    PRESS RELEASE WELFARE REFORM SUCCESS HINGES ON QUALITY JOBS AND CHILD CARE As Congress begins looking in earnest this week for a way to expand and strengthen the welfare reforms begun in 1996, it can gain some important insight from a new study published today by the Economic Policy Institute (EPI). The report, Staying Employed After Welfare , shows that a former welfare mother’s ability to continue working consistently over time is directly linked to the quality of the job and whether she received such needed assistance as child care to support her family. The study emphasizes the importance of good jobs in helping women balance work and family responsibilities. In the first such analysis of data from the Survey of Income and Program Participation, EPI economist Heather Boushey researches employment patterns in the wake of 1996’s landmark welfare reform bill. Her research looks primarily at low-wage mothers affected by the attempt to shift more people off welfare rolls and into the workplace.

    THE Evergreen Freedom Foundation provides analysis of budget and tax issues with an emphasis on Washington state. EFF attempts to identify government pork-barrel spending, inefficient practices, and rules and regulations that needlessly increase costs for taxpayers. In determining wasteful government spending, EFF considers whether a program is a core function of government. If it is, then is the program executed at the most appropriate level of government?     EFF provides research and commentary on education reform efforts and current practices in our education system. EFF's position on education issues are based on the following principles:
    • Parents are the primary educators of their children. Parents should be the primary decision makers for their children's education.
    • True commitment to education requires support of student learning rather than adherence to any education delivery system.
    • Schools must be accountable to parents and the state (in the case of public schools) for their results.

Steve Anderson, a University of Illinois professor of social work, sought to find some answers through a study in inner-city Chicago. The study involved interviews with 232 single mothers who left the Temporary Assistance for Needy Families (TANF) program in December 1999. The sample was roughly divided between women who then remained off TANF and women who had returned (or recycled). Much of what he found, in interviews conducted an average of 20 months later, was not surprising. The "leavers," those who remained off welfare, were more likely to have had jobs when they quit welfare, and were much more likely to have kept them. They also tended to have better-paying jobs. But in many ways, the leavers were not much better off than the "recyclers," Anderson said in his report last fall to the Joyce Foundation, which funded the study. Nearly half, or 47 percent, said they did not have enough money to buy food when off welfare, compared with 61 percent of recyclers. Twenty-six percent of leavers and 38 percent of recyclers said they had skipped or cut meals because of finances.

    The future of the Welfare State is being hotly debated both within the UK and abroad. Social research institutions, think tanks, pressure groups, charities and professional associations have contributed to the debate alongside government opposition politicians and the media. Comment and analysis is found in a wide range of research reports, government consultation and policy papers, academic and trade journals and quality newspapers. Welfare Reform Digest aims to help social policy practitioners and researchers to keep up to date with this flood of literature. We systematically scan the quality press, the British Library's intake of social science books and government publications, and a wide range of trade and academic journals to identify relevant material. We then produce full bibliographic references with detailed abstracts to give both the flavour of the cut and thrust of the debate and an overview of the research literature. The first, pilot, issue covered material scanned from mid June to mid July 1998. The second issue comprised material scanned in March 1999, and new data is now added on a monthly basis.

    Temporary Assistance to Needy Families
    In 1996, Congress passed the Temporary Assistance to Needy Families Act, overhauling the nation's welfare system. While the number of people on welfare has been reduced, some Americans have been left behind by welfare reform. Studies show that significant numbers of TANF recipients have mental impairments such as severe depression, general anxiety disorder, post-traumatic stress disorder, learning disabilities, low intelligence, and physical impairments. Such impairments can make it difficult for a parent to work or to understand and comply with state rules concerning TANF eligibility. Having a child with a disability can also make it hard for parents to meet the program's work requirements. They may have to miss work to deal with incidents arising from their child's disability or may have difficulty finding appropriate childcare for the hours that they are at work. Federal, state and local governments must ensure that people with disabilities have equal and meaningful access to the TANF program.
