I. Statement of the Case
This matter is before the Authority on exceptions to an award of Arbitrator James A. Gross filed by the Agency under section 7122(a) of the Federal Service Labor-Management Relations Statute (the Statute) and part 2425 of the Authority's Regulations. The Union filed an opposition to the Agency's exceptions. This case is related to three prior arbitration awards (Arbitrators Bloch, Hockenberry and Popular), other issued decisions, and several other arbitration cases pending before the Authority regarding payment of interest on arbitration awards. Two of the underlying arbitration cases (Hockenberry and Popular) were also before the Authority regarding payment of attorney fees pursuant to the Back Pay Act. The payment of interest on the award of backpay was not at issue in those cases. Campus law enforcement departments may apply for up to $7,500 to develop and enhance partnerships between campus and local enforcement offices, local ABC office and the college's substance abuse coordinator in order to deter underage use, purchase, possession and sale of alcohol, as well as to reduce heavy drinking among those of age. 2003-2005 Social Norms Marketing Grants

In an effort to reduce high-risk behaviors and promote positive social change, the Virginia Department of Alcoholic Beverage Control is offering Social Norms Marketing Grants for up to $40,000. Funding for these grants is made possible through a federal grant from the Office of Juvenile Justice and Delinquency Prevention . All applicants are required to attend the 2003 Social Norms Marketing training.

he more you know about the special education law, the better. As a student at Virginia Tech, I learned about the law from Dr. Phil Jones. Dr. Jones was president of CEC in 1975, the year landmark special education legislation (P.L. 94-142) was passed. He had an instrumental role in the passage of 94-142. He explained the how's and the whys of special education law like no one else could. I'll never forget reading his book and figuring out through the notations and quotes that he was the one who spoke at the signing ceremony and shook President Ford's hand. I was so awed that being in his presence left me pretty tounge tied for about 6 weeks. During my time at Virginia Tech, I felt honored to be his student. Dr. Jones passed away in 1994 but left a legacy through his work and his students. If you are a person who benefits somehow from special education law, thank Phil Jones. IDEA 97 gives us the definitions of disabilities, LEA and SEA obligations and more. When faced with a problem, review these informative pages before you take action. Regulations Project Summaries Grant Information Program: MEP Consortium Incentive Grants (CFDA Number 84.144B) Authorization: Secs. 1303(d) and 1308(d) of the Elementary and Secondary Education Act, as amended (P.L. 107-110) Total Funds Awarded in FY 2002: $2,300,000 Total Number of Grantees: 39 Eligible Applicants: State educational agencies (SEAs) Program Description: Under section 1308(d), the FY 2002 MEP Consortium Incentive grants were awarded to SEAs that proposed to participate in a consortium with another State or entity and demonstrated, in accordance with section 1303(d)(3) of the ESEA, that doing so would:
  • Reduce administrative costs or program function costs for State MEP programs; and Make more MEP funds available for direct services to add substantially to the welfare or educational attainment of children to be served.
  • In addition, section 1308(d) requires that SEAs receiving grants form consortia to improve the delivery of services to migrant students whose education has been interrupted.

    A Sea Change in Gender Equity in Education
    Athletic competition builds character in our boys. We do not need that kind of character in our girls. Connecticut judge, No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subject to discrimination under any educational programs or activity receiving federal financial assistance. From the preamble to Title IX of the Education Amendments of Civil rights laws have historically been a powerful mechanism for effecting social change in the United States. They represent a national commitment to end discrimination and establish a mandate to bring the excluded into the mainstream. These laws ensure that the federal government delivers on the Constitution's promise of equal opportunity so that every individual has the right to develop his or her talents. Title IX of the Education Amendments of 1972 bolsters this national agenda and prohibits sex discrimination in federally assisted education programs. Modeled on Title VI of the Civil Rights Act of 1964 prohibiting race, color, and national origin discrimination, it was followed by three other pieces of civil rights legislation: Section 504 of the Rehabilitation Act of 1973 prohibiting disability discrimination; the Age Discrimination Act of 1975; and Title II of the Americans with Disabilities Act of 1990 prohibiting disability discrimination by public entities.
