Like the issue of school construction funding, access to and funding of educational technology has garnered much legislative attention in the 1990s. The General Assembly signaled great interest in educational technology in public schools with 1994 approval of SJ 157 HB 2542 HB 512 HB 1835 , which allowed Literary Fund loans to be used for educational technology. HB 1848 required local teacher training in educational technology and higher education guidelines for ensuring that all graduates have technology skills. Other approved bills called for technology resource assistants in elementary schools and established a technology replacement program. However, no funding was approved for these programs. Approved in 1998

Mission Statement The mission of the University of South Carolina School of Library and Information Science is to provide and promote education and leadership in library and information science, services, and studies through the highest levels of teaching, research and service.
    Goals and Objectives
As South Carolina's only advanced program of education in the fields of library and information studies, the School of Library and Information Science has basic goals and objectives related to the needs of South Carolina and the southeastern region. Extensive examination and reflection indicate that there is little variation between the needs and problems of the State, the region, and the nation as a whole. In this sense the goals and objectives of the CLIS encompass national as well as local and regional concerns. The SLIS is committed to supporting the development and improvement of library and information services as an essential part of cultural enrichment, the dissemination of knowledge, and the enhancement of the overall quality of life. One of the underlying principles of the School's distance education program is the fact that every part of our profession is dependent on other parts in maintaining strong levels of library and information services. As new and emerging technologies link us closer every day, cooperative programs and services become increasingly important to our citizens. This is true of educational programs as well as library and information services. The University of South Carolina is proud to have been invited by the states of Maine, Georgia, and West Virginia to deliver the complete MLIS degree using a combination of live interactive satellite transmission and on-site instruction. We believe these cooperative efforts will provide an outstanding educational experience for all participants by creating a network of students who will interact in the future as a network of professionals. The SLIS is committed to making a positive impact on the profession, local communities, and the eastern region of the United States for years to come.

In 2000, given the more critical need in West Virginia, it was decided to continue the former NCACHE pilot program in a slightly modified form, focusing entirely on West Virginia. Accordingly, the pilot center was renamed the West Virginia Access Center for Higher Education (WVACHE), and work is ongoing to secure funding for its establishment and expansion as a permanent center.

The newly elected governors from Montana, North Dakota, West Virginia and Delaware may be just out of the starting blocks, but they’ve wasted little time in grappling with an increasingly urgent question: How can technology help advance their agendas?
All four governors highlighted technology initiatives in their first state-of-the-state addresses. Montana’s governor even celebrated an Information Technology Day soon after taking office.
"Improvements in technology accounted for a lot of the gains in productivity and in our economy during the past decade," North Dakota Governor John Hoeven said. "Like private industry, we in government need to develop and utilize technology because it will be key to helping us prosper."
The governors are examining the myriad ways technology can enhance service to citizens and promote economic development — from finishing a high-speed, broadband network to helping recruit high-tech employees to offering an array of electronic government services.

Technology officer working to keep future generations in Mountain State
    by Blaine Mullins
    Staff Writer
CHARLESTON — Keith Comstock took the position as West Virginia’s new chief technology officer (CTO) for a specific reason. Comstock works 12-hour days — often away from his family — to make a difference to future generations of West Virginia. “My vision is that my children can stay in West Virginia because there are jobs available,” Comstock said. “I feel that the state is ready to move. Let’s go and do something so that future generations will not have to leave.” What drives Comstock to make that difference is the fact that his parents had to leave West Virginia, but not because they wanted to. “In order for them to live the American dream … they had to leave, and tens and hundreds of thousands have had to make that same choice,” he said. As the state’s new CTO, Comstock said he enjoys the fact that he can “see a wrong, and try to right it.”
Active in the Information Technology (IT) sector for more than 18 years, Comstock brings a wealth of experience to the table.

CompassLearning to ProvideTechnology-based Curriculum for Volusia County Schools
November 13, 2000 - SAN DIEGO, CA - CompassLearning and the Volusia County, Florida, School District have entered into an agreement for the delivery of technology-based curriculum to the district's Dropout Prevention and Academic Intervention program. The new Volusia Schools program serves students who are deficient in State of Florida-required high school graduation credits in language arts, mathematics, science, and/or social studies.
CompassLearning™ software will be used for the computer-delivery of the core courses in a 30-station computer lab in each of the district's nine high schools and four alternative centers. The Volusia School District will provide a course scope and sequence, and complete student instructions and off-line assessments for each course. In addition, the District will develop supplemental materials during the 2000-2001 school year. Each school may add additional course requirements that meet the needs of that individual school.
"We are facing a tremendous challenge to ensure learning improvement," said Mary Bruno, Director of Applied Technology and Community Education for Volusia Schools. "We have selected a research-based, time-tested system that works by coupling excellent technology-based curriculum with teacher training and professional development to improve learner performance."
