Comparison of PRIOR LAW and the PERSONAL RESPONSIBILITY AND WORK OPPORTUNITY RECONCILIATION ACT OF 1996 (P.L. 104-193) PROVISION PRIOR LAW P.L. 104 -193 Title I: Block Grants for Temporary Assistance for Needy Families AFDC, EA, and JOBS AFDC provided income support to families with children deprived of parental support. JOBS was an employment and training program for AFDC recipients. Emergency Assistance (EA) provided short term emergency services and benefits to needy families. The federal government established eligibility criteria for AFDC and EA benefits and guidelines for the JOBS program. States determined benefit levels which were required to be applied uniformly to all families in similar circumstances. The law block grants AFDC, Emergency Assistance (EA), and JOBS into a single capped entitlement to states Temporary Assistance to Needy Families (TANF). States are required to implement their block grants programs by 7/1/97. States have the option to submit plans immediately subsequent to the President's signing of the bill (8/22/96). The Department of Health and Human Services reviews the plan for completeness. Funding Open-ended funding was on a matching basis for AFDC benefits and administration and EA. JOBS was an entitlement requiring state match and was capped at $1 billion in FY 1996.

Welfare Reform Welfare reform in the District of Columbia created positive changes in many of the District's poor families. Federal and local welfare funds provided through the Temporary Assistance for Needy Families (TANF) program offers cash benefits and a wide range of services to help in the transition from welfare to work, improve educational levels, and aid in the achievement of self-sufficiency. This year, the federal government awarded the city its third out-of-wedlock birth reduction bonus, bringing the DC performance bonuses to $66.7 million and making the city one of only three jurisdictions to receive an out-of-wedlock birth bonus three years in a row. Work is the ultimate goal for low-income parents receiving TANF; however, unlike other states, the District allows recipients to pursue a variety of educational and self-sufficiency activities as they prepare for work and overcome barriers that keep them from working. Today, we have an opportunity too often denied a new administration: to reaffirm a commitment to policies that have worked, and at the same time to make changes when conditions demand them. Welfare in New York City once was synonymous with dependency and poverty. Five years ago, we set out to "end welfare as we knew it." Our goal was to replace dependency with dignity, and poverty with personal achievement. The key to achieving that goal was putting work first. The results have been dramatic. In 1995, some one-point-two million New Yorkers were on public assistance. Today, that figure has been cut by nearly 60 per cent. The welfare rolls have continued to go down by some 25,000 cases during the first four and a half months of this year. Fewer than 450,000 New Yorkers now receive public assistance. Some 54 per cent of that caseload receive support from the federal "temporary assistance to needy families, " or "TANF" program. The remainder receive aid through New York State's "safety net" program, established to provide continuing public assistance to those who leave the federal program once its five-year time limit for benefits expires, and for those never covered by federal benefits at all.
