What is water quality?
Water is essential to human life and to the health of the environment. As a valuable natural resource, it comprises marine, estuarine, freshwater (river and lakes) and groundwater environments, across coastal and inland areas. Water has two dimensions that are closely linked - quantity and quality. Water quality is commonly defined by its physical, chemical, biological and aesthetic (appearance and smell) characteristics. A healthy environment is one in which the water quality supports a rich and varied community of organisms and protects public health. Water quality in a body of water influences the way in which communities use the water for activities such as drinking, swimming or commercial purposes. More specifically, the water may be used by the community for:
  • supplying drinking water
  • recreation (swimming, boating)

SEMCOG is the designated area-wide water quality management agency under section 208 of the Federal Clean Water Act. The focus of SEMCOG's water quality program is to advocate for the implementation of the policies and recommendations in the Water Quality Management Plan for Southeast Michigan (2.0 MB) . Staff work with member governments and others involved in water quality protection to implement policies and recommendations in the plan. Through implementation of the plan, staff assist with the coordination of watershed and subwatershed plans between, and within, the major watersheds in the region. SEMCOG supports inter-municipal coordination in developing and implementing watershed-based management plans. SEMCOG offers to assist with the facilitation of plan preparation and development, particularly those common elements required by the state or federal mandates. More specific examples of SEMCOG's water quality efforts follow: Watershed Management
Working with member governments, staff provide technical assistance on watershed management issues, including partnering with counties and local governments on water quality issues within their jurisdictions. One example of this is the staffing and assistance provided to the Macomb/St. Clair Inter-County Watershed Management Advisory Group.

Land Use Water Quality Federal Phase II Storm Water Regulations The U.S. Environmental Protection Agency (USEPA) has issued the Phase II Storm Water Rule, which requires municipalities and other public bodies that operate a separate storm water drainage system within a U.S. Census-defined Urbanized Boundary to obtain a storm water permit by March 10, 2003. This permit program affects over 170 communities in Southeast Michigan and is administered by the Michigan Department of Environmental Quality (MDEQ).
SEMCOG has been actively involved in providing assistance to Phase II member communities. Activities include:
  • Developing a Web site, Southeast Michigan Phase II Storm Water Information Clearinghouse , in collaboration with the Clinton River Watershed Council to provide communities and other interested parties with a central clearinghouse for informational materials about the Phase II storm water regulations.     Our aim is to maintain the air, land and water in the borough to the highest possible quality. This is done by monitoring the environment, controlling the release of pollution, giving advice and by taking action against those who pollute. Water in Tower Hamlets is important to us all. Of course, we need it to drink, but we also use it for safe recreation. A large area of our borough borders the river Thames, and there are many canals, docks and other inland waterways. The Health and Environment section of the council is responsible for the routine testing of both drinking water and recreational water.       The Environmental Sciences Team has been undertaking several monitoring projects involving drinking water, private water supplies, recreational water and swimming pools.
      Mains drinking water
      This project is shared with other London councils. There has been an annual increase in compliance to current levels of over 99.8%. Thames Water has delivered significant water improvements in London in the last 10 years. Legislation governing water supplies continues to get stricter and it is good to note that Thames Water has a programme in place to meet the required improvements.       Private Drinking Water Supplies
      The regulation of deep well water supplies is a statutory function under the Private Water Supply Regulations 1991. Currently there are six active private water supplies, both commercial and residential, under our jurisdiction. The trend is the bigger supplies with full treatment do seem to comply with the Regulations but the smaller supplies without treatment do not comply with all the parameters.     • Boulder County lies within the St. Vrain watershed, which is part of the larger South Platte River basin, which is nested within the Missouri/Mississippi river basins. The St. Vrain watershed is bordered on the west by the Continental Divide between Longs Peak and James Peak. Boulder County accounts for 75% of its 993-square-mile area, with the remainder extending into portions of Gilpin, Jefferson, Adams and Weld Counties.
    The 440-square-mile Boulder Creek watershed is the major "sub" watershed within the St. Vrain. Indicator Description:
    This indicator monitors four stream segments in the St. Vrain watershed whose water quality is "impaired" according to state standards. The data come from Colorado's 2002 303(d) List, a document that is mandated by the Clean Water Act. This list, compiled by the Water Quality Control Division (WQCD) of the Colorado Department of Health and Environment, identifies water quality impairments to stream segments for every river basin in the state. Why We Are Measuring This:
    Water is one of the fundamental elements of life, especially in a semi-arid region such as ours. The health and sustainability of Boulder County are inextricably linked to the quality of its watershed.

