The White House Proposes Hiring A Bigger IT Staff Feb. 4, 2003
A federal official says the government has too few people to complete the tasks demanded of it.

In outlining the Bush administration's $59.3 billion IT budget for fiscal year 2004, the president's chief IT adviser said at a briefing Tuesday that a top priority will be hiring and training IT staff to manage more than 5,000 multimillion-dollar technology projects. "Pure and simple, we don't have enough project managers and solutions architects for the work we ask them to do," says Mark Forman, associate director for IT and E-government at the White House Office of Management and Budget. As the OMB reviews agency and departmental budgets, Forman says, it'll also encourage agencies and departments to buy enterprise software packages that contain business best practices. The government spends about $19 on IT services for every dollar expended on enterprise software. His goal: to reduce that IT services-to-enterprise software ratio to the private sector's 6-to-1 ratio. The administration's IT budget for the fiscal year that begins Oct. 1 would earmark $37.3 billion for IT that supports core governmental functions, with half of that going to development and modernization projects and the remainder slated for maintaining existing operations. Bush's budget would allot $20.3 million for noncore government functions such as office automation and infrastructure. The administration would allocate $1 billion for enterprise architecture.

The White House is like a super hotel that contains all the high-tech appliances available. It's part of the perks that go along with being the leader of the free world. And among the least of his worries is whether the plumbing works. But the President's home at 1600 Pennsylvania Avenue hasn't always been a posh address. In fact many presidents had to tolerate primitive living conditions, including poor plumbing and heating. The White House had a reputation for being behind the times in domestic improvements. Congress in part can be blamed for that situation, because although the White House is a private residence for the President and his family, it is public property, and appropriation decisions were made on Capitol Hill. The White House Case for Miguel Estrada
A final attempt to correct the record. Senate debate is set to begin today on the nomination of Miguel Estrada to a place on the D.C. Circuit Court of Appeals. It is still not clear whether Democrats will attempt to block a vote on Estrada, who won approval from the Senate Judiciary Committee last week on a straight party-line vote. On Monday, White House Counsel Alberto Gonzales sent a letter to Democratic Sen. Dianne Feinstein in a last attempt to gain her support — if not for the nomination itself, then at least for allowing a full-Senate vote. Although the letter is framed as an effort to correct some of the "inaccurate or incomplete information" that Feinstein has cited in her opposition to Estrada, it is in fact the most concise and effective argument the White House has yet made for the nomination. What follows is the full text of the Gonzales letter.

FLEISCHER: Good afternoon and happy New Year to everybody. The President began his day with an intelligence briefing, followed by an FBI briefing. Then he had a series of policy briefings. And this afternoon, the President will look forward to a Cabinet meeting where the President will discuss with members of his Cabinet his agenda for the year. The President is going to focus on economic growth, making America a more compassionate country, and providing for the security of our nation abroad and on the homefront. And with that, I'm more than happy to take your questions. Helen. HELEN THOMAS: At the earlier briefing, Ari, you said that the President deplored the taking of innocent lives. Does that apply to all innocent lives in the world? And I have a follow-up. MR. FLEISCHER: I refer specifically to a horrible terrorist attack on Tel Aviv that killed scores and wounded hundreds. And the President, as he said in his statement yesterday, deplores in the strongest terms the taking of those lives and the wounding of those people, innocents in Israel.

WASHINGTONThe White House's cyberspace security plan, scheduled to be released Wednesday, envisions a broad new role for the federal government in maintaining Internet security. Read more about online and software security While couching many concepts as mere suggestions, a draft of the plan seen by CNET News.com says the government should improve the security of key Internet protocols and spend tens of millions of dollars on centers to recognize and respond to "cyberattacks." The draft report, however, is still in flux. As of late Monday, one controversial section that appears to have been deleted would have required companies to contribute money to a fund to secure computer networks. Richard Clarke, President Bush's special adviser for cyberspace security, has said that his office would actively seek more comment on the plan before submitting it to Bush 60 days after the rollout.

12:10 PM Feb. 18, 1999 PT White House officials fear federal agencies that advise employees to begin personal Y2K preparations could unduly alarm the public. The problem of what to tell workers has quickly become a thorny one for government officials who are trying to balance candor with discretion. The Central Intelligence Agency last May told employees to prepare for Y2K by paying bills early and stockpiling cash, and some private firms have offered similar advice.

John Koskinen, the council's chairman, warned the audience of about 30 officials that they should expect any advice offered internally will fall into the hands of the media. Details about the administration's new tack on the issue, announced Thursday at a House Judiciary Committee hearing by Commerce Undersecretary William Reinsch, were not immediately available.

Reinsch told the panel the bill will "set forth legal conditions for the release of recovery information to law enforcement officials" and provide "liability protection for key recovery agents who have properly released such information." In essence, the bill will outline when federal officials can get access to encryption keys and ensure that those keys will not be misused. The administration's current policy on encryption export allows companies to export only up to 56-bit encryption technologies, and they must have a key-recovery option. Opponents of the policy argue that it puts the United States at an economic disadvantage to other countries that permit export of stronger encryption. Civil libertarians say that the administration's export policy of "third party" key escrow, in which law enforcement has access to the keys to encrypted data, is violation of privacy.
