(Third Monday in February)
Until 1971, both February 12 and February 22 were observed as federal holidays to honor the birthdays of Abraham Lincoln (Feb. 12) and George Washington (Feb. 22).
In 1971 President Richard Nixon proclaimed one single federal holiday, the Presidents' Day , to be observed on the third Monday of February, honoring all past presidents of the United States of America. Please Note: The Federal statute designates this day as Washington's Birthday, President Nixon issued a proclamation declaring the holiday as "President's Day" in 1971. President Nixon erroneously believed that a Presidential proclamation on the matter carried the same weight as an Executive Order.
Since that change in 1971, the common term has been "President's Day".

Reproduction #: (color) LC-USZC4-2968 On April 30, 1789, George Washington delivered his first inaugural address to a joint session of Congress, assembled in Federal Hall in the nation's new capital, New York City. The newly-elected president delivered the speech in a deep, low voice that betrayed what one observer called "manifest embarrassment." Washington had not sought the office of president and was humbled by the nation's request for him to serve. Aside from recommending constitutional amendments to satisfy citizens demanding a Bill of Rights, Washington confined his address to generalities. He closed by asking for a "divine blessing" on the American people and their elected representatives. In delivering an inaugural address , Washington went beyond the constitutional requirement to take an oath of office and thus established a precedent that has been followed since by every elected president. The Founding Fathers It is certain that there were Christians among the founding fathers of the United States, however, historical evidence militates against the view that those who formulated the fundamental documents of American government were, in the main, Christians. Ask George. Need to reserve a camping area, but don’t know how? Ask George. Want to know who your state legislator is? Well, George knows that too. From the architects of Ask Jeeves — the search engine that allows full-sentence questions in simple, plain English — comes its Washington state government cousin, Ask George, named after the first president. The search engine went live Feb. 15 on the state’s portal ( access.wa.gov Laura Parma of the state Department of Information Services said a technology government steering committee last year decided that it made sense to offer an easy-to-use search engine for citizens. After a competitive bidding process, the state chose Ask Jeeves Inc.’s Business Solutions last November. Parma said development cost $73,000 and it pays the company an $18,000 monthly subscription fee, which includes licensing and hosting, technical support, editorial enhancements and reports on usage.

Will somebody tell former Rep. J.C. Watts that retirement from Congress normally means Washington sees less of you? While he quit to spend more time in Oklahoma with his family, he’s taken on several prominent Washington roles and is popping up in press releases every week. The latest: He’s cochairing a new group to lobby Congress on behalf of President Bush ’s request for $15 billion in emergency AIDS relief for Africa. It’s called the Coalition for AIDS Relief in Africa and is affiliated with the Corporate Council on Africa, funded by several major companies. Watts, the former No. 4 House Republican and the highest-ranking African-American in the party, also runs the J.C.
