New Zealand has a diverse range of aquatic environments from mountain springs to the deep sea, connected by an intricate network of rivers, lakes, wetlands, estuaries and groundwater systems. The Ministry for the Environment has worked closely with local government and health agencies to develop the new Microbiological Water Quality Guidelines . These guidelines provide a framework for monitoring and reporting on the quality of recreational waters. The Ministry has also been involved in the development of the ANZECC Water Quality Guidelines , which have a particular focus on managing toxic contaminants. The Australian and New Zealand Environment and Conservation Council (ANZECC) has finalised the Australian and New Zealand Guidelines for Fresh and Marine Water Quality. The primary objective of these guidelines is: "To provide an authoritative guide for setting water quality objectives required to sustain current, or likely future, environmental values [uses] for natural and semi-natural water resources in Australia and New Zealand." These guidelines provide an authoritative reference for water quality management in New Zealand - particularly for toxic contaminants - and are a big step forward in helping us manage water quality. What does IDEM do with the data?

In order to accurately discuss surface water quality, it is important to understand two key terms, watershed and basin. A watershed is a land area that drains into a lake or river and its tributaries. A basin is a large watershed or group of watersheds such as the Great Lakes and Ohio River basins. For the purposes of the 2002 Annual State of the Environment Report, basins within the state include groups of individual watersheds.

Surface Water Quality
Focusing on watersheds allows environmental protection to move beyond political boundaries to more effectively understand and manage difficult issues. Such issues include sources of pollution, habitat destruction and drinking water protection. Indiana has parts of 38 U.S. Geological Survey cataloging units or eight-digit watersheds, many of which extend into neighboring states. These watersheds contain approximately 36,000 stream miles and drain into the state's nine major drainage basins. Also, more than 600 publicly owned inland lakes and reservoirs cover more than 106,000 acres within the basins. Surface water quality varies from severely degraded by pollution to clean enough for fishing, swimming or for use as a drinking water supply.

Executive Summary
Environment ACT undertakes a water monitoring program for the ACT which includes water quality and streamflow monitoring. This information is used to determine whether waters in the ACT are of adequate quality and if the management strategies used to achieve or maintain such water quality are adequate. This report provides the ACT community with the results of the program and the level of compliance with the ACT Water Quality Standards. Water quality is monitored in the major urban lakes (with the exception of Lake Burley Griffin, a Commonwealth responsibility) and Burrinjuck Reservoir which is immediately downstream of the ACT. The major rivers and some urban streams are also monitored. River flow is measured at a number of sites throughout the ACT. Rainfall for the period was above the long term average. As a result, streamflow was also higher than for last year and has had observable effects on water quality in some areas with elevated levels of suspended solids and turbidity. The drought caused a reduction in surface vegetation leaving soils prone to higher erosion. The increased rainfall and corresponding runoff has facilitated this erosion.

River Water Quality database for regional and local authority areas in England and Wales
This database provides chemical and biological river water quality data on the quality of monitored rivers in England and Wales for Government Office Regions and Local Authorities (covering approximately 40,000km of rivers monitored by the Environment Agency). United Kingdom data, including a regional breakdown for England and Wales by Environment Agency regions, are available from Tables 3.4 to 3.6 on the Digest of Environmental Statistics website. River Water quality is one of the of 15 headline indicators of sustainable development, details of these are found in Quality of Life Counts (QOLC), published in December 1999. This is accessible on the Sustainable Development website. Two follow-up publications to QOLC, Regional Quality of Life Counts (RQOLC) and Local Quality of Life Counts (LQOLC), both available on the Sustainable Development website, led to the demand for data for Government Office Regions and Local Authorities. To meet this user need, Defra (previously DETR) commissioned the Environment Agency to analyse its monitoring data on an administrative area basis to provide river water quality at a regional and local authority level.

Water Quality Standards: Once States designate a beneficial use for a water body or segment of the water body, it triggers the adoption of protective water quality standards that are based on water quality or human health criteria. For example, for waters designated as drinking water sources, human health criteria are used. Wildlife and habitat criteria standards are also applied in some cases; these are generally more stringent than drinking water standards, which are applied at the faucet after municipal treatment. Both numeric standards ("no more than 0.9 parts per billion") or narrative standards ("free from toxic pollutants in toxic amounts") exist, as do both numeric and narrative criteria. Standards are not directly enforceable under the CWA, but States have the option to make them enforceable. EPA may develop standards if a State fails to adopt acceptable standards. Beneficial uses and standards must be reviewed at least once every three years with EPA oversight and public hearings.
