COVERING URBAN SPRAWL: RETHINKING THE AMERICAN DREAM
An RTNDF Journalist's Resource Guide by David Goldberg Suburban expansion, urban sprawl, growth management, smart growth, new urbanism: these are the terms currently used to describe what is happening in many communities across the U.S. No matter what we call it, expanding cities spawn a host of critical issues affecting everyone in your viewing and listening audience.
Traffic, jobs, housing, shopping, the air we breathe and the water we drink are just a few areas where the impacts of growth and land management touch our daily lives. It is no surprise these issues are catching the eyes and ears of many local and national politicians.
To help reporters and producers tackle these stories, RTNDF published a Journalist's Resource Guide, Covering Urban Sprawl: Rethinking the American Dream.
Also available on CD-ROM. This resource features (click here to see the table of contents)
  • a comprehensive list of national and local contacts
  • key statistics and
  • valuable background information
to get you started on covering the issues related to urban sprawl. Help your community get up to speed on what causes urban sprawl and more importantly what are some of the alternatives.

Nighttime satellite images of the Earth showing city lights were merged with census data and a digital soils map in an effort to estimate the extent of developed land in the United States and the impact of development on soil resources. The urban areas defined by "city lights" had mean population densities of 1,033 persons/km and 427 housing units/km Introduction The postagricultural growth of human populations, combined with technological advancement, has led to the widespread transformation of natural ecosystems into those dominated and heavily managed by human beings. The potential impact of this process on Earth's biological and geochemical systems is a current subject of debate, and concerns range from those dealing with biosphere-atmosphere interactions and global climate change (Kates et al. 1990) to the preservation of biodiversity, sustainable development, economics, and agricultural productivity (Vitousek et al. 1986; Ehrlich and Wilson 1991; Raven 1991; Ehrlich et al. 1995).

She died while trying to cross Steve Reynolds Bou levard struck once by a garbage truck, and then again and again by four or five cars in the heavy early-morning traffic. Only two of those who hit Chavez, the mother of two young children, remained at the scene. The hit-and-run drivers and several witnesses drove away before police arrived. The day after Chavez died, her husband had to hitch a ride from friends to buy a new dress for her burial, The Atlanta Constitution reported. About 6,000 pedestrians are killed and 10,000 injured in the United States every year. Metro Atlanta was recently named the second-most dangerous area for pedestrians in the nation by the Surface Transportation Policy Project. Indeed, a 1999 study by t he Centers for Disease Control and Prevention found that Atlanta's pedestrian fatality rate increased 13% from 1994 to 1998, while the national rate declined by 9.6%. Howard Frumkin, chair of the Department of Environmental and Occupational Health, blames urban sprawl the unplanned, uncontrolled, fractured growth of a city away from its core.

The Campaign Against Urban Sprawl: Declaring War on the American Dream
    by John Carlisle
From the White House to Main Street, urban sprawl is the latest environmental crisis vexing America. The Clinton Administration and environmentalists warn that urban sprawl, or unregulated suburban development, undermines our quality of life. They argue that urban sprawl exacerbates traffic congestion, scars the landscape with ungainly strip malls and consumes the scenic open space that attracts people to the suburbs in the first place. Even more alarming, Vice President Albert Gore says, if steps aren't taken now to curb sprawl, urbanization will consume so much farmland that the United States may run out of enough agricultural land to feed itself in the 21st century and, for the first time in the nation's history, become a net importer of food. So serious is the threat allegedly posed by sprawl that the Administration has proposed a $10 billion program aimed at combating its pernicious effects by funding more mass transit programs, increasing the purchase of land for parks and open space and funding other projects ostensibly aimed at improving the quality of suburban living. But the threat posed by sprawl to rustic open spaces and farmland is grossly overstated by the Clinton Administration. While the Administration plays upon people's understandable but misguided fears about the destruction of open space, the record from the U.S. Department of Agriculture's Soil Conservation Service show that less than 5% of the United States is developed. Moreover, for several decades now, the amount of land that is dedicated to parks and other conservation uses has greatly exceeded the amount of land that has been urbanized.

