    Introduction
    One area of concern that has arisen with the passage of the Personal Responsibility and Work Opportunities Reconciliation Act (PRWORA) of 1996 is the potential for racial disparities in the implementation of the law. Around the country some researchers have begun to look into this question, but the focused work on racial disparities is still in the early stages.
    Susan Gooden, Ph.D. of the Center for Public Administration and Policy (CPAP) of Virginia Tech studied 223 female welfare recipients in the Culpeper region of Virginia on various dimensions of employment status and found among other things that, "In general, blacks earn less than whites, are less likely to be employed full time and are over-represented in lower paying occupations."

COLLABORATIVE FUND FOR WOMEN'S ECONOMIC DEVELOPMENT The Collaborative Fund for Women's Economic Development provides crucial support to organizations across the country that help low-income women start and expand microenterprises and cooperative businesses. By linking these businesses with lucrative local, regional, and national markets, the Fund facilitates the flow of much needed capital into low-income communities and creates an important means of women's economic self-sufficiency. Since the creation of the collaborative fund in 1990, the Ms. Foundation has partnered with 28 institutions and individuals to leverage $5.5 million in two rounds of the fund to support grantmaking, technical assistance and learning in women's enterprise development. We are now beginning to capitalize a third round and are working with donor partners to craft the fund's direction for the new millennium. The following is a list of grants made in fiscal year 1999.
    WELFARE REFORM MINI-GRANTS
    Since 1996, when control of welfare funds shifted from the national to the state level, Ms. Foundation grantees have been on the front lines ensuring that low-income women and girls were not forgotten in the design of state welfare reform legislation. To support their efforts, Collaborative Fund donor partners capitalized a fund to give mini-grants to existing grantees engaged in state-level advocacy work, and to provide them with targeted training and technical assistance to enhance their work. These mini-grants had far-reaching effects, including improving communication and mutual learning between groups working to create economic opportunities for low-income women and training women on welfare to advocate for themselves. The final welfare reform mini-grant was made in fiscal year 1999.

    Broader Focus Suggested for Next Phase of Welfare Reform
    (June 10, 2002) With the 1996 welfare reform bill up for review this year, a new report highlights a growing call for the legislation's next phase to include specific provisions for reducing poverty. Poverty reduction was not among the stated purposes of the welfare reform bill, whose major goal was to promote work and reduce welfare caseloads, especially among single mothers. As measured by the reduction in caseloads, welfare reform has been a big success. The number of families receiving welfare declined by more than 50 percent between 1994 and 2000, while the percentage of families receiving cash assistance is lower than it has been since 1960. However, a new report by the Population Reference Bureau (PRB) points out that while people who work are less likely to be poor, employment does not necessarily shield them from poverty.

However, the landscape of welfare contracting has changed considerably in the past two years. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 opened the door for contracting out eligibility determination for recipients of Temporary Assistance for Needy Families (TANF). In addition, some states have made their workforce development agencies responsible for welfare-related employment services, and many of those agencies added welfare-to-work contracts to their existing operations contracting for JTPA programs. Those factors, along with freezes in public sector hiring in some states and a growing acceptance of privatization politically, have led to an expansion in contracting for welfare related services.

    Kansas Attorney General
    A fifth generation Kansan, Phill Kline was born in Kansas City, KS and raised in Shawnee, less than nine miles from where his great-great grandfather first settled in the Old Quindaro township in 1870. As one of five children raised by a single parent, Phill learned early on the importance of hard work, dedication to excellence, and commitment to justice.
    After graduating from Shawnee Mission Northwest High School, Phill attended Central Missouri State University in Warrensburg, MO on a wrestling scholarship. After receiving degrees in Political Science and Public Relations, Phill attended the University of Kansas School of Law.
    Following his graduation from law school in 1987, Phill joined the Overland Park, KS firm of Blackwell Sanders where he worked as a litigator until 1995.
    In 1992, Phill was elected to represent Shawnee in the Kansas House of Representatives, a seat he held until 2000. During his eight years in the House, Phill was recognized as a leader in the fight for victims' rights, welfare reform, and more responsible government. Phill served as Chairman of the House Taxation Committee for three years and Chairman of the House Appropriations Committee for one year. During his tenure in the house, Phill authored six new victims' rights laws, Kansas' welfare reform, and was recognized as "Legislator of the Year" by the state's developmentally disabled and mental health communities.
    In 1996, Phill and his wife, Deborah, started a small business producing and distributing a daily radio show about Kansas' history. "The Kansas Files" can be heard on more than 18 radio stations across the state.

Comment and analysis is found in a wide range of research reports, government consultation and policy papers, academic and trade journals and quality newspapers. Welfare Reform Digest aims to help social policy practitioners and researchers to keep up to date with this flood of literature. We systematically scan the quality press, the British Library's intake of social science books and government publications, and a wide range of trade and academic journals to identify relevant material. We then produce full bibliographic references with detailed abstracts to give both the flavour of the cut and thrust of the debate and an overview of the research literature. The first, pilot, issue covered material scanned from mid June to mid July 1998. The second issue comprised material scanned in March 1999, and new data is now added on a monthly basis.

    The 1996 welfare reforms comprised the boldest social policy reform over the last 60 years. Millions of people moved off the government dole and achieved self-sufficiency. Unfortunately, those reforms excluded a rather large segment of society that still considers itself too vulnerable to survive on its own, and stubbornly resists subjecting itself to sink-or-swim capitalism: Corporations.
    Corporate welfare—defined as direct payments, low-cost loans or insurance, subsidized services to private businesses—costs taxpayers over $90 billion per year. That means the average household pays $850 in taxes each year to special interests that neither need nor deserve the help.
    The federal government’s top two priorities are fully funding national security, and reducing the high tax burden that is currently weighing down the economy. Addressing those priorities without expanding the budget deficit requires eliminating unnecessary and wasteful spending elsewhere. It requires eliminating corporate welfare.
    The Advanced Technology Program (ATP) represents a typical corporate welfare program. Back in the late 1980s, America had a brief fixation with the Japanese economic “miracle.” Believing that Japan’s system of government subsidies and protections to preferred businesses was the Next Big Thing, America created ATP to fund private research projects and bring them to the market.

    A Backgrounder Issue Description
    The Personal Responsibility and Work Opportunity Act of 1996 (PWORA) which converted the former Aid to Families with Dependent Children (AFDC) entitlement program into the Temporary Assistance to Needy Families (TANF) block grant is being reauthorized in Congress. There are two health care provisions in the welfare reform bill introduced in the U.S. House of Representatives, H.R. 4, the Personal Responsibility, Work, and Family Promotion Act of 2003. The bill would: (1) extend the Transitional Medical Assistance (TMA) program for one year; and (2) require the Social Security Commissioner to increase the number of "pre-effectuation reviews"
