The following is a compilation of the citations, statutes, rules and regulations governing the school transportation program in the state of Utah, including the short titles of the citations. These provisions are found in statutory law in the Utah Code and regulations in the Utah Administrative Code, 1995, Anyone interested in the actual language of any reference, or for an interpretation of the reference, should call the state director of school transportation at 801/538-7666.

UTAH State By State Disabled Veterans-Free Fishing License-Utah A disabled veteran of the United States armed forces who is domiciled in a veterans hospital or veterans nursing home in Utah may receive an annual fishing license free of charge upon furnishing proof to a Division office of his or her disability and domicile in a veterans hospital or veterans nursing home in Utah. Fish Springs National Wildlife Refuge WATERFOWL HUNTING REGULATIONS Hunting is permitted for ducks, coots, and mergansers in the designated public hunting area. Hunting of all species of geese, swans, snipe, and upland game birds in NOT permitted on the refuge. A Special Blind Area, for use by the mobility impaired, is available. This site is available by reservation only and can be reserved by calling the refuge office during business hours (7:30 a.m. to 4 p.m., Monday-Friday). Trespass for any reason into the Special Blind Area by any individual not registered to utilize that area is strictly prohibited. All hunters MUST register at the visitor information station BEFORE entering the open hunting areas and PRIOR to exiting the refuge. All members of a party who are hunting, including any junior hunters who are less than 16 years of age, must register.

Utah's Personal Watercraft Education Course

A personal watercraft (PWC) is a boat and operator knowledge, skills, courtesies, and awareness are important factors in preventing accidents. State law allows youth 12 to 17 years of age to operate a PWC (Jet Ski, Wave Runner, Sea Doo, etc.), on their own under the following conditions:
Successfully complete Utah's PWC Education Course. Upon completion, a brightly colored card will be issued and must be in the operator's possession while operating a PWC;
In addition to the PWC education requirement, operators 12 through 15 years of age must be under direct supervision of a responsible person who is at least 18 years of age;
A person who is under 18 years of age who has not met the above requirements may not operate a PWC unless accompanied, on board, by a responsible person who is at least 18 years old.

Utah is Third with Goals 2000 Reform Plan
Utah has received federal funding for a comprehensive state education improvement plan under the Goals 2000: Educate America Act , U.S. Secretary of Education Richard W. Riley announced today. With an approved school improvement plan, Utah becomes the third state eligible to receive second-year Goals 2000 funding and waivers from regulations and statutory requirements that apply to other federal education programs. There are no federal regulations for Goals 2000. Further, under the U.S. Department of Education's new "EdFlex" initiative, Utah may apply to become one of six demonstration states permitted to waive federal regulatory and statutory requirements from other programs that could impede reform efforts. "Utah has been involved in education reform efforts to improve teaching and learning for all students for several years," Riley said in accepting the state's plan. "Approval of this state plan recognizes that effort and helps Utah move forward to fulfill the promise of Goals 2000 that all children will achieve to challenging standards."

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.