    Urban sprawl creates unwilling neighbours
New model could help predict and control city growth.
20 August 2002 PHILIP BALL Grand plan: competition may have created New York's sprawl. Cities are a sprawling mess because the benefits of tapping into existing infrastructure compete with the drawbacks of high land costs in built-up areas. So suggests a new model that could help predict future urban expansion The model accounts for the human decisions and motivations involved in urban planning, so it might also guide policies restricting or directing growth. It has been developed by Claes Andersson of the Los Alamos National Laboratory in New Mexico, USA, and his colleagues. To say that the modern city is alive seems sometimes more than a metaphor. "Whether we consider London as a young man refreshed and risen from sleep," says the city's biographer Peter Ackroyd, "or whether we lament its condition as a deformed giant, we must regard it as a human shape with its own laws of life and growth." This growth can be alarming. Soaring urban air pollution, noise, traffic congestion, lack of open space and overcrowding, has driven some US citizens to place sprawl at the top of their worry list. It is, "undermining America's environment, economy and social fabric," says Donald Chen, director of Smart Growth America, an organization that seeks to improve urban conditions.

Today, 80% of us live in urban and suburban areas. As our population continues to grow and sprawl into the surrounding environment, our neighborhood of trees and forests is being lost. This loss is more than sentimental-it carries an economic price tag. Sprawl development is the number one threat to our nation's trees and forests, according to a 1999 survey of American Forests members. They are worried about the seemingly inevitable loss of forests and are joining with us to encourage tree-smart development that saves money and helps build livable, sustainable communities. American Forests has spent more than 20 years researching the condition of our urban and suburban forests. Our work in the Puget Sound, Atlanta, and Chesapeake Bay regions has revealed a stark fact: the heavy tree canopy in all these areas has declined by more than one-third in just twenty-five years. NAUTILUS investigators believe that remotely sensed land use and land cover data are invaluable to local land use decision makers and planners. But better data are needed. The data that are appropriate and useful at the community level have fallen between the cracks of large-scale land cover research projects and small-scale landscape structure analyses. The NEMO Project has demonstrated that 30-meter pixel land cover data derived from Landsat Thematic Mapper (TM) imagery can be used for educational and planning applications at the local level. But more accurate land cover information is needed if we are to move beyond first generation impacts of educational programs and provide local end-users with information and products that can be easily and directly incorporated into land use plans and policies. These considerations are at the core of the NAUTILUS Project's research. Home Page Welcome Research Applications ... News NAUTILUS

Characterization of urban sprawl. Much of this urban growth, or sprawl, has been at the expense of agricultural and forest lands.
    http://resac.uconn.edu/research/urban_sprawl/
    Characterization of urban sprawl
In addition to better estimates of impervious cover, we need methods with which to relate both the temporal growth of sprawl and the relative position of the percent impervious surface within local landscapes or watersheds, i.e ., an index (or indices) of sprawl. Such an index would give community leaders the ability to assess their current condition, and project the future consequences of their land use plans and regulations. Temporal characterization Remote sensing data from the Landsat family of satellites were chosen as the basis for determining land use change for the Salmon River Watershed in Connecticut. Data include MSS, TM, and ETM+ from 1973 to 1999. At present, land cover classification has been concentrated on springtime, leaf-off imagery, although the value of multiseasonal data is well-known and they will be incorporated into future analysis. NAUTILUS will continue to add to this archive of Landsat data for this watershed as well as the others. To date, eight Landsat MSS and TM images of the Salmon River Watershed have been analyzed, using an unsupervised, post-classification labeling approach: 1973 MSS, 1976 MSS, 1981 MSS, 1983 MSS, 1985 TM, 1988 TM, 1993 TM, and 1995 TM. Following the creation of 200 clusters, land cover classifications were labeled into general categories of urban, agriculture, forest, water, wetland, and barren. This window shows a false-color composite for each image and the corresponding land cover for a small sample portion of the study area. Although difficult to detect in the MSS imagery, it can be noticed in the 1976 MSS image the beginnings of a residential development occurring in the upper central portion of the image. This development occurred at the loss of forest land cover. Over time, the development has increased in size and becomes more readily apparent in the TM images. Also noteworthy is the construction of a
