Implementing a Coordinated School Health Program: One Local School’s Success
Public Health Problem
Florida schools serve 2.7 million students, approximately 20% of whom live in poverty. In 1999, 81% of Florida’s youth (aged 10–24 years) did not attend daily physical education classes, 78% did not participate in any moderate physical activity, 74% did not eat the recommended five servings of fruits and vegetables per day, and about half (48%) consumed alcohol during the month preceding survey or had engaged in sexual intercourse (50%). Evidence That Prevention Works
Health education in schools can reduce the prevalence of health risk behaviors among young people. For example, health education resulted in a 37% reduction in the onset of smoking among 7th graders. In addition, obese girls in the 6th and 8th grades lost weight through a program at school, and students who attended a school-based life-skills training program were less likely than other students to smoke or use alcohol or marijuana.

Established in 1867, West Virginia University is the state’s major research, doctoral degree-granting, land-grant institution. WVU provides high quality programs of instruction, offering 168 degree programs at the undergraduate, graduate, and first-professional levels, including the State’s only law school; fosters basic and applied research and scholarship; and engages in and encourages other creative and artistic work. A wide range of health science programs are taught at WVU’s Robert C. Byrd Health Sciences Center through schools of medicine, dentistry, nursing, and pharmacy including allied health programs and graduate programs in basic health sciences. WVU combines the breadth of academic opportunities offered by a major research institution with the atmosphere of a small school; the undergraduate student/faculty ratio is 17:1. Enrollment in one of the University’s thirteen colleges and schools offers students the warmth and friendliness of a small academic community. West Virginia University encourages diversity and promotes social justice in all of its activities. Students at WVU may choose from among more than 265 student organizations, including 19 fraternities, 12 sororities, and 30 honor societies. In addition to extensive formal recreational opportunities and organized intramural programs, WVU has 21 intercollegiate varsity athletic programs, including a rifle team that has won the NCAA national championship many times over, and is a member of the Big East Conference, except for gymnastics and wrestling that are associated with the Eastern Wrestling League and Eastern Athletic Gymnastic League, respectively.

Located in the heart of West Virginia's Eastern Panhandle, the Martinsburg VA Medical Center can be found on 175 acres in historic Berkeley County. The Martinsburg VA Medical Center offers a comprehensive range of services, including internal medicine, ambulatory surgery, audiology and speech pathology, dental, nursing home, nutrition, podiatry, prosthetics, women's health, mental health and rehabilitation medicine. The Martinsburg VA Medical Center is a 99-bed primary and secondary care facility. Long-term care is provided in a 148-bed Nursing Home Care Unit and 312-bed Domiciliary. The medical center's Domiciliary Care Program has numerous treatment areas, including a homeless program, a traumatic brain injury community re-entry program, substance abuse treatment programs, a Post Traumatic Stress Disorder (PTSD) Residential Recovery Program and long term health maintenance. Patient care is provided through an integrated primary care concept, and each veteran is assigned to a team of health care providers that follows the patient's care both as an inpatient and an outpatient. West Virginia Program Honored for Improving the Health of Rural Elderly The Eastern Panhandle Integrated Delivery System in Petersburg, W. Va., recently received a Leadership Award from the American Association for World Health for a project that increases access to physical activity and mental health services for elderly rural Americans in six West Virginia counties. The award was presented on World Health Day – April 5 – to four U.S. and three international programs for outstanding achievement in building awareness about the importance of physical fitness. The program promotes physical activity and mental health services for the medically underserved elderly, age 55 or older, in Grant, Hampshire, Hardy, Morgan, Pendleton and Tucker counties. Program features include:

  • Research Centers Prevention Research Center
    The USC Prevention Research Center (PRC) was established in 1993 through funding by the U.S. Centers for Disease Control and Prevention and is now one of the 24 PRC’s in the U.S. The PRC is housed in the SPH and is committed to conducing research that benefits the public’s health and to translating research into practice. The theme of the USC PRC is “translating health through physical activity” with the focus of research and translation activities on policy and environmental supports for physical activity.
    With partners from the South Carolina Department of Health and Environmental Control, South Carolina Governor’s Council on Physical Fitness, and the Citizens for a Healthy Sumter Community Action Group, the PRC promotes physical activity though community intervention, training, dissemination and applied research. What is the Training and Development Consortium?
TDC Competency Development Project
The TDC is beginning work to draft a set of "competencies" for SEA/LEA project managers. Described by professional literature as "a cluster of related knowledge, attitudes, and skills that affects a major part of one's job, role, or responsibility," comptencies correlate with performance on a job and can be measured against standards. For the TDC, it is important to note that competencies can be improved through training and development. Once developed, competencies would enable SEA/LEA (HIV/CSHP) project managers to:
  • better understand the competencies needed for carrying out project tasks within the agency better understand staff professional development needs select appropriate professional development activities utilize professional development activities for continuous improvement
In addition, competencies could be used by:
  • TDC members to collect information on the needs of SEA/LEA staff attending TDC events TDC members to develop and tailor TDC events to meet the developmental needs of SEA/LEA staff attending them CDC project officers to discuss professional development selections and outcomes with SEA/LEA managers
Over the coming months, the TDC will engage in a process that will result in the development of draft competencies to be piloted in the Summer/Fall 2001. As part of this process, a 15-member working group, composed of LEA and SEA managers and TDC members, will convene in February. This group will develop a draft document that will be sent to a broader audience for review.

Healthy Hearts program director Dr. Eloise Elliott (also a senior editor for pecentral.org) learned technology skills on her own while still a graduate student at Virginia Tech. There, she said, professors expected their students to arrive on campus technologically literate or to quickly learn once they arrived. Those self-taught skills helped Elliott, now Associate Professor in the Department of Human Performance at Concord College in Athens, WV, to create an Internet instructional module that teaches intermediate grade children about cardiovascular health. The program focuses on the effects of physical activity, nutrition, and tobacco use on the heart. HealthyHearts4Kids.org is a web site dedicated to web-based learning for children in West Virginia and New York, as well as in select schools in northern Arizona, Virginia, and Kentucky. The program is part of the non-profit organization, eLearning for Kids, Inc. Dr. Elliott and the Healthy Hearts staff recently gave the site a facelift, adding games and rewards for students who complete the learning modules.

A Message from the Dean
Dr. Lynne B. Welch
The College of Nursing and Health Professions provides graduate and undergraduate education in a variety of health care fields including nursing, clinical laboratory sciences, communication disorders, and dietetics. All the programs offered through the CONHP are nationally accredited. Our goal is to offer the highest quality, state of the art health professions education in the Tri-State and the entire state of West Virginia. Currently the College of Nursing and Health Professions offers four graduate, five baccalaureate and two associate degrees. We also offer two post-graduate, one post baccalaureate certificate. To meet one of our goals – that of making health care education available throughout the state of West Virginia , we became involved in the teaching of baccalaureate nursing courses via interactive distance learning. Nursing has been involved in distance learning from the outset. We were one of the first programs to offer our degree to rural nurses in Southern West Virginia.

North Carolina (NC) is the newest state to join the sixteen-state consortium. Academic year 2002-03 marks the launching of NC's "ACM pilot program" in which access will be restricted to graduate programs only and the number of ACM enrollments will be limited. For 2002-03 that limit is approximately 30 students. For 2002-03 the ACM program will be open only for students newly enrolling in the University of North Carolina (UNC) system campuses. North Carolina's State ACM Coordinator has information on the programs and maintains an updated list of the number of slots that are available.
