Water Quality Control Division
The Water Quality Control Division is recognized as Colorado’s leading agency for monitoring and reporting on the quality of state waters, preventing water pollution, protecting, restoring and enhancing the quality of surface and groundwater, and assuring that safe drinking water is provided from all public water systems. The Division is also committed to continuously enhancing and improving service to all segments of the public. The Colorado Water Quality Control Division regulates the discharge of pollutants into the state's surface and ground waters and enforces the Colorado Primary Drinking Water Regulations. The Colorado Water Quality Control Commission is the administrative agency responsible for developing specific state water quality policies, in a manner that implements the broader policies set forth by the Legislature in the Colorado Water Quality Control Act . The Commission adopts water quality classifications and standards for surface and ground waters of the state, as well as various regulations aimed at achieving compliance with those classifications and standards.

Most freshwater and marine water resources are influenced by human activities. Whether associated with changes of the physical environment, such as reclamation of flood plains and coastal areas; construction of dams and bridges; deepening of navigation channels, or changes in water quality through the use of the aquatic systems as recipients for waste water, these may, if not designed or controlled properly, have an adverse impact on the aquatic life. The growing population and demands for welfare improvement further increases the pressure on these resources. What is water quality?
Fresh clean water is essential to the health and wellbeing of the community. Deciding whether water quality is "good" or "bad" really depends on your point of view. It comes down to whether or not the quality of the water is suitable for the use the community wants to put it to, or the values it places on it. For example, the quality of Canterbury's waters determines their suitability for a variety of uses including drinking, mahinga kai, swimming and other forms of recreation, stock watering, industrial processing, and irrigation. The quality of water is also an essential factor for fish and other aquatic life, and is also a major part of the aesthetic and cultural values of waters. For many uses and values, quality can be determined relative to certain minimum requirements, such as concentrations of contaminants. For example, water may be no longer suitable for drinking once the concentration of a particular substance in that water exceeds a particular value. When that happens the water is said to be polluted. But for other values, it is not so much the concentration of a contaminant that is important as where it comes from. An example of this is where the community places a high value on the "naturalness" of a water body. In this situation the presence of any contaminant caused by human activity may be unacceptable to some people.
