In addition, it will raise needed revenues for the state. If we raised the tobacco tax by $1 per pack, estimates say it would prevent over 28,000 students from ever beginning to smoke. If these students began smoking, one-third of them would die prematurely as a result of smoking. A proposal to place the tax on tobacco as a percentage of wholesale price of tobacco products (cigarettes, cigars, smokeless tobacco, etc.) rather than placing the tax on a fixed cents per pack of cigarettes is gaining support. Instructional Support and Enhancement Days Passes. School Calendar placed in study. From the start, the legislative session focused on medical malpractice, workers compensation, ATVs, and raising the tobacco tax in order to fund Medicaid; not on key issues in public education. This legislature is much different from those of the past. It contains many new faces as a result of the last election and few of those elected are true friends of education. The downturn of our state and national economy coupled with the election losses of many of our friends leave the legislature as a less favorable environment for education. History of the Credit Union West Virginia Public Employees Credit Union was founded in 1981 to provide financial services to state employees and their family's. Today, the credit union has expanded and serves retired state employees, political subdivisions of the state who participate in the West Virginia Retirement System or Boards of Education, Family Members of Eligible Participants, and organizations of such persons. Numerous member groups are associated with the credit union as seen on the member group page. Effective January 1, 2002, the Credit Union changed it's name to "The State Credit Union" to better reflect our growing membership. Numerous people helped the credit union form and become one of the largest member based credit unions in the state. The Governor at the time was Jay Rockefeller and the Commissioner of Banking who issued the Credit Union's certificate of authority was Phyllis Huff Arnold. Many of the original incorporators of the Credit Union still serve in a voluntary role: John E. Cook as Chairman and Charles McDaniel as Vice-Chairman, and many others are still members. At the initial organizational meeting, over 200 people attended. Today, we have 10,000 plus members being served by normally a dozen employees. This is something we are quite proud of. Mountains and valleys, deep forests, coal mines and expansive orchards all describe parts of the state. We were originally part of Virginia but in 1861 the people voted for succession and the state was split in 1863 to become the 35th state to enter the Union. Charleston is the state capitol. West Virginia is found entirely within the Appalachian Mountain chain. It is bordered by Pennsylvania, Maryland, Virginia, Kentucky and Ohio and has a land area of 62,761 square kilometers or 24,232 square miles. The highest point, Spruce Knob, is 1482 meters high (4861 feet) and the lowest point, Harper's Ferry, is only 75 meters (247 feet). With an average altitude of 457 meters (1,500 feet), West Virginia has the highest average elevation of any state east of the Mississippi River. The beauty of the state lies in the tall mountains, deep valleys and expansive forests. That beauty has also caused the state to be isolated due to the difficulty of building roads and transportation of materials. Trees cover three-quarters of the state. The steep inclines of the rivers prevent navigation of many of the waterways due to rapids and rocks.
