    BASIC INFO. GEOGRAPHY GOVERNMENT ... VIETNAM In Vietnam, governmental policy is largely the prerogative of the communist leadership, with policy being set by the Politburo and its five-man Standing Board, which oversees day-to-day policy implementation. The most important political institution in Vietnam is the Vietnamese Communist Party (formerly the Vietnam Worker's Party) headed by Secretary General Le Kha Phieu. The large and unwieldy Party Congress, which gathers every five years, last met in 1996. The Central Committee membership, which is elected from this group, represents less than 10% of the national congress and usually meets twice a year. The Party's popular support appears to be diminishing throughout Vietnam as the rate of new membership has decreased since the 1980s.     Special to Compass Direct HO CHI MINH CITY, January 21, 2003 (Compass) Twenty-seven years after forcibly shutting down the Nha Trang Theological Seminary, Vietnamese authorities on January 3 granted permission to the Evangelical Church of Vietnam-South, or ECVN (S), to open a class for training church leaders. Although a few see it as a hopeful sign, most of Vietnam's Protestant leaders see it as a very small step on the road to religious freedom. The ECVN (S), representing over half of Vietnam's 1.2 million Protestants, received official recognition in April 2001, after some 27 years of existing in legal limbo. Hundreds of thousands of minority Christians historically related to the ECVN (S) are still considered "illegal" by the communist government. Over 400 churches in Dak Lak province were forcibly disbanded in the fall of 2002. The ECVN (S) had made the opening of a Bible college its foremost request since legal recognition was granted in 2001. For years the church had sought the return of its substantial seminary campus at Hon Chong in Nha Trang, confiscated in 1976.

    HANOI, VIETNAM(ANS) A group of Hmong Christians living in the highlands of Vietnam have filed a complaint about violent incidents that they say took place amongst this tribal group last year.
    In a document addressed to the Bureau of Religious Affairs of the Socialist Republic of Vietnam and was brought out of Vietnam and handed to the ASSIST News Service, one complainant, whose name I have withheld for security reasons, said, that he represented 21 Hmong households living in the Bat Sat District of Lao Cai Province.
    "Under the leadership of the Party and various levels of government, we have had a deep attachment to the homeland for many years," he wrote. "Since the government promulgated freedom of religion and equality among all ethnic groups, we have become Christians and have abandoned the worship of spirits. In our daily lives we have lived in unity and have abided by the policies of and regulations of the Party."
    The Hmong Christian then named several men, three of whom were with the Public Security Police, whom he said took part in a vicious attack on him and his family last June.
