Teacher Certification at Washington College
In compliance with the Maryland Redesign of Teacher Education, the heart of the Washington College Teacher Certification Program is a two semester, 100 day internship that begins with the second semester of the junior year and ends with the completion of the student teaching experience in the fall semester of the senior year. Alternately, students may elect to begin the internship in the spring semester of the senior year and complete student teaching in the fall semester following graduation. Special accommodations will be made for non-traditional students. The internship will be completed in one of the ten Professional Development Schools the College has established in three local counties.

Interested individuals should email the PESB with their name, email address, and request to be placed in a notification database. pesb@ospi.wednet.edu The 2003 Legislature will face a tough budget process during the 2003 Legislative Session. Alternative Route programs may be able to operate next year (Summer 2003-Summer 2004) if the Legislature appropriates funds for alternative routes in the budget and the Governor signs the budget bill. Typically these events won't occur until late May 2003 or June 2003, however they could occur later depending on whether the Legislative Session ends on time or not. At that time, individuals on the list will receive notification from the PESB with contact information.

Dr. Howard is an assistant professor in the Education Program at the University of Washington Tacoma campus. He teaches foundations of education and social studies methods courses in the Teacher Certification Program and foundations, research methodology, learning theory courses in the Master of Education Program.
Through the UW Teacher Certification Program (TCP), Dr. Howard is focused on developing leadership skills by: (1) introducing academic service learning as a pedagogy to UW TCP students; (2) requiring TCP students to implement a contextual teaching and learning experiment in their student teaching; and (3) providing students with the opportunity to interact with and 5th and 6th grade students at Suquamish Elementary in the North Kitsap District.

How does one become certificated to teach in the public schools (K-12) in Washington? To be qualified to teach in the public (K-12) schools in Washington, you need to earn three things: 1. A Bachelor's Degree. If you want to teach in Washington, you must earn a bachelor's degree, either before beginning or concurrently with* an approved teacher certification program. (*The concurrent option is only available if the college or university where you're pursuing your BA/BS has an undergraduate teaching option; UW does not).

Supporters of traditional teacher certification argue that to improve the quality of education it is imperative to ensure that both professional knowledge and subject-matter competency are grounded in a solid foundation of pedagogical training (Roth, 1986; Shulman, 1986, 1987; Watts, 1986; Kennedy, 1990).

EVALUATION RESULTS
The measure of alternative certification program effectiveness depends on the quality of teachers and of students taught by these teachers. While the body of literature in alternative certification is descriptive of programs, there is little substance in critical evaluation. Although educators and measurement experts do not agree on universal effective measures of teacher ability and the quality of student learning, performance on standardized tests (NTE for teachers and SAT/ACT for students) is most widely used.

Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements.

According to a 1999 survey of state education agencies(SEAS), 39 states and the District of Columbia offer English as a second language (ESL) teacher certification or endorsement, while 24 states and the District of Columbia offer bilingual/dual language teacher certification or endorsement. In addition to offering teacher certification in ESL, 23 states have legislative requirements that teachers placed in ESL classrooms must be certified in ESL. In addition to offering bilingual/dual language certification, 17 states have legislative requirements that teachers placed in bilingual/dual language classrooms must have bilingual/dual language certification. The table below provides a summary of ESL and bilingual/dual language offerings, and legislative requirements by state.

Creation of a pilot program to certify state of Washington tribal language and culture teachers will strengthen the cultural heritage of tribes and add to the cultural resources of the state, said a Washington State University official. "The Washington State Board of Education's decision last month represents a significant turning point for reversing historical educational practices and policies that severely and negatively impacted Native peoples,
languages and cultures," said Barbara Aston, WSU assistant to the provost/tribal liaison. The First Peoples' Language Committee of Washington State a grassroots group of tribal elders, language educators, linguists and university representatives proposed the new program, indicated Education Week, a
newspaper published by Editorial Projects in Education Inc., a nonprofit, tax-exempt organization based in Washington, D.C. Committee members felt a sense of urgency to get more speakers of tribal languages into classrooms. Many Native speakers are elderly, unable to pass on their language knowledge. When they die, their knowledge dies with them.
