HEADLINES February 28, 2003 House Bill 76: Mandatory "Cooperation" Bill Sponsor: Representative Duane E. Bourdeaux (D), District 23 Summary: House Bill 76 amends Utah Code §53A-11-101(3)(b). Existing law makes it a crime for a parent to knowingly "refuse to respond to a written request" from the local school about a child who is believed to be truant. HB 76 would amend the law be defining the term "respond." Status: This bill was introduced to the House on January 20, 2003, and sent to the House Education Committee, which passed it on January 23. It passed the House on January 28, and was sent to the Senate. On January 30, it was assigned to the Senate Education Committee, which amended it and recommended passage on February 20. On February 24, the Senate amended HB 76 again. On February 27, the Senate voted to kill HB 76. The bill is now effectively dead. Action Requested: None at this time.

    Flat enrollment growth in public schools may cause some to consider cutting back school spending, but Governor Mike Leavitt has proposed a $151.9 million, 7.7 percent increase for public education, including a new plan to reduce class size in middle schools. Leavitt's Tuesday proposal brings public education above the $2 billion mark for the first time ever. At $2.1 billion, the budget continues Leavitt's tradition of investing heavily in schools. Education funding has increased $576 million or 38 percent since Leavitt took office 5 years ago. "I have always said that education is one of my highest priorities, and this budget again demonstrates that my administration is willing to put money where it really matters," Leavitt said. "I am particularly pleased to launch a middle school initiative that can significantly improve the educational experience of early adolescents." The budget includes a 4 percent increase in the Weighted Pupil Unit. It also includes new funding of $16 million for books, teacher supplies, and libraries, $14.8 million for technology, and $7.5 million for applied technology centers.

      Purpose President Membership Vice-President ... Executive Director Purpose: In 1892 the Idaho Education Association founders adopted their first constitution. This documents said that the organization's purpose was to improve the teaching profession, to promote child and teacher welfare, and to advance education through the efforts of members working together. While the Association has grown and constantly reviews its direction, those purposes remain the IEA's unaltered foundation. Membership: IEA's total membership was 11,681 as of Jan. 15, 2002. Governance: For distribution of services to members, the IEA is divided into nine regions with offices in Coeur d'Alene (Region 1), Lewiston (Region 2), Twin Falls (Region 4), Pocatello (Region 5), Idaho Falls (Region 6), and Boise (Regions 3, 7, 8 and 9). With more than 400 local representatives in attendance, the annual Delegate Assembly for this year will be April 11-12, 2003 in Boise. Between annual meetings, the IEA is governed by a 30-member board of directors elected from throughout the state. Local affiliates in almost every Idaho school district represent their members in collective bargaining, member rights, public relations, academic freedom, grievance resolution, and a myriad of other services.
