Private alternative school thrives without structure BY JOHN LARABEE FOR USA TODAY WEDNESDAY, FEBRUARY 7, 1996 FRAMINGHAM, Mass. - At any other school, the scene could only be recess: Students play cards or computer games, trade lunches, practice juggling or climb a huge elm tree. But at Sudbury Valley School, such activities go on at any time of day. This private school in the Boston suburbs boasts no classes, no teachers and no grades. The catalog for Sudbury Valley describes it as "a place where people decide for themselves how to spend their days." Thirty years ago, so called "alternative schools" were usually dismissed as little more than a fad. But now schools like Sudbury Valley are multiplying. Even as many experts call for tougher requirements and uniform standards in public education, schools that focus on unstructured learning are thriving. "Just the fact that the mainstream is moving in the other direction leaves a very significant opening for that segment of the population looking for something different." says Daniel Greenberg, a Sudbury Valley founder. "The more emphasis they put on rigidity, the more we benefit." Sudbury Valley - founded in 1968 - has become a model for other alternative schools. Over 84,000 public schools are contained in the CCD Universe File, of which almost 79,000-49,000 regular elementary schools, 14,000 regular middle schools, and 15,801 regular secondary/combined schools in the 50 states and the District of Columbia-meet the eligibility criteria for this study. Excluded from the sampling frame were special education, vocational, and alternative/other schools, schools in the territories, and schools with a high grade lower than one or ungraded. Respondent and Response Rates In April 1997 questionnaires were mailed to 1,415 school principals. The principal was asked either to complete the questionnaire or to have it completed by the school disciplinarian who was most knowledgeable about discipline issues at the school. Telephone followup of nonrespondents was initiated in late April, and data collection was completed in July 1997. Eleven schools were found to be out of the scope of the study (no longer in existence), and a total of 1,234 schools completed the survey. Thus, the final raw response rate was 88 percent (1,234 schools divided by the 1,404 eligible schools in the sample). The weighted overall response rate was 89 percent. Weighted item nonresponse rates ranged from percent to 0.9 percent. Because the item nonresponse was so low, imputation for item nonresponse was not implemented.

Critique of the Lewis/Barnes Policy Proposal Southern Utah University is considering several alternatives to their current computer policy. This is a critique of the proposal of Professors Timothy B. First, its authors are honest about their motivations. Some would-be censors claim to be motivated primarily by a desire to enforce federal equal rights laws. This claim often rings hollow. Lewis and Barnes are more up front with their motivation: they want to save civilization from the "anarchy and violence [that] would ultimately reign" from, for example, lewd descriptions of nipples. In this spirit, their proposal considers all matters sexual but drops the current policy's controversial ban on racially "objectionable" material. Second, less honest would-be censors would avoid legal arguments, because weak legal arguments can be challenged. Lewis and Barnes, in contrast, bravely put forward the best legal argument they can. For example, they say their proposal is legal because a federal law excepts the University from constitutional requirements. In support of this amazing claim that a simple statute can trump the Constitution, they courageously provide an authority: Bruce Taylor of the National Law Center for Children and Families. Recall that Mr. Taylor was the architect of the Communications Decency Act (CDA) and that he predicted that the CDA would pass constitutional muster. Also recall that the Supreme Court, the most conservative Court in my lifetime, rejected his CDA, 7-0.

The Office has over $2.3 million available in zero and low interest loans for public and private operators to convert vehicles to use cleaner-burning fuels, to purchase vehicles manufactured to operate on cleaner burning fuels and to install fueling facilities. A total of $450,000 in loans have been issued to convert over 70 vehicles and $250,000 to install refueling facilities.

Box 144200 Salt Lake City,  Utah  84114-4200 Ph: (801) 538-7817 Fx: (801) 538-7769 pbradley@usoe.k12.ut.us Legislative Summary: In 1998 Utah passed enabling legislation as part of the Schools for the 21st Century Act (HB 145) that allows the State Board of Education to grant up to eight charter schools for a three-year pilot project. Either a new or existing school can be created. The proposal can come from an individual or groups (at least 2/3 of certified educators and parents at conversion schools must sign a petition with the percentage reduced to a simple majority if the conversion is only for a portion of an existing school). Waivers from state board rules must be applied for individually. Teachers must be certified or qualify under alternative certification or authorization programs. State funding is comparable to other public schools. Charter schools must participate in the statewide assessment system and core curriculum assessments, corresponding to the state-adopted core curriculum.
