The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. Site Map NEW IDEA '97 REGULATIONS SET HIGH BAR FOR SPECIAL ED STUDENTS March 12, 1999 WASHINGTONThe Department of Education touted its regulations for implementing the 1997 amendments to the Individuals with Disabilities Education Act as appropriately challenging for American special education students. Announcing the release of the final regulations, U.S. Secretary of Education Richard W. Riley said, "The new IDEA focuses on teaching and learning and establishes high expectations for disabled children to achieve real educational results. "The thrust of IDEA has changed from one that merely provides disabled children access to an education to one that improves quality for all children in our schools," he added. The Department said it based its regulations in part on nearly 6,000 comments submitted in response to the department's request for public input in October 1997. The department estimates about six million U.S. students in kindergarten through twelfth grade have disabilities. According to the Department of Education, the new regulations were written to help parents, teachers and school administrators understand how to comply with the law, but also to ensure special education students are instructed in a way that ensures safety for all students at all levels. In other words, the regulations take into account not only the needs of special education students but also the rising concerns by teachers and administrators about general violence and disciplinary problems in America's schools. While those problems have in no way been linked solely to special education students, the Department of Education used the new IDEA rules as an opportunity to clarify disciplinary rules for those students.

"We don't understand how many times the people have to say 'no,' " said Barbara Mertens, assistant executive director of the Washington Association of School Administrators. Johnson has replaced charter foe Rosemary McAuliffe, D-Bothell, as chairman of the committee, giving charter supporters a greater opportunity to get legislation to the governor's desk. She's known in Olympia for single-handedly blocking charter legislation for years. But Johnson's bill, SB5012, isn't getting support from the teachers union or from state Superintendent of Public Instruction Terry Bergeson. SB5012, similar to Initiative 729 in 2000, specifies that charter schools can be formed by any nonprofit organization through the sponsorship of a public-school board or university.

Thad Moore All full-time students may take physical education classes for credit or for audit. To receive academic credits, students must successfully complete one theory and one activity course in the same semester to receive a grade worth two credits. To receive the maximum of four credits in physical education, one of the theory courses must be Lifetime Fitness. Courses are one half semester in length to be paired with a second course for the 2 credit grade. ARC Lifeguarding/CPR, Scuba, and CPR/Advanced Emergency Care are a theory/activity combination and meet for a full semester for two credits. Credit for PE 102 or 103 and a final grade will be awarded upon completion of the two course segments. Theory class grades are judged on the basis of normal academic criteria, including reading assignments, composition, class participation, and testing. Activity credit is assessed on the basis of skill acquisition; skill analysis; knowledge of strategies, rules, techniques; and required reading and testing. Classes may be taken for grades or on a pass/fail basis. While students may receive a maximum of four credits in physical education, they may audit any class. Course Descriptions Theory and Activity Classes in Physical Education While there is no major nor a requirement in physical education, students are encouraged to take a variety of credit-bearing classes. The program offers activities in sports, dance, and aquatics which serve to improve health and physical fitness, develop recreational and leisure-time skills, and facilitate functional and aesthetic body movement. The classes also impart knowledge of health and fitness, skills performance, game strategies and rules, sport coaching, nutrition, and history as well as offering American Red Cross certification in Advanced Emergency Care, CPR, Lifeguarding, and PADI certification in Scuba.
