Posted to the web January 24, 2003 Kampala The Long View It is not surprising that Ugandans are marking a record 17 years of the NRM in power. It is a befitting reward for a leadership that has perfected the politics of dialogue, compromise and consensus in the best interest of the people. Contrary to the warped perception that Museveni is a militarist who brooks no challenge, the last 17 years-and even before-have shown that he is always ready to climb down and listen to any pretender to the throne. The President's brokering of harmony between defence minister Amama Mbabazi and his Kanungu rival, James Musinguzi, this week, was just the latest illustration of the long history of his dialogue acclaim. This comes shortly after the President declared that self-exiled Col. Kizza Besigye is free to come back home.

Kampala PRESIDENT Yoweri Museveni has said the National Resistance Movement has lived longer than past regimes because of the strong political culture built during the five-year armed struggle in the bush. Museveni made the remarks while closing the two-day meeting of Movement National Executive Committee Members of Parliament in Gulu. He said the political culture bred by the protracted armed struggle helped to instil discipline in the Movement that has held people of different ideologies together. He, however, noted that on the insistence of some nationals, bush culture later gave way to formal constitutionalism, something that was not integrated in the old culture, a statement from State House said last night.

People and Culture People and Culture:
Uganda is a study in cultural diversity. To talk about one Ugandan culture is therefore wrong. Uganda has diverse cultural groups speaking over thirty different languages. The people can be classified into the following broad categories, the Bantu, the Nilotics, the Madi-Okoru or the Sudanic speaking and the Pygmoid people.
The Bantu:
The Bantu who constitute more than 50% of Uganda's total population occupy the southern part of the country. The Bantu were the earliest group to come to Uganda. They comprise the Baganda, Banyoro, Basoga, Bagishu, Banyankore, Bakiga, Batooro, Bakonjo, Bamba, Batwa, Bagishu, Basamia-Bagwe, Bakenyi, Baruli and the Banyole. They are found in the east, central, western and southern parts of the country.
Nilo Hamites/Atekerin:
The second group is the category of people called the Atekerin group. The group is sometimes known as the Nilo-Hamites, Para Nilotes or the Lango. They live in the north, east and northeastern parts of the country. The group constitutes the Langi, Iteso, Kumam, Kakwa and the Karimojong.
This group traces its origins to Ethiopia where they are said to have been one people. Migration pressures made them settle in different parts of Uganda, which led to marked differences between them. For instance the Langi lost their Ateker language and took up Luo spoken by their Acholi neighbours. The Sebei constitute the Highland Nilotes.

Uganda Bishops' Letter on "Morning After" Pill

KAMPALA, Uganda, MAR. 30, 2001 (Zenit.org) .- Here is the text of an open letter from the Uganda Catholic Bishops' Conference to the people and government of the nation on the "morning after" pill.
The "Emergency Contraceptive Pill ECP": An Appeal to Reason and Sincerity Kampala, 23rd March 2001 Brothers and sisters, The national media have advertised that the Commercial Marketing Strategies (CMS) a U.S. funded social marketing project, is introducing emergency contraceptive pills (ECP) in six districts of Uganda on a pilot basis (Bushenyi, Iganga, Masaka, Mbarara, Mpigi and Kampala). The ECP, also known as "the morning after pill", is a chemical product of hormonal nature. It is increasingly presented and marketed as a contraceptive (i.e.: preventing conception) that could be used in emergency situations after sexual intercourse in order to avoid an unwanted pregnancy. In reality, and because of the way it is used, it is an abortive product. Considering that the use of such a product touches fundamental human values to the point of affecting human life at its beginning, this Conference feels the urgent need and duty to offer some clarifications on the issue. In doing this, we are only re-stating well-known ethical stands and principles supported by precise scientific documentation and by Catholic ethical doctrine. At the same time this gives us the opportunity to express considerations and pastoral concerns that have been growing in us, and to make an appeal.

Economics of Uganda
Uganda is about the size of Oregon. This country has many natural resources: fertile land, regular rainfall, and mineral deposits. The climate is tropical, with cooler temperatures in the mountain region. Despite its rich natural resources, Uganda was one of the poorest and least developed countries by the early 1990s as a result of political instability and poor economic policies. In 1992, the GNP was equivalent to only $170 per person. Fortunately, this situation improved dramatically beginning in 1994. Sound economic reforms produced annual economic growth of over 10% in the last two years. Agriculture, hunting, forestry, and fishing account for approximately 57% of the GDP . Principal cash crops are coffee (90% of exports), cotton, tea, and corn. About 80% of Ugandans work in agriculture, while 4% work in industry. The economy is also benefiting from growing ecotourism in Bwindi National Parkone of the last two homes of the mountain gorillas. The history of Uganda, like that of its neighbor Rwanda, included a period of European domination. Uganda was a British protectorate from the late 1800s until independence in 1962. Uganda Library Association (ULA) is working with the communities to develop a reading culture in the country. ULA Chairman, Elisam Magara told a one-day seminar at Makerere University recently that the association has so far organised reading camps in Bushenyi, Jinja, Iganga, Lira, Mpigi, Kabale and Kampala. "I believe that the culture of reading is one of the most important elements that have been absent in our education system. The education strategic investment plan addresses UPE among priority areas of focus in Uganda. This needs support and a combined effort to achieve government's noble objective," he said. He said other sectors of the economy have incorporated training, reading and adult literacy in their agenda.