    The Canadian Water Quality Index (CWQI) is a means to provide consistent procedures for Canadian jurisdictions to report water quality information to both management and the public. A sub-committee established under the Canadian Council of Ministers of the Environment (CCME) Water Quality Guidelines Task Group was responsible for it's development. For a technical manual on the CWQI and other information please refer to the CCME website A water quality index is a means to summarize large amounts of water quality data into simple terms (e.g., good) for reporting to management and the public in a consistent manner. Similar to the UV index or an air quality index, it can tell us whether the overall quality of water bodies poses a potential threat to various beneficial uses of water, such as habitat for aquatic life, irrigation water for agriculture and livestock, recreation and aesthetics, and drinking water supplies.     Background
    In 1969, the governments of Alberta, Saskatchewan, Manitoba and Canada signed the Master Agreement on Apportionment. The primary purpose of that agreement was to provide for the sharing of water in eastward flowing streams that cross interprovincial boundaries. The Master Agreement also established the Prairie Provinces Water Board to oversee the Agreement. While the authors of the Master Agreement were primarily concerned with water quantity, they also recognized the potential importance of water quality. Consequently, the Agreement states that interprovincial water quality problems are to be referred to the Board for consideration. Over the years the PPWB has developed an active water quality program, including monitoring at 12 PPWB monitoring stations. However, given the increasing importance and the complexities of both water quality issues and how to respond to them, the Board considered it necessary to better define its roles and responsibilities in the area of interprovincial water quality matters. In recent years the Prairie Provinces Water Board has worked towards more integrated ecosystem and watershed approaches in dealing with environmental issues. Complementing these approaches is the recent adoption by governments of the source to tap, multi-barrier approach to protecting drinking water for Canadians. The multi-barrier approach highlights the importance of protecting the lakes, rivers and aquifers which are the sources of our drinking water, as well as ensuring effective treatment and distribution systems.

    Souris River Bilateral Water Quality Monitoring Group
    The Souris River Bilateral Water Quality Monitoring Group was established on October 26, 1989 under the Canada-United States Agreement for Water Supply and Flood Control in the Souris River Basin . The willingness of the United States to make a financial contribution to the Rafferty-Alameda water control project in Saskatchewan, in exchange for flood control benefits, led to the signing of the Agreement between the two countries. The Agreement, developed to encourage cooperation amongst governments in dealing with matters of common concern, provided operating and maintenance plans for the Rafferty-Alameda project. It enabled the exchange of funds, reporting procedures, compensation and dispute-resolution measures. It also specified that water quality objectives would be co-operatively developed for the Souris River. The Bilateral Water Quality Monitoring Group is responsible for interpreting and exchanging data, and preparing an annual report on Souris River water quality. The Group is also responsible for developing recommendations to governments on the monitoring program and establishing water quality objectives at the two boundary crossings of the Souris River.

    Executive Summary
    Environment ACT undertakes a water monitoring program for the ACT which includes water quality and streamflow monitoring. This information is used to determine whether waters in the ACT are of adequate quality and if the management strategies used to achieve or maintain such water quality are adequate. This report provides the ACT community with the results of the program and the level of compliance with the ACT Water Quality Standards. Water quality is monitored in the major urban lakes (with the exception of Lake Burley Griffin, a Commonwealth responsibility) and Burrinjuck Reservoir which is immediately downstream of the ACT. The major rivers and some urban streams are also monitored. River flow is measured at a number of sites throughout the ACT. Rainfall for the period was above the long term average. As a result, streamflow was also higher than for last year and has had observable effects on water quality in some areas with elevated levels of suspended solids and turbidity. The drought caused a reduction in surface vegetation leaving soils prone to higher erosion. The increased rainfall and corresponding runoff has facilitated this erosion. The report uses the median value for the year as the measure of the average condition. The condition of water quality at the monitoring sites is assessed by comparison of the median value with concentrations listed in the water quality standards. For flow dependent indicators a flow concentration relationship has been used to determine compliance with the water quality standards.
