    West Virginia Early Childhood Provider Quarterly is the first and only publication designed exclusively for West Virginia Early Care and Education Professionals. The goals of this publication are to increase professional development opportunities and early childhood advocacy through the promotion of training and through educational articles and features. Resources The West Virginia Zero Tolerance Campaign On March 11, 1995, the state legislature in West Virginia passed the West Virginia Productive and Safe Schools Act. This was the culmination of a year-long effort by the West Virginia Federation of Teachers. It is a great example of how a state federation, with support from its local unions and members, can work with community groups, school boards, politicians and other public officials to bring higher standards of conduct to public schools. About the legislation The West Virginia Productive and Safe Schools Act was originally drafted by the West Virginia Federation of Teachers. The law gives teachers and other school employees the legal right to immediately exclude students for:
    • disorderly conduct; threatening, abusing or intimidating a teacher or student; disobeying a school employee; interfering with the educational process; or
