Figures the Utah Foundation recently compiled show that only 2.8 percent of Utah's school-age children attend private schools far below the national average of 10 percent. This adds to the strain on the state's public education system and to Utah's dubious distinction of being dead last among the states in per-pupil spending, not to mention the anomie that characterizes mediocrity. The Utah Foundation figures are not an aberration. Historically, mostly Mormon Utah has had one of the lowest, if not the lowest, percentages of its school-age youngsters in private schools since statehood. Before that, the situation was the opposite. In territorial days, Protestants dominated the public schools and freely admitted that one of their goals was to wean Utah children away from the values of their Mormon parents. The LDS Church set up its own school system as an alternative. With statehood, Mormons could elect co-religionists to local school boards and dominate the public system, which allowed the cash-strapped church to dismantle its own schools. Today's figures vividly demonstrate the need to encourage private education in Utah. One way to do that was the bill Sen. Chris Buttars, R-West Jordan, sponsored in this year's legislative session. Its tuition tax credit would have provided an inducement for more families to explore the private-school alternative, but lawmakers chose not to act on it.

In his speech, President Bush emphasized the need for mental illness to be treated like any other physical illness; not as a source of embarrassment. Authorities said the victim of yesterday's shooting left his alternative school and came back in the afternoon armed with a .22-caliber rifle and 20-gauge shotgun. He then reportedly took a teacher and a classmate hostage in a classroom. Though negotiations resulted in the release of the two hostages, the student shot himself before state police could intervene. The teen was reportedly despondent over a breakup with his girlfriend two days earlier. This was the second suicide with a firearm in United States' schools this academic year. The last occurred in Salt Lake City, Utah in October. The Hamilton Fish Institute focuses on school violence prevention using effective strategies with proven evidence of effectiveness. In 1995, Institute director Dr. Paul Kingery examined rural communities and small towns within commuting distance of large metropolitan areas. The surprising finding was that these schools were not the safe havens parents thought them to be.
