Intergovernmental Review (SPOC List)
It is estimated that in 2001 the Federal Government will outlay $305.6 billion in grants to State and local governments. Executive Order 12372, "Intergovernmental Review of Federal Programs," was issued with the desire to foster the intergovernmental partnership and strengthen federalism by relying on State and local processes for the coordination and review of proposed Federal financial assistance and direct Federal development. Budgeting for Results (BFR) is Iowa's system for tying performance data to budgeting and policy decisions. As legislators become increasingly mindful of the importance of a responsive and accountable government, they are using the Benchmarks as verification of the public's opinion. The Governor and the Department of Management are beginning to use results-oriented performance measures to make budgetary and policy decisions. The Natural Resources Conservation Service (NRCS) provides assistance to land users, communities, units of state and local government, and other Federal agencies in planning and implementing conservation systems. The purposes of the conservation systems are to reduce erosion, improve soil and water quality, improve and conserve wetlands, enhance fish and wildlife habitat, improve air quality, improve pasture and range condition, reduce upstream flooding and improve woodlands. NRCS and its Partnering Agencies administer a broad range of programs to assist farmers, ranchers, and other landowners in conserving natural resources. These programs provide incentives such as technical and cost-sharing assistance to install conservation practices

The Utah ARDL program is a $27 million revolving fund that provides low interest (3 percent) loans for projects with a conservation benefit. The goal of this state program is to help landowners conserve soil and water, increase yields, maintain and improve water quality, conserve and improve wildlife habitat, prevent flooding, develop on-farm energy projects and mitigate damages caused by natural disasters. A one-time 4 percent administrative fee is charged.

The state is very strong at planning. Its population projections show a boom in births that will increase the number of children entering school from about 2,800 a year to a staggering 14,000 a year in five years. With that in mind, the University of Utah is giving tuition breaks for students who want to become teachers.

The grievance process, meanwhile, is cumbersome and lengthy, and the state would benefit from more alternative dispute-resolution practices.

Utah has been in the managing-for-results business for a long time. Officials there know enough at this point to be candid about the strengths and weaknesses of the process. MFR will never be the primary driver of budgeting in Utah, they realistically point out, but it can be a potent tool to inform the key players.

    This is a degree in Health Promotion and Education with emphasis in Emergency Medical Services. It requires acceptance into the University of Utah and to the Health Promotion and Education Department. This is a two year program in addition to the University's General Education requirements, most students take 4-5 years to complete the degree. This is an excellent degree for EMTs looking to make a career in response agencies such as the fire service, ambulance service, law enforcement and disaster planning. The goal of this elective rotation is to provide the resident with an opportunity to focus on an in-depth experience in laboratory management. Jerry Trapnell is Dean of the College of Business and Public Affairs at Clemson University. He assumed this position July 1, 1993. Prior to becoming Dean, he served as director and professor of the Clemson University School of Accountancy. He earned his Ph.D. from the University of Georgia in 1977, his B.S. and M.S. from Clemson University in 1968 and 1970, respectively. He joined the Clemson accounting program in 1986 after serving on the faculty of the department of accounting at Louisiana State University-Baton Rouge for 10 years. Prior to coming to Clemson, he was also associate dean for undergraduate studies in the College of Business at LSU. A CPA in Louisiana, he serves or has served on committees and boards of directors of the American Institute of Certified Public Accountants, Accounting Programs Leadership Group of the American Accounting Association, Federation of Schools of Accountancy, Institute of Management Accountants, AACSB, and the South Carolina Association of CPAs (SCACPA). Specific AACSB service includes current membership on the Board of Directors, numerous roles on peer-review teams, the Accounting Accreditation Committee, including a year as chair, Re-accreditation Process Task Force, Accreditation Transition Task Force, and the Dues and Fees Task Force. He currently serves as president of the Southern Business Administration Association.

Members will assist in the development of an agency wide WAN system; develop and provide services and opportunities for the North Country Elderly; expand awareness and programming of the Youth Alternatives Program; assist in the expansion and development of new programs to service victims of domestic violence and sexual assault; develop and support the implementation of the self-help Home Ownership program; increase the number of volunteers to enable low income and residents of Southern Grafton County to accomplish needed home repairs; and work with Big Brothers Big Sisters to expand their mentor base.
