Parent Centers train and inform parents and professionals, help families obtain appropriate education and services for their children with disabilities, work to improve educational results for all children, resolve problems between families and schools or other agencies and connect children with disabilities to community resources that address their needs. Parent centers are funded by the U.S. Department of Education under the Individuals with Disabilities Education Act (IDEA). Each state has at least one parent center, and states with large populations may have more. There are approximately 100 parent centers in the U.S. Topical Areas IDEA 97, Rights and Responsibilities, Procedural Safeguards, Early Childhood, Transition (these are just a few of the topics covered by parent centers)

    Since its creation 12 years ago, Families and Schools Together (FAST) has received more than two dozen awards and is recognized as one of the most effective parent-involvement programs in the country. FAST brings together families to support one another and to prevent potential problems school failure, violence, and substance abuse, to name just three before they start. Research indicates that FAST works in schools of all kinds, from urban to rural. What is FAST? This week Education World explores the program. University of Wisconsin-Madison educator Lynn McDonald grew up primarily in Europe and the Middle East, and as the divorced mother of two children herself, she understands firsthand the effects of stress. "Loneliness when you are raising another human being is not how life is supposed to be," she told Education World. "What I have discovered is that when you are too busy and stressed and pushing yourself as a mother, you forget that with support from others, parenting is a joy."

    Wisconsin parents are organizing against the state's 'no social promotions' tests. Politicians are taking notice.
    By Linds McCants Pendleton Arlie Davel, the mother of five in a small school district about 30 miles north of Milwaukee, doesn't like Wisconsin's "two strikes and you're out" testing law. As a result of her organizing and that of other parents throughout the state, she may be successful in blunting a high-stakes, "no social promotion" testing law. Under a law passed last year, in the 2002-03 school year Wisconsin will prohibit school districts from passing children on to the next grade if they twice fail even one part of the five-part Wisconsin Student Assessment (WSAS) test. The test covers English/language arts (reading and writing in the younger grades), math, social studies, and science. Twelfth graders will be required to pass a series of even-more rigorous tests for graduation. Parents from cities such as La Crosse, West Bend, and Madison have also spoken out against the law. One of the most influential groups is based in Whitefish Bay, an affluent Milwaukee suburb.
