Genzyme in the Asia-Pacific Region Genzyme's presence in the Asia-Pacific region is divided into three areas: Japan, Asia, and Australasia. The first office to be established in this territory was in Tokyo, Japan. Since its inception in 1987, the Genzyme Japan office has served as both the headquarters for the Asia-Pacific region, as well as the country headquarters for all of Genzyme's activities in Japan. Genzyme's initial move into this territory was considered bold for such a young biotechnology company, particularly because the company was committed to standing on its own, rather than partner with a Japanese company, a practice that is still considered common practice in the Japanese marketplace. Genzyme Asia consists of the countries located in central and southern Asia. This extensive territory includes South Korea, Taiwan, Hong Kong, Thailand, Malaysia, Singapore, Indonesia and The Philippines. Genzyme offices are located in Seoul, South Korea, Taipei, Taiwan, and Hong Kong, with the corporate headquarters located in Tokyo, Japan. Efforts are underway to expands Genzyme's presence in this region in areas such as the Indian sub-continent, the Chinese mainland, and additional countries in South East Asia, such as Vietnam.

I. Introduction to the Guide This Resource guide deals with internet sites providing Caselaw, Legislation and Government home pages for the Pacific Island region. There are also links to several relevant journals, and to academic sites providing dedicated Pacific Law web pages, or Centres dealing with Pacific Law. There are several issues to be aware of when using the internet to locate Pacific law sites.
  • Many sites bundle Pacific into an area called “Asia Pacific”. This often includes countries bordering the Pacific on the eastern side, but in many instances excludes most Pacific islands.

History of the Committee The roots of the Committee on Energy and Natural Resources go back to one of the first standing committees appointed by the Senate the Committee on Public Lands. Although the chronology reflects a succession of name changes, the jurisdiction of the original Committee on Public Lands has been in continuous existence for over 170 years. During the first 100 years the structure of the Committee changed very little, but its jurisdiction was steadily increasing with the westward movement of the Nation and the problems of statehood and expansion. The Louisiana Purchase The Committee on Public Lands was created in 1816 primarily at that time to supervise the laws relating to the settlement of the Louisiana Territory. As everyone knows, the Louisiana Purchase was negotiated by President Thomas Jefferson in an offer from Napoleon for the sum of $15,000,000. President Jefferson had learned of a secret agreement in which Spain had returned the Louisiana territory to France. However, early in 1803, Napoleon urgently needed funds for his military conquests in Europe and made plans to sell the Louisiana territory instead. President Jefferson lost no time in negotiating for the 828,000 square miles consisting of the greatest and richest valley of land in the world and called a special session of Congress to inform the Senate of the treaty, which was approved by a vote of 24 to 7 on October 20, 1803.

The secret Treaty of San Ildefonso transfers the Louisiana Territory from Spain back to France, on the condition that France never yield it to an English-speaking government. President-elect Thomas Jefferson invites Meriwether Lewis, a captain in the First United States Infantry, to become his private secretary. Lewis had volunteered for a transcontinental expedition that Jefferson tried to organize in 1792; now, as President, Jefferson sees an opportunity to launch this expedition, and sees in Lewis someone who could lead it. Over the next two years, he will guide Lewis as he gains the scientific knowledge, technical skills and special equipment he will need for the journey. Spain closes the port of New Orleans to U.S. cargo, violating the 1795 Treaty of San Lorenzo. American rights are restored within six months, but Spanish fears of the young nation's expansionist energies remain. Jefferson asks Congress for an appropriation to send an expedition up the Missouri River and on to the Pacific, in order to discover whether a Northwest Passage or water route across the continent exists and to lay the groundwork for extending American fur trade into the region. None of this territory is part of the United States when Jefferson makes his request in January, but even then he is negotiating secretly through James Monroe to purchase the whole vast region from France.

I would like to state for the record that US citizen have never been subjected to heightened immigration scrutiny or refused entry into the territory as a result of our August 7, 2002 security alert. US citizens and legal residents continue to enjoy full access to the United States Territory of American Samoa. American Samoa is an unincorporated U.S. trust territory located in the middle of this South Pacific with foreign island countries as its neighbors. As a result of its cession as a US territory in the early 1900’s, American Samoa retained authority over its borders and immigration. American Samoa is the only U.S. possession in the southern hemisphere. As in the US, September 11, 2001, confronted American Samoa with serious security concerns-perhaps graver concerns as American Samoa is an isolated island group with extremely limited financial resources. On or about August 5, 2002, we learned of a credible security threat in the Independent State of Samoa, a foreign country approximately 60 nautical miles west of American Samoa. It was reported that a Middle Eastern man was seen conducting surveillance and photographing the Embassy in Apia, the capital of the Independent State of Samoa. Because this matter remains under active investigation, we are not at liberty to disclose further details.

    Thank you very much for that introduction, Ronnie. It's indeed a pleasure to be here with the Asia Society Hong Kong Center. I've spoken with your sister societies in New York and Melbourne, and I must tell you that we in the U.S. Pacific Command respect what you all do immenselyfostering a better understanding of Asia, as well as better communication, between Americans and the peoples of Asia and the Pacific.
    I'd like to speak briefly about four subjects, and then leave plenty of time for questions, comments, and discussion.
    - First, I'll talk about the campaign against terrorism in the Asia-Pacific regionhow things have changed;
    - Second, I'll talk about our day-to-day jobswhich have not changedmaintaining security in the potential flashpoints of the region;
    - Third, I'll address security cooperation with other Pacific nationsthe way to a more secure and prosperous future for the region;
    - And finally, I'll talk about the transformation of our forces in the Pacifichow they'll become even quicker and more lethal than they already are.

    Electricity Reform at the State and Territory Levels
    Since low-cost coal is relatively abundant, total generating capacity in the Australian electricity industry is dominated by large coal-fired power stations. Even though fuel usage varies from state to state (depending on the availability of natural energy resources), coal is the dominant fuel source, accounting for 80 percent of primary energy consumption ( Table 16 ) . The state of Tasmania is the exception, where electricity generation is mostly fueled through hydroelectric power. In the past, electricity generation in Australia was developed independently by the individual states on a need basis (the Australian Capital Territory, however, does not generate its own electricity). Total generation capacity varies among individual states and territories. For example, the states of Victoria, New South Wales, and Queensland account for a substantial majority of Australia's total electricity consumption. However, in the national electricity market, states will no longer supply electricity to customers directly in their respective states, but will participate in the national power pool. (See the section entitled "Creation of the National Electricity Market."
