the Vice Chancellor Administration. III. PROCEDURES A. SHORT-TERM ASSIGNMENT OF FARM EQUIPMENT RESPONSIBILITY ACTION Person checking out equipment 1. Calls Farm Service Equipment shop (752-9192) to check availability of equipment; reserves equipment, indicating length of time needed. 2. Completes equipment check-out portion of rental card, indicating equipment number, initial meter reading, operator, department, time and date of check-out, and department ID number; leaves card with equipment dispatcher. 3. Inspects equipment and notifies dispatcher of any deficiencies. 4. Notifies dispatcher of location if equipment will be needed beyond estimated return date on check-out card. 5. Notifies Farm Service Equipment, in a timely manner, of any damage incidents, mechanical difficulties, deficiencies, or failures. 6. Returns equipment promptly upon completion of work and reports any mechanical difficulties, deficiencies, or failures. * If returning during business hours, park at the fuel island and report hour meter reading to attendant in main shop. * If returning after 4:00 p.m., park in the Agricultural Services parking lot and drop the key in the key box on the gate at the west side of the building, noting the time and date returned. * Equipment must be returned by 7:00 a.m. to avoid additional charges and allow preparation time for next assignment. Track tractors may be left in the field after use. 7. Completes check-out card, giving final meter reading and time and date equipment was returned. B. LONG-TERM ASSIGNMENT OF FARM EQUIPMENT RESPONSIBILITY ACTION Department 1. Requests, by telephone or in writing, long-term assignment from Farm Service Equipment; includes in request an estimate of annual hours of equipment use. Farm Service Equipment 2. Assigns equipment. 3. Reads hour meter for billing purposes by the 25th of each month. Department 4. Maintains records to document equipment use one year for audit purposes. 5. Schedules equipment for maintenance/repair with Farm Service Equipment shop. 6. I am taking a dual major in Agriculture Systems Management and Agronomy. I am from North Central Indiana, Miami County to be exact. My dad teaches for Marion Community School Systems an outdoor lab called Asherwood. We live there to manage the place. They just happen to have a Case 311 with a Triple Range transmission. I grew up mowing, pushing snow, and hauling maple sap with it. In 1986 my parents bought an old, ran down 120-acre farm. Along with the deal came a 1953 SC and a 5 foot Bush Hog.
