Occupational Development Dependent Care
There is a growing need in the United States for provision of in-home based or center-based child care and elder care. Some employers are making a collaborative effort to provide dependent care for their employees by establishing centers or expanding existing ones. To staff these centers with workers and to support in-home programs, training beyond a high school education is needed. An associate's degree program will meet this need. The demand for a dependent care career should increase in the future as the baby boom generation ages and assumes the responsibility of providing care for their elderly parents and as more young mothers pursue employment outside the home thereby needing care for their children.
Job opportunities for this degree include employment in retirement communities, adult day care centers, senior centers, adult congregate living facilities, employer and community child care facilities and in individual homes.
Students in the dependent care specialist program will comply with Shepherd College's requirements for admissions, basic skills testing, and appropriate course placement, including mandated remedial courses, which are not counted toward completion of the program. Students are subject to all college catalog requirements regarding academic standards, student conduct, and graduation procedures.

The SARE Professional Development Program
Begun in 1994, the Sustainable Agriculture Research and Education (SARE) Professional Development Program (Chapter 3)* provides sustainable agriculture education and outreach strategies for Cooperative Extension System agents, Natural Resources Conservati on Service staff and others who work directly with farmers and ranchers. Administered and funded by SARE, the Professional Development Program has received annual congressional allocations of about $3 million to $3.5 million since its inception. Professional Development Program funds have been used for both state-specific planning and competitive grants for learning opportunities. In the first funding cycle, all 50 states and six island protectorates devised strategic plans that outlined a proces s for developing sustainable agriculture learning opportunities. In subsequent years, each state will submit an annual update of strategies and activities to achieve sustainability goals. Regional funds also are used for competitive grants to sponsor mor e than 62 activities such as workshops, educational manuals and videos, and on-farm tours and demonstrations. Some of those projects include:
  • A 'Living Lab' for Farm Advisers. Representatives from the Cooperative Extension Service, NRCS, universities and government agencies visited a sustainable agriculture farming systems project at the University of California-Davis to get on-the-ground ins ight into sustainable techniques in a systems approach. Project leaders offered intensive workshops featuring research techniques to evaluate sustainably managed farming systems and a field day that included a tour and several laboratory demonstrations of project results.

West Virginia Commission on the Arts announces grant awards The West Virginia Commission on the Arts (WVCA) of the West Virginia Division of Culture and History awarded $3,162,730 to 126 applicant organizations and individual artists (list attached) at meetings held in June and September, 2002. Grant recipients are located in 35 counties of the state. To be eligible to receive grant funding, arts and community organizations, which may include museums, arts centers or galleries, and private schools must be non-profit with a 501(c)3 status. Public educational institutions, school boards, local or county government agencies and colleges and universities are eligible as well. In addition to the PDA program, grants were awarded for Arts in Education (AIE) projects, arts programming and staff support. The AIE program encourages the development of comprehensive arts programs that affect the educational environment for all students and community members in West Virginia. AIE grants include Artist in Residence, Special Projects and Touring Grants. Arts programming funds can apply to the Major Institution Support Program (groups with a minimum operating base of $1,000,000) as well as Mid-sized Arts Organizations (groups with budgets of $150,000 - $999,999). There is also a Re-granting, Touring, Performing Arts, Visual Arts, Media Arts, and Folk and Traditional Arts program which offer granting opportunities.

    Early Childhood Specialist
    The Associate of Applied Science Degree in Occupational Development, Early Childhood Specialization, is designed to provide well-trained child care providers and teachers in child care centers.
    To be eligible, students must complete the Apprenticeship for Child Development Specialist Program (ACDS). ACDS is a collaborative project sponsored by the United States Department of Labor, WV Bureau of Apprenticeship and Training, the WV Department of Education, River Valley Child Development Services, child care centers, head start programs, and county vocational schools in several locations in West Virginia. Child care centers that are interested in enrolling staff members in the apprenticeship program may contact Judy Kepple at Shepherd College, 876-5256.
    The apprentices must complete four semesters of course work and related assignments. Instructors in the apprenticeship program must have degrees in child development, early education, or a related field.
    Course work includes topics such as child development, observational skills, developmentally appropriate curriculum, health and safety issues, communication and conflict resolution, diversity and inclusion, administration of child care programs, ethics, and continued professional development.
