    The West Virginia K-12 RuralNet Project is funded by a National Science Foundation grant. The National Science Foundation (NSF) is an independent agency of the U.S. Government, established by the National Science Foundation Act of 1950, as amended, and related legislation, 42 U.S.C. 1861 et seq., and was given additional authority by the Science and Engineering Equal Opportunities Act (42 U.S.C. 1885), and Title I of the Education for Economic Security Act (20 U.S.C. 3911 to 3922). The Foundation consists of the National Science Board of 24 part-time members and a Director (who also serves as ex officio National Science Board member), each appointed by the President with the advice and consent of the U.S. Senate. Other senior officials include a Deputy Director who is appointed by the President with the advice and consent of the U.S. Senate, and eight Assistant Directors.     Background
    West Virginia has no charter school programs and offers only limited public school choice. Students can transfer to a school of choice within the district. In 1998, a bill (H.B. 4403) was introduced to authorize a tax credit of up to $1,000 for parents or legal guardians who pay tuition to send their children to private school. The bill died in committee.

The West Virginia Department of Education has found your past reports to be informative, incisive and fair. This year's report provides no exception to that tradition. The following information is provided to further support the observations that you have made. The West Virginia Instructional Goals and Objectives are designed to be a living document.
