Heartland Operation to Protect the Environment (HOPE) is a nonprofit educational and informational resource service. Since 1990, we have been studying and compiling information with regard to nuclear waste issues across the nation. We have focused mainly on low-level radioactive waste (LLRW) and irradiated fuel rod transportation.

    The State of New Mexico's authority to regulate the Waste Isolation Pilot Plant ( WIPP ) for the protection of human health and the environment is governed under the New Mexico Hazardous Waste Act ( HWA ) and the Resource Conservation and Recovery Act ( RCRA ). Under RCRA, State programs are authorized to operate in lieu of the Environmental Protection Agency ( EPA
    On October 27, 1999, the New Mexico Environment Department ( NMED ) issued a final decision to grant a Hazardous Waste Facility Permit to WIPP for the storage and disposal of transuranic mixed waste. This web site provides the public with information regarding NMED's implementation of the permit, including permit modifications at the request of the Permittees, currently the US Department of Energy ( DOE ) Carlsbad Field Office ( CBFO ) and Washington TRU Solutions LLC.

    March 5, 2003
    - NMED Hazardous Waste Bureau Chief James Bearzi issued a Notice of Deficiency ( NOD ) regarding the Class 3 permit modification request for Remote Handled Waste submitted by the Permittees on June 28, 2002. NMED found the permit modification request to be technically deficient, and provided NOD comments listing the requested information necessary for NMED to consider preparation of a draft permit.
