The nightmare begins: a library patron in Oak Harbor passes behind a teenager surfing the net at the public library. To the passerby's disgust, the teenager is hovering over a web site that features a photo of a naked woman. The next step is a letter to the editor, followed by a stinging anti-First Amendment editorial and a series of complaints to the library district. Washington libraries enter the computer age not with glowing reports of technology and speed, but angry cries at easy access to offensive websites. The struggle between intellectual freedom and personal taste manifests itself in front of computer terminals at libraries across the state. The challenge some libraries face today is reconciling community fear over what's on the Internet while remaining committed to intellectual freedom and access to information. The World Wide Web is a vast resource that is dramatically different from any of our other resources in one key way-it is not an item in a collection, but unregulated access to information. In some communities, libraries are being asked to limit what's offensive while maintaining what is valuable. From a public relations perspective, this is a real big headache. And it won't go away with two aspirin and a good night's sleep.

up in sparkling whirls and blew away on a wind turned dark with burning."Ray Bradbury, Fahrenheit 451 USUALLY THE BIGGEST debate at the weekly staff meeting in Seattle's downtown library is whether to put an "L" sticker for "little children" or an "E" sticker for "easy reading" on the picture books. However, this week's meeting involved a more trying decision. "What we need is more computers, not less access," said Chance Hunt, head of the children's department. "They offer a false sense of security," said Betsy Kluck-Kiel, a veteran library consultant. The staff members, crammed between boxes of glue, coloring paper, and crates of books on the third floor, were nervously discussing a new law that will force them into something antithetical to librariescensorship. Pushed by Senator John McCain (R-AZ) and signed into law by President Clinton three weeks ago, Title 17 of the 2001 appropriations bill requires all public schools and libraries who want federal funding to censor what people see on the Internet. While many of Seattle's public schools already have the problematic Internet filters, local libraries were caught off guard by the demanding law. The new law forces librarians to make a tough decision: Agree to censorship and get the much-needed federal funds, or take a stand against censorship and lose the federal funds. It's a difficult call, especially for Washington libraries. Washington is one of three states in the country that do not get state funding. Despite the financial dilemma, some librarians, like Downtown Seattle Library Director Deborah Jacobs, are taking a strong stand.

Washington libraries face tax cut
News > Late Bulletins Libraries in the state of Washington are facing a tax cut, that if passed, would be disastrous to funding. This new threat comes on the heels of a 1999 tax cut. 'Many localities depended on this tax for as much as 75 percent of their total operating revenue,' State Librarian Nancy Zussy told LJ . 'Two libraries in one small town are hanging on for dear life and not expected to survive; others, hit by the domino effect in their cities—as large as Spokane and Tacoma—are facing significant shortfalls.' Zussy explained that the state's regional library systems are funded almost entirely by local property taxes, and the pending tax-cutting initiative would 'roll the taxes back to 1999 levels and limit increases to two percent a year or [the rate of] inflation, whichever is smaller. If passed, the effect on libraries will not be swift, but it will be substantial and negative.'

Swastikas Painted on Two Washington Libraries Staff 9/7/1998
News > This Week Swastikas were discovered last week painted on the outside of two branches of the Spokane County Library District, WA, according to the Spokane Spokesman-Review . The newspaper said that several swastikas and the words "ein volk," German for "one people," were painted on the Argonne branch. Similar symbols and the date April 15 were on the walls and windows of the Valley branch. The graffiti was painted over in a day, and officials are looking for suspects.
