The California State Board of Education is on the verge of undoing Proposition 227 By Michael Barone A set of regulations proposed by an obscure administrative agency in Sacramento threatens to undo one of the most successful and momentous reforms of public policy in the United States over the past 10 years. That reform was Proposition 227, passed by a wide margin by California voters in June 1998, which limited foreign language instruction in public schools to one year, unless parents requested a waiver. For nearly three decades, California's "bilingual education" programs kept children in Spanish language instruction for three, five, or even seven years. As a result, Latino students too often never fully mastered English, scored poorly on tests, and were not fully able to take advantage of the opportunities offered by the bounteous economies of California and America. This was no trivial matter: Millions of young people were affected. California in 2000 had 4 million Latinos under age 18, 1 out of 3 young Latinos in America. But these gains are now jeopardized by regulations proposed by the California State Board of Education. These regulations would eliminate the requirement that all limited-English students under 10 spend the first 30 days of every school year in an English-language program before a waiver allowing them into Spanish-language instruction could be obtained. Perhaps even more important, they would give teachers rather than parents the right to apply for waivers to place students in bilingual programs.

UCSB Washington Center Program The UCSB Washington Center Program supports and supervises undergraduate students who pursue internships, research, and creative activities in the nation's capital. The program is open through a competitive application process to upper-division students in all majors. Students may participate during any academic quarter, or during summer, and may earn up to eight units of internship credit (INT 192DC) and four units of independent study credit (INT 199DC). Students receive credit toward graduation with INT 192DC and INT 199DC, but need consent from their department to apply the units to their major. Students who meet the financial need and other eligibility criteria may apply for a President's Washington Scholarship to help cover supplemental intership costs. A minimum GPA of 2.8 is required. The UCSB Washington Center also offers a unique opportunity for UCSB faculty members and graduate students to teach and pursue research in the Washington D.C. area. UCSB faculty members and graduate students in residence advise interns in conducting research and writing major research papers. UCSB faculty, along with faculty from other participating UC campuses, offer upper-division courses at the Center in diverse academic fields; students may receive credit for any of these courses.

Fees paid by students cover only a portion of the cost of the operation of the University. Income from endowment funds, grants, and gifts from alumni and friends of the institution makes up the difference.
Tuition Fees
For on-campus graduate study in Columbian College of Arts and Sciences, the School of Business and Public Management, the Graduate School of Education and Human Development, the School of Engineering and Applied Science, and the Elliott School of International Affairs: Graduate students taking credit courses at all levels are charged $810 per credit hour on the main campus and $650 per credit hour at the Virginia campus. Doctoral study in the School of Business and Public Management is charged at the rate of $11,520 for two semesters. Nondegree students taking courses on the main campus are charged $877.50 per credit hour. The following Virginia campus programs are each charged at a single fee for the full program: In the School of Business and Public Management, the Executive Master of Science in Information Systems Technology, $27,980, and the Executive Master of Business Administration, $63,000. In the Graduate School of Education and Human Development, leading to the degree of Doctor of Education, the Executive Leadership in Human Resource Development Program, $49,735, and the Higher Education Administration Program, $48,000. In the School of Engineering and Applied Science, the Executive Master of Engineering Management and the Master of Science in the field of Telecommunications and Computers, $29,960.

UPDATE ON THE WORK INCENTIVES IMPROVEMENT ACT (S.331) On Thursday, March 4, 1999, the Senate Finance Committee met to mark-up the bill, the process of changing language and adding amendments. As of Thursday, the bill had 62 cosponsors. The bill passed out of Committee on a vote of 16-2 without amendment. This bill, as related in previous issues of the Washington Update, will help individuals with disabilities enter the workforce without losing their health benefits. Title I on the bill will provide states with two new, entirely voluntary, state Medicaid options. The first option builds on a change enacted in the Balanced Budget Act of 1997 which permits people with disabilities who qualify for Supplemental Security Income but who have incomes higher than the SSI eligibility cut-off to buy into Medicaid. The second option allows states to permit individuals with a severe, medically determinable impairment who would otherwise lose eligibility because of medical improvement to buy into Medicaid. Title II of the bill, the Ticket, directs the Commissioner of Social Security to establish program (Ticket to Work and Self Sufficiency

Counseling and education Homebuyer education and counseling programs are a critical component for homeownership. Because most Native families are first time - if not first generation homebuyers, they often need education on the steps required to make a successful loan application to qualify for a mortgage. These programs can also provide assistance in learning about homeownership, its benefits, and requirements. In some cases, individuals may have poor, or no credit history, and may not be familiar with the mortgage lending process and required home maintenance activities. Some individuals may only need to attend an introductory class on homeownership, while others may require up to two years of one-on-one counseling to repair credit or reduce existing debt before they are ready to submit an application to a lender. Education and counseling can be crucial in helping an individual or family become and remain a homeowner.

Final 457 Regulations for Employers Expected In Mid-2003
December 6, 2002 The Internal Revenue Service (IRS) is now expected to release final regulations on Section 457 plans in mid-2003. Speaking at the annual IRS Western Conference on Tax Exempt Organizations, a senior IRS official stated that plan sponsors and plan administrators can rely on the proposed Section 457 regulations (REG-105885-99) issued in May 2002 as the IRS rarely makes final regulations stricter than those originally proposed. Please refer to ICMA-RC's July 2002 457 Employer Bulletin for details on the proposed regulations. Although the likely timing for issuance of the final regulations was suggested to be mid-2003, the IRS official left open the door that they may be issued sooner than that. It was also indicated that audit guidelines for Section 457 plans are expected shortly after the release of the final regulations.
