As we prepare to enjoy another outstanding season of hunting in the Mountain State, let's take a moment to reflect upon our long and proud tradition of sound wildlife management, conservation and use. The successes associated with our game management program are the direct result of the strong support and commitment demonstrated by sportsmen and women across the state. West Virginia enjoys the distinction of having the highest percentage of state residents participating in hunting in the United States. We must, however, strive to protect and enhance West Virginia's hunting heritage.
These exciting programs are designed to capture the attention of our children and foster a love and appreciation for the state's natural resources. Consider doing your part to help enhance West Virginia's hunting heritage. Take a youngster hunting this fall. The woods will be full of squirrels this year, and I cannot think of a more enjoyable way to spend some quality time with a young boy or girl. Give it a try the smiles you find will make it all worthwhile. Have a safe and enjoyable hunting season.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

Develop standards for parents to use in evaluating care. Look at peer and community review. Examine ways to reduce/streamline the regulatory process.

Board of Education Seeking Public Comment on Strategies for Schools that Meet, or Fail to Meet, Expectations for Student Achievement The Board of Education intends to amend its Regulations Establishing Standards for Accrediting Public Schools in Virginia (known as the Standards of Accreditation, or SOA). These regulations stipulate that public schools will be denied accreditation if student achievement expectations are not met for three consecutive years beginning with the 2003-04 school year. The regulations that the Board of Education wishes to develop will address what assistance will be available to schools that are unable to meet the accountability requirements under the SOA. In addition, the regulations will contain specific measures to provide schools with information and assistance to meet the goals stated in the accrediting standards. All persons wishing to comment are invited to attend a public hearing to speak to members of the Board of Education. Public hearings will be held in Alexandria, Richmond, Norfolk and Bristol on May 18. On May 25, public hearings will be held in Roanoke and Staunton. All hearings will start at 7 p.m. Registration for those who wish to speak begins at 6:30 p.m. Speakers will have a time limit of a maximum of three minutes each and are asked to provide three written copies of their remarks, if possible.

Licensed Remediation Specialist Program West Virginia Voluntary Remediation and Redevelopment Act (Brownfields Law) Program Description The West Virginia Voluntary Remediation and Redevelopment Act (VRRDA) requires a developer to employ a Licensed Remediation Specialist (LRS) to supervise activities during cleanup projects pursuant to the Act. In order to become licensed, a candidate must meet certain minimum requirements as set out in VRRDA. Minimum Education Requirements All candidates for licensure must have minimum education requirements.
