A Guide to Sexual Orientation for International Students
Introduction Every culture has its own attitudes and beliefs about sexual orientation and gender identity. Now that you are attending school in the United States, you may find it useful to have a better understanding of how people here view sexual orientation and gender identity. For some people in the U.S., a common belief is that each person has the right to live as he or she wants, as long as it does not interfere with the rights of others. However, this belief is not held by everyone. Sexual orientation and gender identity are sometimes comfortable issues to openly discuss and express. But there are times when it is not an easy topic to approach. Progress has been made on these issues in the U.S. but it remains a controversial issue for some. The purpose of this brochure is to provide factual answers to questions that are often asked about sexual orientation and gender identity in the United States. In addition, the brochure gives resources for students who want more information.

  • With the explosive growth of the Internet worldwide, computer crimes increasingly are prone to have international dimensions. Some of the challenges faced by law enforcement on the international front include: harmonization of countries' criminal laws; locating and identifying perpetrators across borders; and securing electronic evidence of their crimes so that they may be brought to justice. Complex jurisdictional issues arise at each step. The Department of Justice is working with foreign governments through many channels to address global threats related to computer crime.
    A. Council of Europe Cybercrime Convention On November 23, 2001, in Budapest, Hungary, the United States and 29 other countries signed the Council of Europe Cybercrime Convention, the first multilateral instrument drafted to address the problems posed by the spread of criminal activity on computer networks. The Cybercrime Convention will require parties to establish laws against cybercrime, to ensure that their law enforcement officials have the necessary procedural authorities to investigate and prosecute cybercrime offenses effectively, and to provide international cooperation to other parties in the fight against computer-related crime.

Banks, Civil Rights Director Mary Jane Daluge, Civil Rights Specialist Federal Highway Administration- Southern Resource Center UNIFIED CERTIFICATION PROGRAM FORUM MARCH 21-22, 2001 SUMMARY REPORT This first-of-its-kind Forum was sponsored by Federal Highway Administration (FHWA)-Southern Resource Center (SRC) on March 21-22, 2001, in Atlanta, GA. It was jointly planned by the Civil Rights staffs of the Resource Center, Federal Aviation Administration (FAA), and Federal Transit Administration (FTA). PURPOSE: The Forum brought together DOT recipients in the SRC area to begin working together to meet a new major Federal requirement. In February 1999, the USDOT issued new DBE regulations (49 CFR Part 26), which required that all DOT recipients who receive funds from the Federal Aviation, Federal Highway, and Federal Transit Administrations must sign an agreement to establish a Unified Certification Program for certifying minority and women-owned firms in their state. This "One-Stop" Program must be submitted to USDOT for approval by March 4, 2002.

    Beth Stephens Associate Professor Rutgers School of Law - Camden 217 North Fifth Street Camden, NJ 08102 V: (856) 225-6384 F: (856) 225-6516 bstephen@camlaw.rutgers.edu Biography Professor Stephens has published a variety of articles on the relationship between international and domestic law, focusing on the enforcement of international human rights norms through domestic courts. She co-authored a book analyzing U.S. enforcement of human rights norms, International Human Rights Litigation in U.S. Courts (Transnational Publishers, Inc. 1996). From 1990-1995, she was in charge of the international human rights docket at the Center for Constitutional Rights in New York, where she litigated a series of cases addressing human rights violations in countries around the world, including Bosnia, Guatemala, Haiti, East Timor and Ethiopia. In 1995, Prof. Stephens received the Trial Lawyers of the Year Award from Trial Lawyers for Public Justice in recognition of her work litigating international human rights claims. She was a finalist for the same award in 2001. As a cooperating attorney with the Center for Constitutional Rights and a member of the Board of Directors of the Center for Justice and Accountability, Prof. Stephens continues to litigate human rights cases, including cases filed against U.S.- based corporations alleging responsibility for human rights violations committed in the course of their activities abroad.

Bush President of the United States The White House Washington, DC Dear Mr. President: We the undersigned religious, civil rights, education, labor and health organizations are writing to respectfully request that you rescind the December 12, 2002 Executive Order, which has the misleading title “Equal Protection of the Laws for Faith-Based and Community Organizations.” The Order sets back decades of civil rights laws by providing for a sweeping rule under which all federal government contractors will be permitted to engage in religious discrimination with federal funds. Additionally, the Executive Order, in implementing sweeping changes in the administration of every government social service program, is a serious obstruction of religious liberties, civil rights and accountability in federal spending from the standpoint of both policy and procedure.
