Considering Seven Vital Focal Points in the Planning and Development of Two-Way Programs Introduction Seven Vital Focal Points Conclusion References ... Resources by Mary T. Cazabon, Ed. D., Director of Bilingual, Two-Way and ESL Programs, Cambridge, MA Two-way bilingual education programs have been described in a national study as "the program with the highest long-term academic success" for language minority students (Thomas & Collier, 1997, p. 52). Two-way bilingual education programs are an adaptation of the original one-way, French immersion model described by Lambert and Tucker (1972). This adaptation is by no means a simple one, because the two-way format serves and provides direct assistance to two and potentially multiple linguistic and ethnic subgroups by giving each group the opportunity, through direct student-to-student interpersonal contacts, to learn not only a second very useful language but the opportunity to learn about the members of the cultural groups represented in their classrooms. Creating a two-way program is a challenge. One challenge is recognizing that an enormous amount of commitment, time and perseverance will be required on the part of all participating individuals in the planning and development of the two-way program. Another challenge is making sure that the planning team understands the critical nature of the process without becoming overwhelmed while accomplishing the task.

SMCPS 2003-2004 Operational Calendar
1 Nov 2002 Five emergency closing days are built into the calendar. If they are not used, they will be deducted from the June closing date. Additional days needed for compensation for emergency closing are indicated. If additional days are needed, they will be added to the closing date. The number of days for students will be a minimum of 180 and the number of days for teachers will be 189 duty days. School buildings and offices may be closed on some professional days to permit all employees to participate. Notice will be given. Appropriate exercises will be held in the schools for the following days: Washington's Birthday; Lincoln's Birthday; Veterans Day; Columbus Day observed October 12th; Martin Luther King, Jr.'s Birthday; Arbor Day; Flag Day observed June 14th; and any other day of national significance. Pursuant to Education Article 8-402, Annotated Code of Maryland, extended school year services will be provided to students with disabilities who are determined through the Admission, Review, and Dismissal process to need specific special education services beyond the 180 school days.

Collins, Coordinator, Pupil Services RE: PARENT(S) NOTIFICATION OF RIGHTS UNDER (FERPA) The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age ("eligible students") certain rights with respect to the student's education records. They are: (1) The right to inspect and review the student's education records within 45 days of the day the school division receives a request for access. (2) The right to request the amendment of the student's education records that the parent or eligible student believes are inaccurate or misleading. Parents or eligible students may ask Franklin City Public Schools to amend a record that they believe is inaccurate or misleading. They should write the school principal, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading.
