Who We Are and What We Do
Founded in 1984, the Middletown Teacher Center is a staff development organization dedicated to the professional education of teachers, administrators, school-related personnel, parents, and community. Funded yearly by a state grant and in-kind support from the Middletown School District, we are currently one of 120 statewide Teacher Centers working in close collaboration with the New York State Education Department pursuant to Education Law 316. The Middletown Teacher Center is governed by a 27 member Policy Board composed of a majority of practicing teachers appointed by the Middletown Teachers Association, as well as representatives of higher education, business, school related personnel, administration, school board, parents, private and parochial schools, and Thrall Library. Meeting on the third Thursday of each month, the Policy Board is responsible for determining the direction of the Center, formulating its policy, and overseeing its finances. The programs and services offered through the Teacher Center are developed through a continuous process involving needs assessments and evaluation tools which align them with the needs of teachers and other staff, the goals of the Middletown School District, and State Initiatives. The Center responds to the expressed needs of our constituents with the constant mission of raising standards for teaching practice and learning. Through strong professional networks and collaborative partnerships, the Center provides research and resources, programs and activities which strengthen the ability of educators and parents to provide a strong education for the children of our community.

On June 28, as this report was going to press, the United States Supreme Court decided an important and long-awaited First Amendment case clarifying the extent to which public dollars can assist students in parochial schools. This topic has triggered epic battles in courtrooms and legislative chambers for some seventy-five years, and, with such hot issues as the constitutionality of school vouchers much with us today, the arguments show no sign of abating. By a 6-3 margin, the Court ruled in Mitchell v. Helms The Mitchell Mitchell Thus the policy terrain on which Mitchell has landed is bumpy and uneven as one moves from place to place. We do not, however, expect the policy debate to end anytime soon. It may even intensify. The expected retirement of three and perhaps four Supreme Court justices during the next presidential administration also means that the direction of the Court in these (and other) contentious cases could dramatically shift. Much is unsettled.

The University of Virginia and Virginia Tech have both been cited by national publications for their academic excellence. Tech, in the heart of the New River Valley, took a leading role in establishing one of the world's first electronic villages, while "Mr. Jefferson's University" in Charlottesville continues to turn out leaders in medicine, law and business. Every major city in the Shenandoah Valley has at least one college or university, and the area has several college preparatory, parochial and military boarding schools. The Roanoke Valley is home to Roanoke College and Hollins. Excellent prep schools include North Cross and Roanoke Catholic.
