Scope:
The Washington Papers include correspondence (1697-1799), letter books (1754-1799), diaries (1748-1799), accounts, military papers (1755-1783). The papers deal with Washington's relations with the Continental Congress, his command of the Continental Army, and his Presidency.
Arrangement:
The George Washington Papers are divided into eight series, arranged chronologically or alphabetically depending on the contents.
Notes:
The Index to the George Washington Papers lists documents in the collection by proper name, date, and series. The Index arranges items primarily by correspondent and then chronologically if a name is repeated. Some subject entries are used. The Reel List in the front of the Index indicates on which reel a particular series, date, or other information can be found. In order to retrieve material, one should consult the Index first and then the Reel List for the appropriate reel number. There is a special name and subject listing for Series Seven.
The collection contains 64,786 manuscripts.

The following information is taken from Uncle John's Bathroom Reader:
Washington was the first president of the United States under the Constitution of 1789... but the United States declared its independence 13 years before that. In 1777, the Congress adoped the Articles of Confederation, which were ratified by the states in 1781. Later that year, this new legislative body convened and elected John Hanson "President of the United States in Congress Assembled." Hanson had been a member of the Maryland assembly and the Continental Congress, where he played a key role in convincing Maryland to adopt the Articles of Confederation (Maryland was the only state opposed.) Washington sent Hanson a letter of congratulations on his "appointment to fill the most important seat in the United States."
There were seven other Presidents who served under the Articles of Confederation, now forgotten by all except the most trivial of historians.

Washington as It Was, 1923-1959
On January 20, Franklin D. Roosevelt became the first U.S. president sworn into office in January. It was his second of four inaugurations; the first had been held fours years earlier on March 4, 1933. Roosevelt's first inauguration had been shadowed by the onset of the Great Depression. Within a week of taking office, the new President had declared a Federal Bank Holiday. Roosevelt's Second Inaugural Address was optimistic about the gains that had been made during his first administration, while acknowledging that much more was needed. In his speech he shared his vision of the nation's potential and challenged Americans to continue in a united effort to address poverty. Let us ask again: Have we reached the goal of our vision of that fourth day of March 1933? Have we found our happy valley? . . .

The Senate Irritates President George Washington The Senate spent most of its first year setting precedents. During the month of August 1789, it established two precedents that particularly irritated President George Washington. On August 5, for the first time, the Senate refused to confirm a presidential appointee. Ignoring the budding concept of "senatorial courtesy," President George Washington had nominated Benjamin Fishbourn to the post of Naval Officer for the Port of Savannah without clearing his choice with Georgia's two senators. Favoring another candidate who was a member of his political circle, Senator James Gunn promptly engineered Fishbourn's rejection. Two days later, the president conveyed his irritation to the Senate. "Permit me to submit to your consideration whether on occasions where the propriety of Nominations appear questionable to you, it would not be expedient to communicate that circumstance to me, and thereby avail yourselves of the information which led me to make them, and which I would with pleasure lay before you." The president then nominated a candidate acceptable to Senator Gunn. From late in the eighteenth century until the early 1930s, senators occasionally derailed nominations for positions wholly within their states simply by proclaiming them "personally obnoxious." No further explanation was required or expected.

Unsigned Cat. no. 31.00001.000 This painting is both one of the first and one of the most splendid fine art acquisitions by the Senate. American artist Rembrandt Peale created the portrait in 1823, basing it on his earlier life studies of Washington. Peale hoped it would become known as the standard likeness of the first president. After exhibiting the work in the Capitol and throughout Europe, the artist succeeded in selling it to the Senate in 1832. Rembrandt Peale and his father, Charles Willson Peale, painted George Washington from life in Philadelphia in the fall of 1795. The Peales alternated with portraitist Gilbert Stuartthe Peales painted Washington one day and Stuart, the next. The younger Peale was never fully satisfied with his resulting life portrait. Nor, in fact, did he consider any existing portrait of Washington, whether by his father, Gilbert Stuart, John Trumbull, or any other contemporary artist, to be a worthy and true representation. Therefore, almost a quarter century after his initial life study, Peale set out to create a portrait that would show Washington's "mild, thoughtful and dignified, yet firm and energetic countenance." In his privately-printed essay, Lecture on Washington and his Portraits, Peale recounted repeated attempts to put on canvas "the Image which was so strong in my mind, by an effort of combinations, chiefly of my father's and my own studies." In 1823, after numerous attempts, Peale made one final effort. Confining himself to his studio for three months, he painted in a "poetic frenzy," creating what he hoped would become the standard likeness of Washington. When completed, the portrait was given the blessing of the elder Peale, who, Rembrandt reported, judged it the best he had ever seen. Because Peale placed his painted likeness of Washington in a representation of a masonry porthole surrounded by an honorific wreath of oak leaves, the picture has come to be called the "porthole portrait."
