Uganda's Constitutional History
The current 1995 Constitution is not the only Constitution Uganda has had. The 1900 Uganda agreement is regarded as the first Constitution of this country. It was signed on behalf of Buganda by the three regents of the infant King Daudi Chwa and a representative of Her Majesty's Government. It dealt with issues of Governance, Land and Mineral rights among others and other matters concerning the Kingdom of Buganda, such as issues of taxation, the Kabaka's powers, boundaries of Buagnda..
The 1900 agreement was followed by the 1962 independence Constitution. It was debated in London at the Lancaster conference just before Independence, and dealt with issues such as political parties, elections and how they were to be carried out, the lost counties and also provided that Uganda would be a protectorate under the sovereignty of the Queen. Some people criticized this Constitution that it put regional interests above National interests and entrenched regional political power hence difficulties in effecting National polices. This is because it was drafted in such a way that some regions like Buganda were treated like a state within a state, while others such as Busoga, Bunyoro and Ankole were granted semi- federo status.

Economy Main-Page About the East African Co-operation The East African Co-operation (EAC) is an inter-governmental organisation with the mandate to promote regional integration and development among the Republics of Kenya, Uganda and the United Republic of Tanzania. The three countries cover an area of 1.8 million square kilometres and have a population of about 80 million people who share a common history, language, culture and infrastructure. These provide the member states with a unique framework for regional co-operation and integration. History of Integration in East Africa In the past, Kenya, Tanzania and Uganda had enjoyed a long history of co-operation under successive regional arrangements, including:
  • the Customs Union between Kenya and Uganda in 1917, which the then Tanganyika later joined in 1927 the East African High Commission (1948-1961) the East African Common Services Organisation (1961-1967) and the East African Community (1967-1977)
The East African Co-operation's predecessor, the defunct East African Community collapsed in 1977 due to both internal and external factors which were not supportive of regional integration at that time. However, following the signing of a Mediation Agreement for the Division of Assets and Liabilities in 1984, the three States agreed to explore areas of future co-operation and to work out concrete arrangements for such co-operation.

EVENT and/or KEY OUTCOME In 1992 the Council of Ministers (Nile-COM) of Water Affairs of the Nile Basin States launched an initiative to promote co-operation and development in the Basin. Six of the riparian countries - the Democratic Republic of Congo (D.R. Congo), Egypt, Rwanda, Sudan, Tanzania, and Uganda - formed the Technical Co-operation Committee for the Promotion of the Development and Environmental Protection of the Nile Basin (TECCONILE). The other four riparian states participated as observers. Within this framework, the Nile River Basin Action Plan (NRBAP) was prepared with support from CIDA. One of the projects (Project D3), whose objective is to develop a co-operative framework for management of the Nile, was endorsed by all countries during the 3rd meeting of the Nile-COM (Arusha, 9-11 February, 1995)

HISTORY OF UN ASSOCIATION OF UGANDA: However, beginning 2001 to date, UNAU has been working with two Danish interns to strengthen the organization, the interns are as result of the cooperation between the Danish UNA and UNAU as a way of capacity building for UNAU. The Association has a Resource Centre that carries out training. This was established in 1998 as an in House Project, the Director-General, Paul P. Kiapi, heads it. The biggest force of the organization is the volunteer members. There are about 100 volunteers of which most are University Students.

East African Community About the EAC The Treaty UGANDA AND THE EAST AFRICAN COMMUNITY Policy Objective General Characteristics of the EAC The three East African countries (Uganda, Tanzania and Kenya), which form the EAC, cover an area of 1.8 million square kilometres and bring together a population of about 80 million people, who share a common history, language, culture and infrastructure. These characteristics provide a unique framework for regional cooperation, integration and development. Historical Perspective and the re-activated EAC Despite the official collapse and dissolution of the then integration arrangement, the strong historical bonds of the East African people made then continue to cooperate; whether this was through smuggling or not. In fact, it is argued that it was the governments that interrupted the arrangement by failing to adjust to and address the new challenges. Development Strategy To provide policy guidelines and priority programmes for rapid achievement of the objectives of the Community, the East African Development Strategy (1977-2000) was Launched in 1997. It has since been revised to reflect strategies for the period 2001-2005.

Present were the Minister of Ethics and Integrity, Hon Miria Matembe, several members of Parliament and other personalities from various disciplines. The book, which is seven chapters and 98 pages long, is the brainchild of Kituo cha Katiba, the East African Centre for Constitutional development. It is the culmination of months of a fact-finding mission comprising six distinguished personalities from Kenya and Tanzania. The goal of the mission was to seek a mediation between the two political groups, the Multipartyists and the Movementists, and to offer some insights on how to avert the prospect of dismantling the constitutional order in Uganda.

CELLULAR phone company MTN, which has a bullish expansion strategy in Africa, is in the final stages of securing a licence to operate mobile and international services in Nigeria. MTN and its partners launched commercial operations in Uganda, Rwanda and Swaziland last year, where they already have investments totalling $110m, and MTN is making the fastest inroads into Uganda where it has acquired 35000 customers. Macdonald, who is responsible for MTN's Africa strategy, is optimistic about the potential of the populous Nigerian market, but says MTN, once given the go-ahead, will start with a limited roll-out until it is more sure of the political risks. MTN has a $20m investment with local partners, including Rwandatel, in Rwanda, which permits only one cellphone operator. MTN has about 7000 customers there and expects the customer base to expand now the service has been extended to more towns outside the capital Kigali. It has found the Rwandan government, which badly needs foreign investment, supportive and finds its overall economic policies sympathetic to business. In the Swazi market, MTN and its main local partner, Swazi Postal and Telecommunications, have the only operating mobile licence and have invested about $20m.

Meanwhile, Museveni took advantage of the chaos in the government to press forward his military campaign, even while signed an accord to participate in a unity government. The NRA entered Kampala in January 1986, and Museveni was soon sworn in as president. Museveni has since enjoyed continual popularity as president, particularly across the south and east of Uganda. Museveni instituted an unusual form of government known as "no-party democracy" that heavily restricts the activities of all political organizations except the NRM (now, simply "The Movement"), to which all citizens nominally belong. The main organs of government are part of a pyramidal system of "Local Councils," comprising five layers at the village, sub-county, county, regional, and national levels. Museveni's scheme of no-party government was approved in public referenda in 1995 and 2000. Museveni himself was directly elected president in 1996 and again in 2001 under the 1995 constitution, which limits a president to 2 five-year terms. Another important political innovation in the 1995 constitution was the statutory mandate of at least one female deputy for each of Uganda's 45 districts; this and similar measures have made Museveni popular with Ugandan women.
