    Navy ships on the Potomac passing George Washington's tomb at Mount Vernon pay tribute to the memory of our first president in one of the Navy's oldest ceremonies. Ships of the Navy follow a prescribed and inspiring ceremony; private vessels toll their bells as they pass the channel leading to the Mount Vernon wharf.
    Commodore Charles Morris, United States Navy, related the earliest known account of this ceremony. In May of 1801, three men-of-war of the U.S. Navy passed up the Potomac River to the new Navy Yard in the District of Columbia. Commodore Morris, as a young midshipman, was on board the two-year old frigate USS Congress (36 guns, Captain James Sever). In his autobiography he states:

    (CNN) President Bush addressed a prayer service on Friday at the Washington National Cathedral. Here is a transcript of his comments: We are here in the middle hour of our grief. So many have suffered so great a loss, and today we express our nation's sorrow. We come before God to pray for the missing and the dead, and for those who loved them. On Tuesday, our country was attacked with deliberate and massive cruelty. We have seen the images of fire and ashes and bent steel. Now come the names, the list of casualties we are only beginning. They are the names of men and women who began their day at a desk or in an airport, busy with life. They are the names of people who faced death and in their last moments called home to say, be brave and I love you. They are the names of passengers who defied their murderers and prevented the murder of others on the ground. They are the names of men and women who wore the uniform of the United States and died at their posts. They are the names of rescuers the ones whom death found running up the stairs and into the fires to help others. We will read all these names. We will linger over them and learn their stories, and many Americans will weep.

    Until 1971, both February 12 and February 22 were observed as federal public holidays to honor the birthdays of Abraham Lincoln (February 12) and George Washington (February 22).
    In 1971 President Richard Nixon proclaimed one single federal public holiday, the Presidents' Day , to be observed on the third Monday of February, honoring all past presidents of the United States of America.
    Please Note: The Federal statute designates this day as Washington's Birthday, President Nixon issued a proclamation declaring the holiday as "President's Day" in 1971. President Nixon erroneously believed that a Presidential proclamation on the matter carried the same weight as an Executive Order.
    Since that change in 1971, the common term has been "President's Day".

    George Washington, born February 22, 1732 in Virginia, was a natural leader, instrumental in creating a united nation out of a conglomeration of struggling colonies and territories. The first president of the United States of America is affectionately honored as "the father of his country." Shortly after his twenty-second birthday, Washington served in the army of King George III of England and was put in command of a troop of soldiers. The French were settling on British soil and turning the local Indians against the British colonists. Later, in the war against the French and Indians, Washington commanded large troops of soldiers and showed courage that inspired all his soldiers.

    George Washington - A Concise Biography On April 30, 1789, George Washington, standing on the balcony of Federal Hall on Wall Street in New York, took his oath of office as the first President of the United States. "As the first of every thing, in our situation will serve to establish a Precedent," he wrote James Madison, "it is devoutly wished on my part, that these precedents may be fixed on true principles." Born in 1732 into a Virginia planter family, he learned the morals, manners, and body of knowledge requisite for an 18th century Virginia gentleman. He pursued two intertwined interests: military arts and western expansion. At 16 he helped survey Shenandoah lands for Thomas, Lord Fairfax. Commissioned a lieutenant colonel in 1754, he fought the first skirmishes of what grew into the French and Indian War. The next year, as an aide to Gen. Edward Braddock, he escaped injury although four bullets ripped his coat and two horses were shot from under him. From 1759 to the outbreak of the American Revolution, Washington managed his lands around Mount Vernon and served in the Virginia House of Burgesses. Married to a widow, Martha Dandridge Custis, he devoted himself to a busy and happy life. But like his fellow planters, Washington felt himself exploited by British merchants and hampered by British regulations. As the quarrel with the mother country grew acute, he moderately but firmly voiced his resistance to the restrictions.

    Biography

    George Clinton, (1739-1812), American public official, influential in the politics of the Revolutionary and early national periods. Clinton served seven times as governor of New York (1777-1795 and 1800-1804) and was twice elected VICE PRESIDENT OF THE UNITED STATES (1805-1812), serving under presidents JEFFERSON and MADISON Clinton was born in Little Britain, N.Y., on July 26, 1739. He served in the French and Indian War, then studied and practiced law and entered the New York Assembly. During the controversy with Britain he became known as a fiery radical. Clinton was elected to the Second Continental Congress, but, having been commissioned a brigadier general in the militia in December 1775, he was absent for the signing of the Declaration of Independence. The outbreak of the Revolution saw Clinton entrusted with the defense of the Hudson River valley. By his own admission, however, he was an ineffectual military strategist, and his lack of tactical skill led to the loss of Fort Montgomery and the burning of Esopus in the fall of 1777. He returned to New York politics in 1777, becoming the state's first governor, and built a powerful political machine. He was respected for his management of finances, astute handling of a dangerous Indian problem, and severe treatment of Loyalists.

    Japanese Prime Minister Junichiro Koizumi has renewed his pledge of non-combat support to the United States at a meeting with President George W Bush.

    Japanese Prime Minister Junichiro Koizumi The meeting in Washington came a day after Mr Koizumi visited New York's 'Ground Zero' where the twin towers of the World Trade Centre once stood. Mr Koizumi has made clear he will not undo constitutional restraints barring Japan from combat operations overseas. But he told reporters after meeting President Bush that there were "many ways to co-operate". He mentioned both diplomatic and medical assistance as possible options for Japan. Logistical support The Japanese Government is preparing new laws that will enable significant logistical support for the US military.
