The report urges the Administration and Congress to "wage war on many fronts" against our nation's deteriorating fiscal situation and set aside any effort to stimulate the economy through tax reductions at this time. CED also joined The Concord Coalition ( www.concordcoalition.org CED Trustee Josh S. Weston, former CEO of Automatic Data Processing, Inc., speaking at the release of "Exploding Deficits, Declining Growth." in issuing a joint statement on federal deficits and the long-term danger they pose to the country at a press conference at the National Press Club in Washington, DC. Change in Nonmarital Birth Ratios by State, 1997-98 to 1999-2000
The regulations to implement the "Bonus to Reward Decrease in Illegitimacy Ratio," an incentive provision included in The Personal Responsibility and Work Opportunity Reconciliation Act of 1996, specify that States and territories will qualify for the "Bonus," administered by the Administration for Children and Families, Department of Health and Human Services (HHS), if they are among the top five States with respect to their reduction in the percent of births that are out of wedlock. The Final Rule to Implement Section 403 (a) (2) of the Social Security Act; Bonus to Reward Decrease in Illegitimacy Ratio was published in the Federal Register, Volume 64, No. 71, April 14, 1999. The specific birth data that are the basis for the bonus awards are the ratios of nonmarital births to total births for the most recent 2-year period for which data are available and the ratios for the prior 2-year period for each State. The National Center for Health Statistics (NCHS), an agency within the Centers for Disease Control and Prevention (CDC), HHS, was assigned the task of providing the data. The birth data are provided by the States and the District of Columbia to NCHS through the Vital Statistics Cooperative Program (VSCP). NCHS also obtains birth data from the territories. These data are compiled and published annually by NCHS.

Reviews
‘To judge from its title, Janos Kornai and Karen Eggleston have written a book about health care reform in Eastern Europe. In fact, they have done much more. Following their own axiom of transparency, they begin by setting out goals of health care and other social support systems in a fresh way, and go on to apply the goals to the practical tasks of health care financing and organization. In so doing, they make a large contribution to a small literature, a comparative analytical treatment of many countries’ health care systems together with advice for the would-be reformer.’ Joseph P. Newhouse, John D. MacArthur Professor of Health Policy and Management, Harvard University ‘A book bringing together a lifelong student of socialism and a highly-trained health economist was likely to produce either a major disconnect or to provide intellectual fireworks through novel ways of dissecting the issues and provocative insights into old problems. Lovers of fireworks should read on.’ Nicholas Barr, Reader in Economics, London School of Economics and Political Science ‘[It] gives the reader a number of provocative insights into the health care challenges of the coming decade in Eastern Europe.’ Health Affairs
