This article was updated November 5, 2001 Inclusion remains a controversial concept in education because it relates to educational and social values, as well as to our sense of individual worth. Any discussion about inclusion should address several important questions:
  • Do we value all children equally? Is anyone more or less valuable? What do we mean by "inclusion?" Are there some children for whom "inclusion" is inappropriate?
There are advocates on both sides of the issue. James Kauffman of the University of Virginia views inclusion as a policy driven by an unrealistic expectation that money will be saved. Furthermore, he argues that trying to force all students into the inclusion mold is just as coercive and discriminatory as trying to force all students into the mold of a special education class or residential institution. At the other end of the spectrum are those who believe that all students belong in the regular education classroom, and that "good" teachers are those who can meet the needs of all the students, regardless of what those needs may be.

The Distance Education Clearinghouse is a comprehensive and widely recognized Web site bringing together distance education information from Wisconsin, national, and international sources. New information and resources are being added to the Distance Education Clearinghouse on a continual basis. The Clearinghouse is managed and maintained by the University of Wisconsin-Extension, in cooperation with its partners and other University of Wisconsin institutions.
Journals and Readings in Distance Education
The Distance Education Clearinghouse has just updated and revised our section on Journals, Readings, Articles and Books . There is no shortage of journals and other publications on topics relating to distance education and our list includes many selected titles. Some long established publications are offered to subscribers in either print or electronic formats or both, while other publications maintain a print-only access. On the other hand, new electronic newsletters and online reports are appearing all the time in Web-based only formats; some free, some not.
Of course there are vast differences in these publications. Some journals are peer-reviewed, with members of their editorial boards representing distinguished institutions. Refereed journals are both online and in print. Other publications are more or less created by a single individual or group. These may feature articles with a particular point of view or focus. Researchers and readers will all have their favorites, depending on their needs and levels of expertise.

The George Tipler School Law Annual Grant
THE GEORGE TIPLER SCHOOL LAW STUDY PROGRAM Mr. George Tipler is the former Executive Director of the Wisconsin Association
of School Boards. The George Tipler family has funded an annual grant to be given to a
student in the administrator preparation program of the University
of Wisconsin-Madison Department of Educational Administration. The grant is for the study of a school legal issue. The amount of
the grant in 2002 is $500. An application for the grant should include a one or two page
description of the school legal issue to be studied and the proposed
use of the grant funds. The application should be submitted to Professor Julie Mead
or Professor L. Allen Phelps, Chair, Department of Educational
Administration. The deadline for applying for the grant is August 1, 2002. Applications will be reviewed initially by faculty in the Department
of Educational Administration to insure that the proposals satisfy
the purposes of the grant. Those proposals deemed worthy of support

We the People/ Wisconsin is a multi-media partnership that provides timely forums so that citizens can question political candidates, public officials and themselves. SMART GROWTH RESOURCES State of Wisconsin Office of Land Information Services OLIS provides staff support to the Wisconsin Land Council, and it administers the Wisconsin Land Information Program in conjunction with the Wisconsin Land Information Board. Associate Dean of Executive Education
Ted Beck Ted Beck serves as Associate Dean of Executive Education at the University of Wisconsin-Madison School of Business. UW-Madison’s Executive Education division is one of the largest of its type in the United States with over 15,000 participants attending over 400 course offerings annually. Beck also holds the position of President of the Center for Advanced Studies in Business, Inc. (CASB), a non-profit organization designed to support the activities of the Business School, and oversees the operations of the Fluno Center for Executive Education.
Prior to joining UW-Madison in 1999, Beck spent more than 20 years in senior management positions for Citibank/Citigroup. His most recent assignment (1995-99) as managing director and market manager was based in New York, where he was responsible for the banking groups covering three major client groups: the U.S. health care industry; international companies operating in the U.S.; and corporate clients in the northeastern U.S. He had previous assignments in San Francisco, Cleveland, Minneapolis, Chicago and Zurich.
Beck is an alumnus of the UW-Madison School of Business, where he earned his MBA in International Business in 1976. He served on the Wisconsin Business Alumni Board of Directors from 1983 to 1985. He earned his undergraduate degree in Business Administration from Notre Dame in 1975.

"An equal opportunity for a sound basic education...takes into account districts with disproportionate numbers of disabled students, economically disadvantaged students, and students with limited English language skills. So long as the legislature is providing sufficient resources so that school districts offer students the equal opportunity for a sound basic education as required by the constitution, the state school finance system will pass constitutional muster."
