Rolf Wegenke is president (chief executive officer) of the Wisconsin Association of Independent Colleges and universities (WAICU). Origins of IRBs Mission Statement What does an IRB mean to me? ... Social Sciences IRB What is an Institutional Review Board? To comply with the U.S. Department of Health and Human Service's regulations for human experimentation surveillance, the University of Missouri-Kansas City has the responsibility for reviewing all proposed projects and campus activities involving human subjects. Protocols must be submitted to, and approved by, the appropriate Institutional Review Board before a study is undertaken. Failure to comply with this policy or to follow the directives of the appropriate committees exposes both the university and the investigators to potential liability and sanctions. The primary purpose of the review is to assure the protection of the rights and welfare of the human subjects. IRBs were established as an outcome of Senate hearing (1972) and legislation passed in 1974 as a result of unethical treatment of human subjects. Prior to this other committees existed as a requirement of the United States Public Health Services policy established in 1965. IRBs are currently regulated by the Food and Drug Administration and the National Institutes of Health.

Environmental education
has evolved from a school forest into a nationally recognized organization. WAEE guides the state of Wisconsin and the United States in the advancement of education focusing on understanding the human and built environment. Wisconsin Environmental Education Timeline First school forest established in Laona, Crandon and Wabeno. Wisconsin Conservation Education Statute is passed. It is the first state in the U.S. to have such a requirement. Legislature requires “adequate instruction in the conservation of natural resources” in order to be certified to teach science or social studies. Legislature also requires that conservation of natural resources be taught in public elementary and high schools. Wisconsin Conservation Department hires first conservation education specialist. Representatives of high schools, teacher colleges, University of Wisconsin (UW), Department of Public Instruction (DPI), Wisconsin Conservation Department and U.S. Forest Service meet at a vacant USFS training center to map out the future of conservation education in Wisconsin.

This course examines the mission of the school and focuses on the attributes, knowledge and skills a person needs to be a principal. Emphasis is placed on the importance of ongoing education and the development of professional networks. Students have an opportunity to assess their skills as a basis for selecting elective courses appropriate to their needs. Recent national studies on elementary and secondary education are reviewed and an in-depth analysis of those issues relating to the secondary school occurs.

Supporting Reform: The Role of the School District Board
ISSUE: In the late 19th and early 20th centuries, the United States changed from a nation of mostly private and independent schools to one of statewide public education systems. With this transformation, locally controlled school boards came to dominate curriculum and instruction policy and served to keep public education in line with the values and desires of the community. Today, however, schools are expected to meet national curriculum and student performance standards, many communities are implementing site-based management of education , and students and parents are able to choose between traditional public schools and charter schools . Given these dramatic changes, school boards must reconceive their role in education. OVERVIEW: The Institute for Educational Leadership (IEL) (1986) issued a major report on school boards in 1986. The report concluded that school boards lacked the capacity for meaningful goal setting and the ability to make plans to accomplish specific goals. School boards were not willing to take the political risks needed to provide leadership for education reform and to be key "players" in the reform movement. They were not spending enough time learning about education issues and policymaking, and they were not
